I actually just landed on it through luck of change. It's in there, it's in front of a big building if i remember correctly. It's low to the ground, like portal corp sign.
yes, we probably should start adding the history plaque's...

Yep, I went in front of it, behind it, ran up and down it like Grover, and ran around the building counterclockwise three times. Maybe the badge just doesn't like me, heh.
Spent a long time resting, got no badge, no pre-badge progress bar, nothing. Anyone with different results?
Also, supposition on History badges: You need to find either A) all plaqus in a certain zone, or B) all plaques on a certain subject.
For example, with option A you find all the plaques in Atlas Park to get a badge.
With option B you find all the plaques relating to the heroes of the Rikti war, meaning the plaque at each and every giant statue in the game, to get a badge.
these seem the most likely, though I'm amazed that this long into the game we have found so few plaques...
Option 3: You must visit the plaques in a certain order (such as the order the events occurred)

all I know is I wanted to try the rest thing, went to the club, put on rest mode. Watch the end of P&T BS then the family guy came back as soon as I got up it said badge earned
do you have to be resting or just afk?
I tried it as well, you have to use rest(because immobilizes you) not sure how long you need to wait for first badge in rest, probably not all that long, but you wont get the badge until you exit from rest
d'oh. Was AFK resting for about an hour and a half. Came back, had nothing, immediately logged to play on Virtue >.<

well theres an icon on the ground there... I sent in the exact quardenets to them. they have yet to say anything back. so ohwell
its there go look for yourself. theres an icon on the ledge.
