I think customizable pets would almost be a new primary.

Make it where you have to buy female pets in the store and have another screen appear giving examples of abuse that will not be tolerated. Then have the player purchasing sign the agreement by tying in there account name.
Then if the player does happen to abuse the female toons concept and gets caught, the GMs can lock his or her purchase. Which would require the player to repurchase the female toons again to play them and again resign the rules page again. I think this is a win/win for the company. Either way they get a free purchase and maybe a 2nd purchase for the same thing.
The signing part is basically if the player gripes about the lock They have something to fall back on to show the player. Its basically a C.Y.A.. -
I see the different levels from 1 to 2 to 3. But have zero clue how its controlled or used. Nutshell I am just playing like it does not exist, which I know means I am missing out on something pretty good. Even so being defense capped and clobbering a bunch of mobs with AOEs is great.. I even enjoy the crit AOE hits coming out of stealth. But I wouldn't mind doing better if I can.

I'm pretty sure you can be fully positional capped and still be perma pets. There is a build some where further down on these forums. It is probably on this first page since it doesn't really roll that much.

To get to the nitty gritty of the build I will just post some numbers and what I have slotted. I've been messing around and tweaking the build here and there. I just finally think I cannot do anymore to the build.
I have World of Pain ( WoP ) 4 seconds short of perma.
My constant regeneration from suppress pain is 706% to myself and 424% to anyone else. I'm pretty much within the realm of Scrapper Regeneration numbers with this build. Granted I know Regen Scrappers can go higher, but 706% is nothing to scoff at either. It comes out to 26.52 hit points per second at lvl 50.
Defenses
45 Ranged and AOE
24 Melee ( Just could not cap this out without screwing everything else up ).
Resistances with WoP active
Smash and Lethal beyond the 75% cap.
Fire 18% +20% = 38%
Cold 18% + 10% = 28%
Energy 18%
Negative 41%
Toxic 41% +15% = 56%
Psionic 21%
Pet buff adds Fire 19.99% Cold 9.99% Toxic 15.00%

5 slot enhancers in maneuvers
30 slot enhancers in WoP

Some of the enhancers help me squeak out the Defense cap numbers and in other places it adds about another 15% to Regeneration. It also helps the endurance as even with Cardiac this is a very heavy endurance build.
I'm thinking with Bodyguard mode and my defenses and resistances combined with my Steady Regeneration I am in a good place to be able to handle a decent amount of damage. Again I think for someone who understands masterminds and you look at the overall picture I believe the build has some very good mitigation and decently layered defenses and resistances.
The largest expense in the build is the Gladiator IO.
It's built with a "Tankermind" approach and has provoke.
I do know that some epic sets might benefit more like Chill Mastery. My super gripe with that set is the ICE cubes that shield puts all over your toons body. If they got rid of that I would consider swapping over and reworking to get the defense cap numbers back up.
But beyond that I went with my favorite Soul Mastery for Oppressive gloom. I use it a lot and it really does help locking down everything that is not a boss. I use it on my Petless mastermind and I can say it is the one big thing that helps keep me alive fighting on a 4/8 setting. I was just fighting some Rikti and I could see how much it worked because anytime I would get mezzed or slept and O.G. would drop many of the mobs immediately start getting many hits through.
I don't think beyond the epic pools that there is much that can be done, but never say never.
But enough blabbering here is the build. Be advised it has WoP active.

I forgot about the changes to recovery and regeneration for blasters. I don't know where it will put me with this build but It might make Musculature doable if there is enough recovery built into cloaking device.

I suggest you read the thread a few spots down, PvP for masterminds.. The player is asking the same question you are.
But quick answer is thermal for PvP as resistances matter not defenses in PvP. But again others gave some other input related to PvP and masterminds. -
That is why I didn't point you in any direction except explain what my thought process is on making a toon.

I think its more of a personal choice.
I don't anything that does not help me or my build obtain some sort of goal. For me it is all about the build. I usually don't have room for those types of powers, of course unless I can slot some IOs in that I need for the build.
On a pet build you can get enough recharge that will have the pets perma and some pets even more then perma. I think my spiderlings are at almost half the duration because of recharge so I could resummon or dismiss and resummon anywhere past the half way mark with the spiderlings.
Web Cocoon slotted for range or melee defense cap goal. I might barely use it but it gets me to my goal.
So again I think its personal choice. -

But beyond that I yet to see any mobs stuck in the patch fight back. I would consider that worse then 100% hit debuff. Even with hit debuff you have a chance for streak breaker to take effect or mobs run off.
With this mobs have zero choice or chance.
Heck I was using my Vet staff to knock mobs into the patch that didn't get caught in it when it was dropped. Then of course there are those mobs that just "accidentally" ran into it trying to get to us.
It's pretty funny pulling mobs into the patch.
By all means keep it the way it is for the week I have only 4 or 5 toons I would like to level to 50 that are close to 35 to start picking up the patron power pool.
Then they could make it like this never happened for all I care. -

That is why I am on the forums asking questions.Never new there was a soft cap until now although I'm sure I probably reached it pretty easy with my very first toon being a FF/RAD. I probably helped my buddies reach the defense cap also. I"m reading a lot of these guides while I am at work. Some of these guides though are very outdated so I've learned to not consider them to be 100% correct. The game changes.
I'm also on these forms so I can learn from people who has already been there and made the mistakes I don't have to make.
The next thing you will notice is that particular sets are conducive to being able to obtain certain numbers. Example your not going to get Defense capped on a Necro Poison mastermind. The IO sets just do NOT lend themselves to doing that. Well let me say you could but it would be probably the most retard build ever with several powers your just picking to be mules for IO set bonuses.
You will start to see certain trends when players are trying for a particular defense cap or resistance cap. You will start to know right off the bat which Targeted AOE sets will help you gain recharge bonus for example.
When your trying to make these builds there is only so much wiggle room you have. So looking at a Defense cap AR Traps and a Defense cap Dark Traps you will notice that many of the powers are slotted similarly and then you will see 4 or 5 powers that player choice. But overall its going to be the same.
Wife, kids, and work calls me on weeknights and weekends 365 24x7.. So I know it can be crazy. Trust me when you learn and get the gist you can make Any build regardless of arch type if you want. The learning curve is the powers.
Personally I have yet to get a grasp on Kheldians. They just confuse the carp out of me sometimes. I have 2 in mid 30s I hate to delete so I need to take time to figure them out. -
I'm a bit confused on what is coming in for blaster on I24. But what peaked my interest is your regeneration numbers because all my blasters are build for high regeneration. My Ar Dev posted is at 271 regeneration.
So I am trying to understand how I24 will become a boon for me. -
I think you need to make some sort of commitment to what you want to do before someone else can give you a real answer. You want range cap, you don't want range cap. You might incarnate but just a little.
Every blaster type which included defenders that I make are range cap hover blasters. All my toons are incarnated to T3 at least and definitely T4 Alpha.
That includes my petless mastermind which even has T3 Hybrid.
All my toons can solo 4/8 regular content again including the petless mastermind. Some are even handling some instances of 4/8 Dark Astoria Incarnate content.
If its a concept character that your making because its your fantasy toon just to play out stories in your head or to make up in AE missions. Then your answering your own question.
Personally for me every toon concept wise or other gets the full treatment. Why ? Because why not. It doesn't cost me anything but time.
Make up your mind post a build and what your looking to tweak out and have people post ideas.
Now if your saying your stuck at 39 range defense and can't get past it then say so. I'm absolutely positive with any blaster primary and energy you can have range cap hover blaster and aid self also. -
I seen bonfire working last night with this IO. It was pretty amazing.
I wouldn't blame anyone who is lvl 35 or higher regardless of AT who can pick up bonfire from PPP and slot it with this IO and use it to speed up the leveling process until they fix it.
But what sort of amazes me is really how many knockback powers does this game have. I know its a few, but I know its not enough that you couldn't just test this out on ALL the powers before handing these IOs out.
If they did internal testing and put it out someone either lied about the results or didn't do it and lied about doing it. Either way they should be fired.
If they never did internal testing on this then that person who should have someone do it should be fired.
Lets just be happy its a game and not some sort of hospital equipment -

Just messing around with the sets I think getting shadow meld down to 25 second recharge with resistances into the 50s would be a decent way to go.
I literally tossed out a quick build just by looking at the numbers in the totals tab to guide me and was able to go in that direction.
I am positive if you spend a few hours working it you could get something much tighter.
Going into a fight for the first 15 seconds defense capped and 50 resistance is not bad. You will be killing off pretty much all the minions so you will be left with bosses. I'm sure a scrapper running 4/8 could handle the 2 or 3 bosses remaining from the pull of a few groups.
Plus every 10 seconds shadow meld is back up and on top of this energize could be perma probably as well. So you could be at least perma on the regeneration.
Alpha incarnate wise going resilient will help kick up your resistance numbers if you needed to.

New build for the upcoming changes to Sniper. Personally I will not take any Sniper attack on any of my toons unless it fits into the build without going nuts trying to accomplish it. Further I personally feel unless it is perma it is not worth having, so basically this new ability has to be available anytime Sniper is up. So if I have to jump through hoops to get it then it is not worth it.
As I see it if anything the ToHit requirement will probably be decreased if anything. Nutshell they are not going to make it harder to achieve then it currently is atm. Many players already see this change as a gimmick to make Device more useful but not really having any big changes for Device.
If you look back at my last build you will see that I had Taser and Beanbag. The simple story with these 2 powers is I needed BOTH to initiate the stun on a boss mob and then could use Beanbag to keep the stun going. The sad part is I never feared a boss that much that I needed to keep it stunned or perma stunned. I found it easier to just kill it outright instead of wasting my time firing beanbag every it was up.
The other issue was if I failed to fire beanbag when it was up and I delayed it would break the stun and I needed to reapply both attacks to get the npc stunned again. Another issue with this is I needed to get out of range and get into melee to use Taser which destroyed my whole range defense cap advantage.
Finally because respecing is such a pain in the backside I dread respecing just to change one power when the over all numbers aren't really changing.
The new build
With these changes I picked up Sniper and M30. I was able to now 5 slot Sniper, M30 and Ignite. Nutshell all my attack powers are all 5 or 6 slotted which is nothing to complain about. Further Every set bonus slotted is offering something to the build. So I am not slotting 2 IOs to get terror resistance for example because the rule of 5 is being broken.
The trick
What I needed to do is get 22% ToHit bonus without the kismet IO. What I did was use Slot Enhancers and added 5 to the ToHit IO from Gaussian Synchronized fire control which brought my ToHit to exactly 22%. I then added 2 to ToHit/Recharge IO to get it up to 22.02%. I did it because I have 127 Slot Enhancers.
I then noticed I was short in Range defense cap with Cloaking Device suppressed. I added another 5 slot enhancers to LOTG Defense/Endurance IO which brought my Range defense cap up the few 10ths of a point I was short. End result is I tested it out in game and my Range Defense cap is at 45.80 when suppressed. What this taught me was that the game rounds UP the numbers for us in our favor. So you can slightly weasel and I actually did not need the 5 slot enhancers in my defense.
Alpha Incarnate
Alpha incarnate wise I started looking around and the end result is you will need Cardiac. When you start comparing Agility VS Musculature you will see that the DPS from Musculature will out weigh the recharge you get from Agility because of the recharge you already have going on in the build.
So the next issue your going to look at is Endurance ratio. Endurance Ratio for those just learning is the amount of endurance you recover vs the number of endurance your using. The rule of thumb is you should have 2 points of endurance after it is all said and done. So what I simply do is for example in this build is I add 2 points onto the enduse total which is 1.27, which would make it 3.27 ( 2+1.27 = 3.27 *DUH* ). I then compare this 3.27 to the EndRec total which is 3.02.
I know we are talking 10ths of a point but having done this enough I can tell you it does matter.. It really, really, really does. The only way you can do this is if you have some sort of endurance recovery power like Dark consumption or Power Sink from either Mu Mastery or Electric Mastery. I do this on my Robot Traps, Traps AR defender, DP traps corruptor, Sonic Traps Corruptor and it works.
So end result with the Alpha incarnate I had not choice but go with Cardiac. The great thing about Cardiac is I have NO issue of endurance.
If you look I am 7 seconds off Perma Hasten.
What I did is use a few more Slot Enhancers on Gun Drone with any IO that had recharge in it. I can have up 2 Gun drones for 38 seconds. Again 2 Gun drones nothing to complain about. Yes 1 is okay but having 2 out is fun. Last night on a BAF I got speed boost and was able to have 3 out.
I was running DA on 3/8 last night fighting those bird type Artemis of Veng and I should have taken a screen shot because at one point I had 2 Guns out and both were near me firing in 2 directions.. It was a cool moment.
Here is the build. I left in Musculature so you can see the endurance issues I was talking about.
EDIT: I forgot about the possible cloaking Device changes. Depending on what endurance bonus cloak device might offer that might make Musculature possible.

Update I just respeced into the build posted and tested it out. Suppressed I'm at 45.8 range defense cap.
You don't need the stealth proc its left over from an old build. You can stealth around just fine and you can hover super speed + cloaking device to setup. The Stealth proc IO will just give you some greater stealth distance.
I 5 slotted the Hit Buff IO of Gaussian and noticed my to hit bonus moved up to 22%.
Musculature is a mistake as well atm. I am using Cardiac. I will test out a few to see, but atm I notice no matter if I go Musculature or Agility I notice that the endurance ratio is low. I don't think the build could handle either. If I had a choice though I would go Musculature since the endurance numbers are the same and the recharge of agility does not outweigh the damage increase of musculature
With speed boost in a BAF I was able to have 3 Gun Drones up. Though one was up for only 15 to 20 seconds.
