I just finished the Prisoner Badge... it is called Warden
I will restate for the record that it was well over 100 Prisoners. And I have seen Bosses as well as Lietenants, and possibly regular Prisoners give Badge XP.
I think I killed close to 2-300. It seemed to go up much slower than the other kill badges that were about 100
sp if you start on a Kill X number of X badge will a bar show up with ur progress... it sounds like it but I haven't seen it..

There seem to be quite a few wall mounted plaques in City hall in AP (look in Azurias room) that when you put the mouse over them turns into a blue hand, but when you click them give no sort of response. Is this a bug ?
Also the 4 statues in the main hall containing the city rep also have plaqies, and these don't seem to even get the blue hand .... what about these ?
I do too many missions, so many I can't even remember them all, but let me give you some educated speculation on the Stature Badges.
Negotiator - I recall some Skulls/Hellions missions requiring you to "negotiate" with them, 10-14. I think this may be them.
Spelunker - Likely relating to Circle of Thorns missions. Probably 10-14, possibly 15-19.
Plague Stopper - Almost certainly relating to the Vahzilok plague 15-19
Spirit Warrior - No guess at this time
Pwnz - Likely relating to Freakshow missions 20-24, based on the Pwnz0r.
Redeemer - No guess at this time
Mystical Savior - No guess at this time
Corrupter - No guess at this time
War Wall Defender - Somewhere in the 30's was a set of missions relating to the War Walls. I'm pretty sure this ties to it.
The Doctor's Ally - Almost certainly related to missions for Doctor Science aka Steve Sheridan 35-39, outside chance of dealing with Crey missions, same level.
Frontline - No guess at this time
Emancipator - No guess at this time
Meteorologist - This is likely related to a Nemesis mini arc 40-44 dealing with weather control.
Bodyguard - No guess at this time
Agent - No guess at this time
THe blue hand also appears when you place your cursor over any bench seat in steel canyon etc. Sometimes a cigar, is just a cigar.

It's too late in the progression, and "Plague Stopper" is far more apt to describe the Vahlizok Plague arc.

lol, I messed up while soloing the cape mission and got these achievement badges:
Restrained: You have been under the influence of restraining powers such as sleeps and holds for an inordinate amount of time.
Entangled: You continue to show aptitude at missing all the action.
Imprisoned: You (sic) skill at being held immobile and not being able to do anything is unmatched.
