Kat/Reg Returning and looking for help
Well, it's an interesting approach, and I don't mean "bad", just interesting, because it kind of works out. The build focuses on MELEE defense, which at first seems a little strange, but what it gives you is the ability to soft cap melee and lethal plus a little wiggle room with one Divine Avalanche. That's very nice to have, and is at least arguably nicer to have than, say, splitting that defensive bonus between ranged and AoE as would be my tendency. It'll also help you keep your DPS from suffering too much. It has the Achilles' Heel in the right place to help with DPS as well. Enzymes are very pricey, but the build won't suffer much if you instead toss in a Luck of the Gambler defense, or even a regular defense IO, or saved the slot to put somewhere else. Obliteration is also a bit pricey last I looked, but at least they aren't purples. It has a Kismet, which I definitely want to see since it doesn't have Tactics. Resilience is a good home for the Steadfast Protection.
It seems like it could stand some cleaning up. I'm guessing you could do better for the price, or lower the price without affecting performance. But it's not bad, and I'm not much of a budget builder, so I'm not sure how to approach it.

^Professional Katana/regen build thread
A few months ago I started playing my BS/Regen again with a budget minded build. This is an interpretation of that build modified with some ideas stolen from Werner's thread, (fantastic thread, btw). The build is without Shadow Meld, but that can be swapped in for Tactics/Vengeance, (I've found Vengeance helpful on the trials). If you don't have LoTG +7.5%, they can be upgrades for later. Slotting Lotus Drops and Flashing Steel with Eradication would improve Ranged/AoE and should still have Melee softcapped with 1x Divine Avalanche. If you leave out the 7.5s, it's a relatively cheap build.

Hello,
After far too long away I am returning to CoX with my Kat/Regen character. I was hoping someone could help me with a IO build that isn't too far on the expensive side, yet is survivable for teaming in new content without sacrificing too much DPS. I've been following Werner's thread (http://boards.cityofheroes.com/showthread.php?t=260718), but I feel those ideas may be a bit out of price range for now. Also, I have not done a side swap yet, so I don't have access to the villain pools for Shadow Meld.
I'm hoping to stick away from purples until I get everything slotted up and can afford to start saving for them. Any thoughts on how I could build this?
The below is from an older forum post I saw and seems to be headed in the right direction (they too seemed to not have Shadow Meld as a current option).
