The index should updated to reflect that the Spines' ticks are Toxic damage.
I didn't notice any entries for temp powers. This number might be interesting. I got it from my Defender. The number isn't exact as the damage doesn't show up in the combat window. I had to use the numbers floating over the heads to figure it out.

All of the damage numbers listed so far, with the exception of flurry are integers divided by 36.
The exception is Flurry. If I get the opportunity, I will test it, but it seems like
0.388.. (14/36) or 0.4166...(15/36)
are both not close enough to match
Edit: Correction Fire Breath has a value of 1.625=13/8 which is also not a whole number of 36ths. So this theory of 36ths may be off.
DoTs usually get a 10%-ish damage bonus which probably is why Fire Breath and some others show unusual numbers. Fire Breath, for example, could be a common 4.5556 attack with 7% DoT bonus divided into 3 ticks.
The 36 comes from dividing with brawl which, for a level 1 blaster/scrapper, deals 3.6 points of damage.

Yes, APPs would be a windfall to me right now. I've got a Scrapper who's getting close to 41 and trying to decide which APP to pick up and a listing would make all the difference since I'm trying to figure out whether any of them is a worthwhile replacement in my attack chain.
I've also got a controller at 44 who's debating if he should take *either* of the attack powers in Mind Mastery. The Tornado *would* make low level badge hunting easier though.

No, it's not always 3 though it seems to always be at least 2, and sometimes 3. I remember seeing somewhere either in beta or close after open that the 3 ticks are something like 75% chance for the first tick, 50% chance for the second, and 25% chance for the third, but don't quote me on that. It could just as easily be 100% chance for the first two ticks, and 25% or 50% for the third tick.

The theory isn't off, it just doesn't have to be exact integers. Burn, fire breath, flurry, and there are others.
Also the 10 + 3.2x theory isn't exact either, its just coincidence. There are many powers that don't fall under that. Thunder strike, for example, along with those I just listed.
It's interesting that some people mention a 10% difference that some powers have from a number that would seem appropriate. Remember, 3.6 / .9 = 4 this could explain where the 10% comes from.
Fire breath... could it be 1.62037037037 instead of 1.625? This would make sense with the rest of them. Does this extra 3.6 apply to only cone powers? Or only AE powers?
One more comment. I know for sure that the damage of Burn is 42 / 3.6 / 3.6

I believe this power deals 0.6944 negative energy damage on the BI scale. It's a bit difficult to determine for sure because we only get float damage numbers. However, unless I made a mistake, the damage is in the range [2.4987, 2.5007] assuming float numbers are rounded off correctly.

first of all i want to say thanks for getting this thread started, IAN, i use it often. great job! having said that i ran some numbers on my peacebringer.

brawl - damage 11
gleaming bolt - 17
glinting eye - 25
gleaming blast - 46
radiant strike - 30, 31 - i believe 30 smashing 31 energy
proton scatter - 28 (cone)
so believe the brawl indexes are:
gleaming bolt = 1.5454
glinting eye = 2.2727
gleaming blast = 4.1818
proton scatter = 2.5454
radiant strike = 2.7272 smashing 2.8181 energy
i have noticed a marketable increase in damage in an eight person team, however, i don't have the math skills necessary to calculate the numbers while fighting plus 3s with 1 tank and 2 def with numerous slots. that gets nuts. i might try to team with some people on test. i ll post numbers if i can get them!

Just tested War Mace : Shatter on a character in the test server. 3 runs came up with a value of 6.33 smashing. I'll test Crowd Control as soon as I level him up to 41 on main and can transfer to Test.

Tested at level 22 and 25 vs various level villains, including clockwork minions. Psionic damage assumed because clockwork take 40% extra damage from phantoms.

I've started the Powers Quantification Project on another guide thread, I and thought the people who read this one might also be interested in it. It describes a method to get accurate timing information on powers (the same way the BI gets us a useful rating of damage).

I have recently done some tests on burn to find out 2 things how much damage it can do.
First I tested brawl vs burn on lowbie enemies(-35,-40) and I got a range of numbers from 0.24 to 0.32, the number I mostly came up with was 0.2777. Since some enemies have resitances to smashing or fire I figure this is probably the right number. Burn does 0.2777 BI per tick.
Then I tested how many ticks burn could do. I had a hard time finding minions that would live through a burn so I ended up using -1 lts. I would demorecord the burn then count the ticks in the demo file. I did 10 tests and got 35-41 ticks for each burn. Assuming some of the ticks missed, Burn probably tries to hit 45 times per drop.
Burn ~ 0.2777 * 45 = 12.5
Burn lasts for 10 seconds and you cannot have 2 burns up at the same time. If you drop a new burn the old one goes out. That being said Burn is terribly efficient endurance wise, it only costs 7.5 end.
Also I believe Burn has a base accuracy of 95% that cannot be enhanced in any way. This makes burn amazing at killing even con or lower minions but its damage drops off extremely fast when fighting reds and up.
You can definetly run two separate burn patches in my experience tho I never bothered to see if they both stacked for damage
I can actually put this stuff in a database on the web, and make it searchable et al... would anyone be interested in that?

Well jones, Looks like hurl is 4.5556 Smashing. Thanks alot for the amount of research you did on it. Ya the variation comes from the inaccuracy of the dialog box numbers. That and the rounding error. I am too lazy to check right now but I guarantee that if you were to do the fancy min/max on each of those tests 4.5555.... (16.4/3.6) will fall into the range. I can say with a great deal of faith that the exact brawl index value for hurl is 16.4/3.6 or 41/9.
