Staff for stalkers bonus, how does it work ?
Stalkers don't get the Staff Mastery toggles (they have Build Up instead) so they get Form of the Body working constantly.

That's how it works. The orange rings around Sky Splitter and Eye of the Storm are the UI telling you that you have three stacks of FotB and to use one of those abilities.

I'm not the sharpest tool in the shed sometimes. At least now I get it .

A while back Microcosm and Reppu and maybe some others figured out that the best single-target DPS chain for Staff stalkers involved building but not releasing/using 3 stacks of Form of Body, to keep the damage bonus.
AS-SR-PS-MB ... repeat .. with MB sporting the -RES achilles.
SkySplitter, which has bad DPA/DPS and consumes Form of Body, isn't in the chain.
Generally I build 3 stacks and hold it for single targets but release it in groups using Eye of the Storm.

Skipping the power advisable then?
I see the different levels from 1 to 2 to 3. But have zero clue how its controlled or used. Nutshell I am just playing like it does not exist, which I know means I am missing out on something pretty good. Even so being defense capped and clobbering a bunch of mobs with AOEs is great.. I even enjoy the crit AOE hits coming out of stealth. But I wouldn't mind doing better if I can.
