Account Permanently Blocked

Was looking for help, my friend has been away from the game for a bit now. Cancelled his account about a year ago, due to being unemployed. He is now trying to reactivate it and buy Going Rogue but it tells him his account has been permanently blocked. How can he get this fixed?

*note: they tend to want proof he is the owner of the account like cc's that where used to pay for it or the original serial number etc.

I am pretty certain that inactive accounts don't get permanently blocked.
The only reason I am aware of is if the account has been used for some irregular activities.
And the only thing he can do, is contacting costumer support.
That's what is weird, he played until his subscription ran out, which is why we don't understand how it got blocked.
They can get accidentally locked i know of 2 such cases, possibly from too many log in attempts i do not know why. There could have been a hacker attempt or the account could have gotten hacked.
Regardless of why only CS can help him though, and it does take time. But as I said just because it was locked doesn't mean something was done wrong and it was perma banned.

It also said "permanent" to me, but it's more of "permanent until we can verify you are who you say you are".

If you haven't joined a global channel, you're not really looking for team.
I'll warn you that NCSoft Support will ask for information that most people don't have. I wonder sometimes if anyone has ever gotten it all to them.
I think I had heard though that it should be alright if you can just get most of the information they ask for.
As an example, a big one is that they ask you for the authentication code for your account, each of the expansions you may have added independently, and every bonus/upgrade code you've ever added to the account.
If he canceled the credit card charge, as opposed to canceling the subscription on NCSoft's site, than NCSoft permanently bans that account. If they get a charge back (i.e. the credit card company takes the money back from NCSoft) they do not forgive. If the charge was merely denied than talking with CS can get the account reinstated.

One time during one of my many times away from the game, my account was hacked by some lousy Aion farmers and my account was banned/locked. Like the others mentioned I had to contact support and provide them with a LOT of information in order to get it returned to me. Luckily I had kept the emails from 04' when I first got the game. I was shocked that I was smart enough to actually keep those emails. So unlike me... :P

I don't think they expected me to actually *look* at the "Thank you for reactivating Aion!" email.
Had to do what was mentioned above - thank god I had my old emails - and support was very nice and professional about it. They reset my passwords, then offered to stick a ban on my Aion acct that can only be lifted if I call in with all my info again and request it be unlocked. Which I was very happy to go with.

I wasn't away from the game, but Aion farmers sussed out my master password and set themselves up with a month of Aion after I'd cancelled about 3-4 months before.
