Blue Steel Praetorian?
Noticed that too...probably has something to do with the fact Blue steel was a late addition who was added in Beta for people who wanted a trainer in KR, he wasn't part of the original design .

8 Ball - Lev 50 Kin/Energy Defender
The Canadian Fist - Lev 50 Ice/EM Blaster
Omega Ghost - Lev 50 Robo/Dark MM
Ghostfall - Lev 50 Arachnos Crab Soldier
Yes Blue Steel is the guardian of KR or as I call it "Da Ghetto". In the other dimensions Ghetto's do not exist thus no "Ghetto Guardian"
Who do I have to *&^% around here to get more Targeted AoE recipes added?

I'd have to say this is the reason. KR was supposed to be Back Alley Brawlers hood, but they made Galaxy city instead since they needed a second starting city. Thus BAB got a bump. Towards the end of beta KR got a trainer back in there.
Infact in a certain story arc you are delivering stuff to all of the Trainer Heroes for distribution though their zone. Except KR, Synapse is responsible for that zone as well as Skyway.
Makes me wonder if Blue Steel (or BS as i like to call him) is just a poser?

It would be fun if there were a one-shot portal missions where you go to a dimension where Blue Steel never found the shield and gained his power. You'd get there, expecting him to be some kind of monster or demon or mutant, you fight off a bunch of evil cops who are on his side, and then you get to the end to find a fat, bloated Blue Steel who found a box of donuts that day instead.
Edit: I would also like to make a formal complain due to this flagrant display of reverse discrimination. Sure, the big superhero team takes the token catgirl to fill the minority slot, but it leaves the perfectly capable "cop with shield and stupid costume" in the unemployment line, taking sidejobs training heroes in the ghetto for spare influence

Enen thought Blue Steel is not a member of the Freedon Phalanx, it does not make him an illegal hero trainer. Don't forget, he works for the Paragon City Police Department. This puts him in at least an authority position within the scheme of things. Add to that the Shield, and he becomes at the very least, a ranking member in the S.E.R.T. or S.W.A.T. (Depending on where you live) team.
Being a highly-trained officer, whose field experience is years beyond normal officers, makes him a perfect trainer for the police academy. As he is the only hero we have seen in the Department, his training would be extremely limited when it comes to new recruits.
Why would the police send him to a police academy to train "normal officers" when they have other highly-trained officers for that? Thus, the police department stations him in front of the Police Headquarters to train developing heroes in law enforcement procedures using their super powers.
I personally have some experience in this respect as I am a member of my countys S.E.R.T. team and a member of the Army National Guard. I have been asked repeatedly to give certain classes at the Police Academy as well as give classes to existing officers AND private security officers who wish to further their law enforcement knowledge.
I'm not sure if this is going to fit in with the story the Devs will come up with, or if they are going to use this story, but it is what I think.
I also doubt the 'Shield' power set is in the game yet. Sure, the graphics are, but said villain would just kinda sit there ;-)

In our world, Blue Steel is Back Alley Brawler's close ally (fought the War on Drugs with him). In the Praetorian world, maybe the Marauder brutally killed the hero who would become Blue Steel.
