"Your order did not pass risk assessment"?

I just recently tried to buy a months VIP with my Meastro card via PayPal. I put in all my card details and submitted them. A few seconds later I get "Your order did not pass the risk assessment" and I was returned to the start. Does anybody know what the problem could be? And would I have been charged?

Maestro Card is the standard credit card issued by The Council. It's only good at Council supply depots.

Paypal is pretty good about tracking charges. login to pay pal and check for recent transactions to see if there is a charge from nc soft

It could be that your cc ard is not allowed to process payments on paypal for CoH. Some banks/card types have failsafes against piracy and other things that basically prevent purchases unless you have taken necessary steps before.

I know, for instance, that when I use my cc to pay for certain purchases over XXX (determined by the cc order program they use), I receive a text message with a code that I have to input online to basically accept the purchase I am making (it is a forced procedure by the seller)

Doesn't happen on paypal for me but it may be what is happening to you.
