Question on PA. Is there a trick to get them to attack when you approach a new mob. I'm level 25 now and it seems like 90% of the time, when I go to a new mob, they wont attack until I'm in melee range first. This isn't an issue if I am invis and have T Juncture off, but I'd rather not turn that on and off on each mob set.
I may reevaluate the S/L defense. I only re slotted for it because I was so close after going for recharge and barely sacrificed anything for it. Power Boosted Farsight and GI gets me near softcap on it's own. I'd think about dropping Primal Forces for Ice or Fire for more damage too, if I can figure out the PA thing above. -
So I did some more tweaking and I like what I was able to do.
Here's what I changed:
1. Fixed the Basilisk's Gaze slotting, I didn't mean to have the proc in those.
2. Spec Wounds, Blind, and Phantasm all got a HO dam/acc enhancement for better values
3. Blind also got a standard damage IO to round out it's damage.
4. I pulled a slot from Time's Juncture and Conserve Power and put them in GI and Hover for defense.
5. Changed slotting in Slowed Response for a defense set.
Here's what lost in doing this:
1. About 2 seconds in recharge in Slowed Response (the resistance debuff is still perma)
2. A little bit of end redux in Time's Juncture (which is almost evened out perfectly by the end redux gained in Hover)
Here's what I gained in it's place:
1. 20% more regen
2. More HP
3. Most importantly, if I use PB then Farsight and GI I am at S/L defense softcap now. I think I was around 5% off before.
With this I still maintain all the important perma abilities (SC, PA, Hasten) and gain some better damage/accuracy in key powers and better healing in Temp Mending.
I may swap to a purple set in Deceive when I hit 50, but for now I'll leave it as is to know what to shop for at lvl 30 (when I start building the first sets as I level).

I think you are right about the melee. Even now I find myself staying at range more than melee as I level. I'll keep Tim'e Juncture for when I am in melee, but I feel like I'll be at range most of the time.
On Slowed Response, does the Resistance Debuff from the power stack on itself? Looking at it I can change the slots to be the Achilles Heel proc and 3 Undermined Defense for a boost of 1.8% Max end, 2% damage buff bonuses, and near cap recharge.
Also, can you run combat jumping and hover at the same time, if so I may change maneuvers to that, if not I'll keep it. -
So with the new mids out I thought I'd try to get something started for Illusion/Time. Here is what I have so far:
This is a end game PVE build (no PVP). The powers are the ones I want and in the order I'd like as well. This is what I've been able to accomplish so far, but I can tell it needs some tweaking:
Perma PA, Hasten, Chrono Shift
I think I'm at 40.93% S/L defense and 40.23% melee defense (I plan to be in melee range)
I've done my best on recovery as this is definitely going to be an end hog. I'll probably go for the end reducing alpha to help with endurance as well.
Power Boost is up whenever I need to refresh Far Sight.
Please let me know where you see some needed tweaking.

Does anyone happen to know if there is a decent substitute power set to use in Mids in place of Time until the new Mids comes out? I'm feeling lost without being able to see what sets I want to structure around.

Really good feedback all, thanks. Now I'm really torn on APP/PPP choice. The only thing I know I definitely want is PB. Last I checked it impacted Far Sight, is this sill true?
On the topic of skip-able powers, if I need to cut a power in place of another, how bad is it of me to drop aim from Rad? I'm mostly focused on teaming and buff/debuffing in PVE content, including incarnate trials. -
So I finished running my Brute to 50 this weekend and pulling together a full IO build. With Freedom launching I'd like to create a new alt to run through the game, in particular a Time/Rad Defender.
As I've never leveled a defender past 20ish, I'd like to know if anyone could offer general advise on what I should be looking at in this build. Since this is not in Mids yet I can't post a build to critique; but here are some thoughts/questions (let me know if I'm driving in the wrong direction):
1. I'm thinking recharge and recovery for primary set bonuses. These should help keep chrono shift up frequently (maybe perma if enough), and help reduce some of end issues I was feeling in beta on other Time toons.
2. As this seems a toon suited for in your face action; probably S/L or Melee defense bonuses.
3. With Time being such a power hungry set, I need to make some cuts to Rad powers, any reason why I shouldn't skip x-ray eyes, electron haze, and proton volley?
4. Is this a build I'll need to go into the fighting pool for. I really want afterburner from flight, but with fighting I have issues picking up APP and afterburner.
5. Speaking of APP, I was thinking of going for PBU in Power Mastery or going to Elec for Power sink for resolving some end issues.
That's all my thoughts for now and I appreciate any feedback from the experts in defender land.

Quick, maybe dumb question. When I switch from Red to Blue side, do I keep my prestige or is that lost with my base etc. Not a big deal if it is, but was curious as I'm in a SG of 1.

Thank you for the feedback. Your build accomplishes what I was looking for more efficiently and adds more damage/recharge. I did make a couple changes, let me know what you think:
Basically I changed the Mako and chance for build up IO's in Blinding Feint to Rectified Reticles to get the S/L defense buff. For about a tenth of a second recharge sacrifice and a bit less accuracy I gain the 1.88% defense buff and some increased to-hit (when the power lands).
I also pulled the Miracle +recovery out and put the slot it into tactics so I can gain the 2pc bonus on Rectified Reticles for another S/L defence buff (and more to-hit). This puts me over the 45% S/L defense cap again.
Though I lose a bit from BF and some recovery, I feel more comfortable being at S/L cap.

Here's my first attempt at a build. Please feel free to dissect and offer advice. Here's what I have and what concerns me:
Good:
1. 45.1% S/L Defense (that's soft cap right?)
2. All DB combos available (though I may not use the lower level ones much)
Concerns:
1. End use. I'm running a lot of toggles it seems.
2. Energize is not perma, looks like about 15 seconds of down-time.
3. No range powers
How useful is grounded? Any thoughts on things I can change up?

Thank you for the reply's. As far as travel powers I'm looking at SJ thematically. I'd possibly like the new leaping attack for concept, but not a huge deal if it's not in there.
It'd be a shame to have to skip the APP/PPP and not have a range power, but I was more concerned if I needed something specific for survival (such as some builds take shields for added defense).
It sounds like I'll go for S/L defense, which I've come to like having so that's no big deal. I like being able to take lots of punishment and understand the value of surviving longer means more DPS overall; after all a dead character does no damage.
I'll work on a build and see what you all think soon.

Hello all,
So for my next project I'd like to roll a DB/ELA Brute for use in itrails and "end game" content. I am new to this combo, though not to melee style toons, and was hoping for some general advise. I'm looking for strong damage and hopefully strong defense. Here are some questions I have:
1. For either set, are there certain powers that are not really needed or are typically skipped?
2. What should I focus on for set bonuses (what goals will help for end game content)?
3. With the above question, are there certain mins I should strive for, such as X global recharge to sustain attack chain Y?
4. The toon is concept so I'd like as many combos as possible, but are there any that are "worthless"?
5. Hero APP or Villain PPP, is there typically a preference here?
Sorry for so many questions, but I'm used to a high end kat/regen scrapper, so this set is new to me. Influence is not an issue so I'm not concerned if suggestions are pricey. I'm not necessarily asking for a build, but I wont argue if one is shared as reference either. With feedback I'll likely create my own to post for review later.

As I said, I am so used to my Dom now that a little different playstyle might actually be fun over the frill of story writing.
I would recommend you stick with the WS. I'm level 30 now and am loving it. I can't wait until I have eclipse and gain that survival tool. I've never face-planted so many times on a toon and enjoyed it so thoroughly. There is something about the rush of taking on too much and living, just to use their corpses to gain full health/stam.
Also, as a personal recommendation that works for me, slot recharge bonuses early if it suits your build/playstyle. At 30, with hasten running I am around 122% global recharge (basilisk gaze, 3x LotG, 3 sets of Positron's 5 slotted, and 1 or 2 other powers with 5% recharge). That amount of recharge at this level brings all my needed tools up so much quicker that I see a noticeable impact on survival and damage. -
For LotG I buy all lvl 25. I'm level 25 or 26 right now, and my current build only has one power to put it in. Once I respec I'll have 3 powers running it. I also have two of my Nova powers running the +recharge bonus right now (posit's I think) and hasten. My idea is to shoot for the recharge/other bonuses now and then update to higher level versions of the IO's when I am higher in level. I can say that the global recharge I have now is noticeable, especially for Mires and Circle.
Speaking of IO levels, would you think it wiser to stick with level 30ish IOs when level 50 for times when I exemplar, or stick to the 50 IO's for better performance "end game", in particular trials/TF. I don't exemplar much, but also don't want to find myself entirely "gimped" when I do.
I'm not worried about the cost of replacing later as I tend to make about a billion a week when I try, half a bil when I'm more "casual" about it. -
OK so I made some key changes in my build that allow for better performance as I level/exemplar (such as moving up LOtG powers for lower level +recharge). I really want to thank Microcosm and Dechs for the advice/inspiration they've given me.
This build has almost no purples, but I'll transition to them in time. Influence isn't that hard to come by, but I'd like to play trials and such and slot up some incarnate powers before I make decisions on the purples.
Feel free to critique if you see anything obviously wrong in the build or if you see opportunities that I'm not.

So now that I've played more I've done some more tweaking (also considering feedback here and in other threads). Without a doubt I play tri-form with Nova for damage and the other forms mostly for buffing/controlling situations. Perma Eclipse is a main goal.
I have some concerns with the below build I am looking at and was hoping for some feedback:
1. Stygian Circle-Is that too much healing enhancement? I notice the heal is strong on its own, and as I level I'm sure there will be even more bodies. I'm thinking I can save a heal slot here and use it elsewhere.
2. Dark Extraction-Not sold on this slotting. I want to keep the recharge up to have 3 out, but also want to keep damage/accuracy respectable.
3. Eclipse: Just need a gut check here...Accuracy feels low.
4. Dwarf seems endurance heavy to me, especially Mire and Drain.
5. Dwarf Drain: Can someone gut check me on this. I'm trying to have good healing and decent damage as I realize it can hit pretty hard.
6. Any other advice is welcome.

I should mention that influence is not much of an issue. I have a few billion now and will have a few more plus A merits by the time I hit 50 and do final purchasing/slotting.

So I've noticed most mentioning starting slotting sets at level 30 in their characters. I'm curious as why this is. I even tend to notice the level 30 IO sets easier to find/sell versus lower level ones.
One of the reasons why I ask is that I have a lvl 22 Warshade who I've already started putting level 25 sets into to gain recharge bonuses (such as LotG and Positron's Blast). I didn't see a dramatic difference in percentage points between that and level 30 sets. I figured I could shoot for set bonuses now and upgrade the IOs to higher level versions as I get higher in level. Am I missing something basic here?
(Sorry if this is the wrong forum, but I figure you all seem to know the most on IO's etc.) -

I believe that's 85% plus the 70% of hasten for a total of 155%. I always just go for perma-hasten.. I'm sure that I'll try to use the forms to the fullest and switch frequently though. I like the thought of double mires and eclipse self buffing.
On a tri build do most attack from Nova, or is it typically a blend of all the forms? I don't tend to hear a lot of talk toward attacking from human form when doing a tri-form build.

So I've decided to make a new WS after reading the MF Warshade guide (great guide by the way). I'm usually very competent at creating builds for characters, but I find myself struggling with this one. I don't have Mids in front of me so I can't post what I've worked on, but my question may be rather basic in any case.
With a tri-form WS, what powers are typically the ones to devote slots to? I have some mules in there like the concealment pool and CJ for LotG recharge, but outside of that I'm a bit lost on what is used often enough to get slot attention.
Also, with focusing on recharge, when it's said to shoot for 85% to get eclipse perma, is that with or without hasten running. I want to make sure I'm not overcompensating there by assuming Hasten counts in the totals.

After far too long away I am returning to CoX with my Kat/Regen character. I was hoping someone could help me with a IO build that isn't too far on the expensive side, yet is survivable for teaming in new content without sacrificing too much DPS. I've been following Werner's thread (http://boards.cityofheroes.com/showthread.php?t=260718), but I feel those ideas may be a bit out of price range for now. Also, I have not done a side swap yet, so I don't have access to the villain pools for Shadow Meld.
I'm hoping to stick away from purples until I get everything slotted up and can afford to start saving for them. Any thoughts on how I could build this?

Thank's for the advice, I'll certainly incorporate the learnings. I actually think it was one of your posts that helped me on the defensive slotting if I recall correctly.
Any suggestions for getting the purple set out of Irradiate? I origionally had Obliteration in there, but that put me at too many 5% recharge bonuses, so I subbed it for Armageddon for the time being. I'd like to eventually put Armageddon in there, but it may be some time before I have the funds for that. -
Hello all,
This is my first attempt at an IO set build and I was hoping for some feedback. Here's the run down:
1. power picks are what I want, including the order
2. I am a PVE player
3. I want to focus on recharge and s/l defense (unless this is a bad idea)
I did some research and found the info on making /kin S/L defence soft capped. Basically I started there and then added slots to the rest. I wanted to avoid purples, but I kept going over the 5 cap for 5% recharge reduction bonus.
Can you please let me know if this build seems o.k. and if there are any obvious things that could be fixed/altered without getting crazy on purples.
