What also hurt my logical sense, is that if you in Praetoria compare the maps above ground, with the underground, they are mismatched, i.e. entrances/exits are not aligned.
During beta, before the minimaps, I tried to navigate underground using the above - and ended up confused. -
To me it could be an indication of overheating.
I will recommend that you check the temperatures of the CPU and the GPU. -
There is a slash command /maxfps #, so /maxfps 60 should do the trick.

I think your graphic settings are way to high for your computer to handle.
When starting up, try to enable 'Safe Mode' (a little box on the screen next to the "I accept" button). That will turn your graphic settings to a minimum. Then in game you can turn them partly up, to see what your computer can handle. -

I don't know if your 'location is right, but I just tried to log in on Protector - heroside, that is. And there, there was no log, and my netgraph looked smooth.
So it seems there is something else going on.
Have you tried resetting your router, as in switch off and on?
Have you checked that there are no other applications (running in the background) taking up your resources? - A HighJackThis log might be helpful for that. -
Your lag can be server related.
The servers has been harder loaded than usual, and based on your picture it looks to me like server related lag.
Have you tried going into a mission or logging on another character, i.e. not in Preatoria? - If so, I would expect that you should have no lag.
Netgraph shows (to my understanding) network packets delivery.
Low green: packet delivered as normal
High green: packet delivered, but delayed
Yellow: not quite certain
Red: packet dropped (not delivered) -
Your computer is a bit on the weak side, but for a start you should update your graphic drivers.
And can you be more explicit regarding the lag, and how you are observing it.
E.g. if you use the command /netgraph 1, what does the output look like? A nice green 'lawn' or are the red/yellow spikes?
And does the lag also occur if you are solo inside a mission? -
Freespecs are gifts, often given out with new releases, especially if powers have been changed, so players can respec without any issue.

There seems to be a bug, so this happens once in a while.
You can try to abandon mission at contact, and then retake it. Eventually it should give a proper location.
And also /bug it. -
I am pretty certain that inactive accounts don't get permanently blocked.
The only reason I am aware of is if the account has been used for some irregular activities.
And the only thing he can do, is contacting costumer support. -
My guess is that there are some graphical settings, that your computer can't handle.
After you have logged in, in 'safe mode', try to adjust your settings up, and then you should be able to determine which setting is causing the problem. -

Well - a couple of things to try.
First I would try to reset the router (after restarting the computer, but you already did that).
If that don't help, then try to find out if it is related to all servers and characters, i.e. try out characters on different servers, preferably both on east and west coast servers.
There might be a chance that your internet provider has troubles.
A good way to monitor your connection in game is with the command /netgraph 1 (/netgraph 0) to switch off. Ideally it should be a "green lawn", but if yellow or red spikes show up, that would likely be the problem. -
It looks like there is a newer graphic driver - so you should upgrade to that.
But, to me it sounds like overheating.
Make sure that there is no dust, so the fans can work at best.
Furthermore, make sure that your laptop is placed on a hard surface - and not like in the lap
If it is overheating, your solution might be a cooling pad. -
Have you tried to 'verify files' before logging in?

I have an ATI5770, with settings in the high end, and it happens for me as well.
My experience is that it is random, i.e. sometimes when I log in, it is there, and if I then restart CoH it is gone. Logging out to login screen doesn't change anything. -
If you can't get it to work, there is a work-around in the command /camdist X, where X is camera distance in feet.
Default is 10 I think. -
Have you checked that CoH isn't being blocked by a firewall?
