If you want to call needing to fire off Build up or Aim before using Snipe Perma then fine your perma then. I don't see it that way as do many others in the post I linked which you posted in as well. What your saying is similar to me saying I am defense capped because I am adding in my Hit debuff values. When we clearly know hit debuff does add up as if it where defenses for game reasons, but unlike true defense numbers from true defense powers hit debuffs can be resisted.
So in the end do we just say I am defense capped up until the debuff gets resisted then I'm not defense capped ?
Or we can analogize that I want to you standing a foot post on a corner of first and main because of drug activity going on in that area. But you decide to stand in a store because it starts to rain but still see the corner, thus your still on the foot post ? The answer is your not on your post. Your readily available to be on your post, Your monitoring your post. But at the end of the day your not on your post.
Thus we can say you have the ability to engage the new snipe ability but it is not readily available at will. The same as your foot post. You would need to step out of that store to be on your foot post. Which is the same as Clicking Build Up or Aim to have that snipe ability.
But as I said to another poster here.. If you think doing all of that is cool for one ST power, then by all means all the power to you.
I think if I did not assert before what my definition of perma is in my first post, then I made it clear here.
Regardless this is going to be circular and this does not matter to me beyond making clear what I was trying to express for the sake of doing so. I care not if someone wants to click 12 powers before using snipe if that is what makes it "perma" to them and / or happy. More power to you. -

Why not just add in accidentally delete the toon or crash my computer.
Look if you think or want to believe that doing all of anything like is being posted is going to make your build better to have this "perma" snipe. Then by all means do so. But don't tinkle ( for a lack of better words ) on my leg and tell me its raining.
I don't have the energy or honest care to contend on a game forum what the true meaning of perma is. I will understand it to mean I think it means and you and yours can agree it means something different. I don't even care if I'm wrong.
Heck I will make it easy and say I was wrong and finish this right here. I have better things to deal with then pick phantom fights. -

By your definition, only toggles are perma. But that's a definition no one uses in discussions regarding perma-clicks. It would be misleading to use that definition without asserting it up front.
If you want to peddle that using temps and bending a build to use one single target attack at the cost of making sure you click x, or y or x,y and z before using that attack as good then by all means then the build is great.. This is a useless discussion and a circular debate at this point. Let us just agree to disagree. -

Perma being short for Permanent means exactly that. If I need to click a power every 10 seconds as I play to have this possible new sniper effect it's really not perma to me. Available and accessible at all times yes.. But sorry to me its not perma.
I do agree that a debuff could make Device not perma either per say, but neither would it be perma for anything else which would be considered perma by some. Which ends up being a moot point.
At a minimum Device has the most idea perma situation then. End result I would do Device before I decided to click 3 powers every 10 seconds. I just cannot see someone doing that in game every 10 seconds -
I reworked your friends build. I basically just moved the same IOs around to shave off a few seconds obtain Range defense cap along with a Psionic defense increase. Not many ways to get that so 5% extra isn't bad. My only issue is your build is 6 seconds quicker then mine for Oil Slick but your spending Billions more then me to obtain it.
If you slot in musculature and notice the time difference compared to recharge difference and then just add up the numbers over time you will see that the DPS increase of Musculature cannot be beat by the 6 second recharge of Agility.
EDIT: I would also just slot in Power build up from power mastery and then activate it while looking at the Oil Slick Damage. I think you will be impressed.
2nd EDIT: Sprint is turned on one of these builds so Endurance numbers are off. I think it is the sniper build. It was driving me nuts looking at the number.

I have to look at my build but I off the top of my head I cannot see a way of putting that IO in my build without screwing something up. Only because of the Defense cap issues. Something is either going towards Defenses, Regen or Recharge.

Yes you can begin to whine.
EDIT: Assuming your not trying to emulate what the OP posted as perma. As much as it could be theoretically perma there still is a good chance for human error. Thus defeating the whole Perma.
When I read perma I think along the lines of Device Perma. The only thing stopping me is the recharge of Snipe and nothing else. -

But Null the Gull is for me not anyone else. Scenario, Robot FF mastermind with Group Fly. I join a UG incarnate Trial. I turn on Group Fly and everyone starts yelling at me.
Here are my choices.
1. I tell everyone to STFU and exit the mission ( can you even do that ?, don't think so ) and go to Null the Gull to fix THEIR problem. Thus putting the whole trial on hold. Which would promptly have everyone giving me one star along with their favorite choice of words to describe me and not invite my Robot FF mastermind again to any future incarnate mission and then of course promptly vote to kick me from the current Itrial.
OR
2. I immediately turn off Group Fly and continue on.
I know I would pick option 2 and begrudgingly move on.
But if you think this whole null the gull thing would work. I would suggest to put your idea to the test. Use a 2nd build with SOs and join a BAF and see how long you last. Please send me a PM when your going to test out your theory so I can be there and say see I told you so. -
Just a side note it is obvious that players that have an issue with it being so high in ToHit bonus seem to be solo players. I know mostly I am.
But as was mentioned Team players should have no issues obtaining perma Snipe.
Adeon did give a good rebuttal. I think we are forgetting that this buff of sorts was suppose to be for Blasters. Coming from the Developers themselves. But sadly it seems other Arch Types can obtain this much easier then every blaster and only a select few blaster can achieve this successfully on a regular basis.
So on one hand I like what this does for Device. I've always liked Device and I am all for giving Device a bump. I know there are a few names in this thread that I constantly see in a Device debate.
But this Snipe change should be a boon for all in the Blaster AT. Maybe they should just remove this bonus for other ATs that benefit from other things that Blasters do not. Example Defenders get increase defense and debuff numbers which Blasters do not.
Maybe this should be a Blaster only benefit straight and simple. Or make it 18% for Blasters and 22% or 25% for other Arch Types.
I picked 18% because I think that is Tactics + Kismet + slot enhancers in Tactics when I was messing around with Mids. But if you have to jump through those hoops to get it, it should be a very impressive power. Give someone a reason to drop one power to pick up Tactics and then free up a slot to put a Kismet in it and then on top of all of this purchase slot enhancers if they don't already have them. -

Look the reality is I personally could not play this game without Mids because I would have no clue how a build would come out unless I used Mids. Further I couldn't experiment with odd builds and powers to see how those builds would come out. A perfect example is my Petless Mastermind. If it wasn't for Mids I couldn't test out the build and review the numbers to compare it to other builds I have to see that I can solo 4/8 with the build.
It is Mids that allows me to squeeze every possible percent out of a build. I would be willing to pay to use it and get the updates I do.
I would imagine over the years things have changed code wise and I would guess looking back your might be saying
"Man if I could do this over I would have coded Mids using this, this would allow for some many options and plugins"
The Kickstarter I think is a decent way of doing it. They hold the money so no one gets screwed and the good thing is you already have something to show. So no one is going on blind faith that you might be able to do it. Your already doing it. So there is nothing to prove on your end. The only thing your doing is getting paid for the time to rewrite this with something that might be better then you have now. Assuming this is even an issue.
Again talking out of my backside, Even if you figured It would take you 7 days of 12 hour days to rewrite Mids with something you think is better and you calculated it worth $2,000 for your time. Even if it took 14 days of 12 hours days no one is gonna complain or if you went vice versa and said 14 but only needed 7.
The honest reality is no one would know or care. They would have this new shiny program that could a bunch of stuff the old Mids couldn't.
I know one time I asked about being able to have predetermined powers already slotted with IOs so as not to keep making the same key parts of a build over and over. You guys mentioned your looking for ways to get his done. I know others have requested other stuff as well that you mentioned you would like to have done. Maybe this New Mids can be that thing.
Honestly I do know the one thing that would hurt you maybe is not reaching the goal and I can understand that. Again I don't know so that might not be that much of a big deal as well.
End result if rewriting Mids would make it better. Let the users know why they would want a new Mids and why it's worth paying to get it done. I think the thing sells itself honestly.
How many unique IPs download Mids ? That should give you an idea right. -
If I am running 2/8 or 2/6 for TIP missions. I don't even use Trip mine. I just let my Bots blast things into oblivion. I just stand there with Oppressive Gloom running and lock everything down as they rain down fire.

Here is the issue with Traps on Corruptors. It is very, very endurance heavy. You will need some sort of endurance recovery power from the PPP or APP to help you out. It is less of an issue with AR Traps Defender. It is all doable though.
I have a Traps DP and a Traps Sonic Corruptor. Both defense capped. The nice thing about Traps is it is pretty much the same across the board regardless of what Arch Type you have.
I will post the builds when I get home. Though the Sonic might be a bit outdated and needs to be respeced to a newer DP build. -
I like what ClawsandEffect said. I rebuilt my AR Device for this up coming changes and if they go through I have to say I'm happy to see Device get a bump. But regardless, if these changes never happen my AR Device toon is much, much better off then it was a month ago running the old build. All this did was open the door to something else, if and when it comes out.
My issue is I think they used this Sniper changes to give Device a bump and to me that is the wrong way to go about it.
I think Device should be addressed separately and apart of any Sniper Changes.
Sadly some players don't get it and will ruin perfectly good builds in an attempt to achieve this goal. -

Basically I will set up further back and drop a FFG near them to start the attack and drop caltrops. Then I might move in a bit to Provoke and then move back to my spot a few feet back. Yes I might get a caltrop yet again on me, but they still blow up from my preplaced trip mine.
I think builds do matter a bit. I know I would like to take cold APP for the extra HP and bonuses, but I hate the ice look and OG just locks down too many mobs for my liking atm.
Have 2 storm defenders. Yes Freezing rain and Tornado might be nice for lockdown, but it does knock the mobs out of Freezing Rain as well.
But beyond all of that.
Traps offers true defenses that can be defense capped. Storm requires you to obtain Range defense cap and then use the Hit Debuff of Hurricane to obtain Melee and AOE defense cap. Unfortunately the Hit Debuff can be resisted and there is a delay for when it takes effect. So mobs do come in and hit you or can hit you before Hurricane knocks them out and debuffs them. I have had high end mobs come in smack me dead or stun me causing Hurricane to drop.
Another issue is Training. Yes Training. Hurricane is a tool that needs practice. I have seen several players that think Hurricane should be on at all times and is made to push all the mobs off the bridge during an ITF. Some players don't get it.
Further here is another issue which you have ZERO Control over. Ignorant players. I cannot tell you how many times someone has directed me what they want or not want from my Stormer. I have dealt with it and suck it up since its not the end of the world and I can understand where they are coming from. I use it at the right times to corner mobs or split large groups or over pulls. Over time during a mission or TF players get to see I have a clue and its all good. But I play the game and follow the requests without giving an argument because all that will do is get me kicked before the mission even starts.
With Traps you will have no issues or complaints from other team mates. -
Basically a list of options or services I would pay for and how much. Feel free of course to add your own or scoff at the prices I would pay.
1. I would pay 20 USD to have the ability to see all the Recipes and Salvage on my account. I'm tired of logging in 20 + toons to see which toon has what.
2. I would pay 10 USD to have the ability to see all my salvage and IOs in storage in one big list sorted by name or rarity. Not as tiresome of logging in toons to see whats what. But still a pain.
3. I would pay 10 USD to see all my auction items for one side at a time red or blue for my account. When bases are full that is the next place I hold stuff. Again I hate having to spend 40 million on a IO to find out the last toon on my list had it stored on the Auction house.
4. I would pay 10 USD to have Group Fly change from its current state to something where players can choose to have it on or not.
5. 20 USD to have a Mids types respec and more slots hold stuff so I'm not force to choose which IOs are worth me deleting during a respec because I only hold 10. Yes I do know I can purchase more slots. But regardless of 500 slots the whole respec process is PAINFUL.
End result 70 USD right now to get this stuff done. I know the price is steep but this stuff is such a pain in the back side to me I would pay high price to see it done. -

I get what your saying but I have issue with it.
On average I get Trip mine down to 6 seconds. Let just assume we get Tornado down to 15 seconds. Basically we are quartering the recharge for those not wanting to look it up. So Trip mine is usually 20 and Tornado is 60.
What I am reading is Tornado 6 slotted with the kd converter IO, 5 others your doing somewhere in the 800 point range. messing around with frankenslotting I am getting 817 to 874. Similarly I am getting in the 400 range with Trip mine. So for argument sake if we can agree to 800 and 400 respectively it should be fair.
The issue comes that Tornado does this damage over 30 seconds and Trip mine does it instantly. The problem is Tornado jumps around from mob to mob. So not every mob or a single mob is getting 800 points of damage. Unless its a AV left standing after all the other mobs have been cleared out.
In theory you can drop a tornado every 15 seconds and have 2 out for 1600 points of damage. And in the same 30 seconds you can have out 6 trip mines out for 2400 points of damage. Again assuming the clock starts after first placement.
I will agree that you can't place a trip mine all the time because some DOT or hit was able to sneak in. So even if we went with 4 trip mines at 1600 in 30 seconds it would be even. I will even go one less and say 1200 thus putting Tornado ahead.
My issue is how Tornado puts out its damage. Further as you know that summer event KD IO has changed so its no longer 100%. Having a few Storm defenders one rad and one sonic, the sonic build having burnout and being able to put out 3 tornado's in this 15 second period I only see tornado pick one target when nothing else is around. Otherwise it seems to share the punishment across a bunch of mobs. So its not 800 dps per mob its is pretty much how Mids says it is 61 tics over a 30 second period of X amount of smash damage.
Further what is the max target of tornado ? The knockback and disorient from city of data says 5 targets. Again I'm asking because I don't know.
End result my point is I don't think you will or can get the number of hits that trip mine does. I think you will be killing more mobs with Trip mine. Now if your NOT defense capped with Traps then your doing something wrong. Again I concede about the whole DOT issue with laying down a Trip Mine and that stuff does happen, just do a Knives of Artemis mission and you will see the annoyance. I just think you have less control over the dps of tornado which in turn makes it weaker. Plus I believe the max number of targets is less. Even if you had 2 Tornado's out following the same path and hitting 10 mobs equally because of how Tornado works. Your talking 800/10 =80 x 2 = 160 dps per mob. Where as Trip mine can do 400 dps but lets assume the extra proc did not go off so your only getting 300 dps.
Again I'm putting this in favor of Tornado, but I have issues with how Tornado works. -
I never used those powers and never had a problem, simply because they always come back. They will just die in the next group they get mixed in that I am killing off. If I have 1 or 2 runners at the end either I just finish them off or just complete and not waste my time on 1 or 2 mobs.

If the Devs over at Mids would rather have written this in something else but need capital to survive while they write it then by all means give it a shot.

Poison is a tough set to work with and try to obtain some reasonable goals.
This is a build I was working towards. Nutshell the -ToHit Debuff of Weakness power if it hits and works will put me at positional defense cap. I picked up Scorpion Shield as a back up defense. This way I'm at least Smash and Lethal capped.
I figured Noxious Gas would help as well once placed on a melee pet.
EDIT: This build was before Agility came out.
I noticed you can change Cardiac to Agility and get some higher defenses and still be within the 2 point endurance ratio. This would allow you to remove a Defense IO from both Maneuvers and Combat jump. You look 50 hit points and can place it in 2 other areas. Honestly not many choices where you could slot 2 IOs and get any great improvements. As an example slotting up another basilisk gaze for the recharge bonus offers you tenths of a point change in recharge of powers. Personally I wouldn't notice if a power changed from 7.8 to 7.4 recharge wise.
But figured I would let you know either way.

Odd because I just ran that summer thing with my AR Device. I did spam Web grenade but even when it wasn't active I had caltrops down and was using Ignite. The AVs didn't run and that is with Ignite on them as well. If anything they did move to come towards me because I pulled aggro.

That's how it works. The orange rings around Sky Splitter and Eye of the Storm are the UI telling you that you have three stacks of FotB and to use one of those abilities.
I'm not the sharpest tool in the shed sometimes. At least now I get it .
