It could be that your cc ard is not allowed to process payments on paypal for CoH. Some banks/card types have failsafes against piracy and other things that basically prevent purchases unless you have taken necessary steps before.
I know, for instance, that when I use my cc to pay for certain purchases over XXX (determined by the cc order program they use), I receive a text message with a code that I have to input online to basically accept the purchase I am making (it is a forced procedure by the seller)
Doesn't happen on paypal for me but it may be what is happening to you. -

You can build towards it (TechnoPB did to an extent) but you sacrifice too much doing so in my opinion if you go full bore.
I personally build for HP/regen to get those to manageable levels but it's not the only way.
You should be taking hoarfrost. It heals you (and also can put you at the HP cap if you have high enough HP). -
Major Hammerhead is my Bane/Soldier.
All my toons have animal names in them and Hammerhead works for both Mako and Mace epics (that I took respectively on the Soldier and Bane builds) so it was a no brainer -
Keep in mind also that in the microtransactions, you can actually get 2 transactions per month:
- the 400 fixed reward
- a bonus reward
So if you don't look carefully, you can think you received only 400 instead of 550 but truly you got 550. -

As it has been pointed out in the thread about stalker changes, stalkers will suffer from end use more with AS being useable more often (and that's normal given the damage of AS imo), so having it under control is really cool, which is why I personally like agility and ageless.
Ageless Radial has the DDR bonus which I'm sure will be even better when most of the fighting will be done off hide, especially on /Ice who will want to leverage CE (and that will have a by-product of pissing mobs around you nicely)
On /Ice specifically I don't feel the need to use Rebirth, especially with DDR and an increase cap which hoarfrost will leverage nicely (plus Icy Bastion) but I can understand why you like having it on def based toons (I have some of my def toons who have it as well). -

Still havent tried a KM/Nin or KM/EA stalker, now may be the right time!

For my grav/thorny, I chose Intuition Radial Paragon. I feel it synergizes with the toon for the following reasons:
- He's not perma-dom so the added duration in the holds is really cool
- the dmg boost is always welcome on a dom (to echo what Talen said)
- range is handy since he's a full ranged dom
- boost of slow effects helps grav and keeps baddies at range
- boost of def debuff helps the side effect from Thorny
My plant/earth had to take cardiac despite perma dom as all the aoes put a serious hurt on the poor blue bar (creepers, sleet, ice storm), but it is definitely an outlier case.
So I guess to sum up I would go with what Talen said, adding Intuition in the mix, especially for Grav or non perma-doms. -

I'm using Ageless Radial T4 (in cunjunction with Agility) and am happy with it. The added debuff resistance comes in really handy and since I'm not using Hasten, more recharge is cool in my book.
Will be even nicer once the new AS change goes live, as Siolfir pointed out. -
I rarely see Dark Blast and Darkness Manipulation on blasters.

I try to avoid repeating anyway but I doubt I would ever roll a kinetics or a pain domination toon again.
Pain: it may have been because it was on a MM but damn was it incredibly (read "too") busy.
Kin: didn't care for it much to begin with to be honest. -
As others have pointed out, the most you can contribute dmg wise in hide is with a, Elec/**/Leviathan stalker with Spring Attack.
With BU, Water Sprout, LR, Spring Attack and Thunderstrike used in succession, you put a good smack on groups and only break hide post Thunderstrike. It's not an every mob situation but it's fun -
I haven't considered it for doms (I use it on a stalker since as mentioned it doesn't break hide and it's a good complement theme wise with Lightning Rod) but what I'm reading is actually making it tempting for a future project
I think one of the detriments so to speak of the power is that it interferes with what a lot of people consider their travel power of choice (ss+cj). The recharge can be tough but it is overshadowed by the sets it takes and generally by the amount of rech in the builds that want to maximize AOE dmg. -
I know you don't like Earth for the toon's concept but I am playing a Plant/Earth/Ice and the way you describe how you want to play the toon is how I play him.
The patches are just either placed at range or in melee for carnage or confusion hilarity.

I've been playing my lvl 7 SJ and I don't always get 3 stacks of Focus. The duration is kinda short too.
We still need to test more. I have a feeling cone/aoe attacks have less chance to get Focus. I was using Sweeping Cross to open the battle on two Longbows that stood close but I didn't get one Focus.It seems to generate Focus less often than the ST attacks and hitting more attacks doesn't seem to increase your chance. Or it could be just very bad luck but Focus definitely doesn't happen all the time.
This means your "dream" combo may not critical all the time. -
Based on what I am reading on the wiki, enemies have a resistance modifier that scales by level. If your debuff is unresistable, it should not matter what the level is or whether or not the Purple Patch is active (the purple patch is a resistance to effects after all) as it should bypass it entirely.
Looking at AVs, the difference between a 50 and 54 AV is 0.02% resist so it would not be very significant even if level entered into equation (unless I am terribly wrong in how all that works)

Can someone test how well the assassin's focus stacks with the combo mechanic from StJ?
I have a dream of a chain such as BU > AS > Shinbreaker > Crushing Uppercut > Shin Breaker > AS doing insane single tgt damage. -
Don't forget that Flash Arrow, unlike (all?) other -to hit powers is unresistable.
So while the base is lower, the in game effect is actually more than decent for a non aggro AOE power when it matters most (big bad fights)
When coupled with Musculature Radial T4, 4 slots get you 14% unresistable -to hit which is nothing to scoff at from a team or solo standpoint. -
How can that be solo when you beg for pple to help you start?

I personally prefer my Bane to be almost exclusively melee and not have to redraw (the Mace Patron doesn't cause redraw).
Thanks to dual builds, it's even less of an issue as if I want to pewpewpew and spit on people, I can just switch to my "soldier" build who has rifle powers and Leviathan Patron
