SS doesn't need to stack Rage to outdamage EM, and everyone should be stacking Rage at least for a few seconds to negate the defense debuff that comes along with the crash.
-
All I have left on Justice for PvP are more or less really badly-built characters, so maybe.

Castle's already confirmed that Sleet's going to have its recharge increased (probably to 120 or 240 seconds, up from the current 60) so that's probably about all you'll see for nerfs in regards to Cold Mastery. For those going on about how good their Fire/Psi is, you have to remember that current /Psi is a shadow of what it was only a few issues ago (hello, PSW nerf), so I wouldn't expect further nerfs.

Leave my Fault, Ice Patch, and Touch of Fear alone, thankyouverymuch. Unlike, say, Lightning Clap or Stun, those powers are actually quite useful - Fault lets me shut down every NPC in a spawn except bosses, permenantly; Ice Patch isn't a click that only knocks back mobs once (rather it persists and NPCs keep flopping around as long as they're in the patch); and Touch of Fear comes with a sizable tohit debuff.

Quote:I am simply asking if it has even been explained why certain NPC's can do damage with Hand Clap where as we cannot.
There is nothing wrong with Super Strength - it's got good single-target and great AoE, with the price being that you have to wait until a higher level to get access to that AoE. Unfortunately, in the case of Psi Assault people complained about having to wait, so the set was rebalanced and now it's simply mediocre. -
He's saying that the market teleporters for the Praetorian markets won't work once you've left Praetoria, which isn't exactly made clear when you purchase them.
-
As long as you don't exemplar below a level where you have access to Health, yes.
-
I do not understand why farm-built Brutes continually take the Tanker APPs. For farm builds they're terrible, especially if they're not Pyre Mastery.
-
Have one up for grabs here. Looking to unload it at 2.5 billion though if you have another offer PM me here or in-game.
-
Set bonuses will stick with your character even if the power they're in isn't available.
-
No, it'll show you the ones that cost 2 even if you don't have enough to purchase them.

Prices on some of the more expensive pool C (LotG, Miracle, Numina) have been fluctuating wildly for the last week, which I can't seem to figure out, but they'll eventually settle to a price that's lower than they were before.
Of course, with all this stuff happening at once, part of the price change is coming from the merged markets, and some is coming from alignment merits bringing in new supply. It will be a while before we start to see lots of market activity because so many people are leveling up new characters and running through Praetorian content. -
Pretty sure the defense and tohit values granted are intended to be as small as they are, but the psi resistance value probably has a decimal point misplaced (should be 17% instead of 1.7%).
-
If you are set on a VEAT for zone PvP I'd roll a Fortunata since they offer quite a bit more than Banes do without having any of the weaknesses (lack of KB protection, lack of def debuff resistance, lack of elusivity), plus they are ranged and not melee which is a huge advantage.
-
It lasts as long as the in-set version, but the debuff values are extremely small and the recharge time is long. As anything other than a set bonus mule it's more or less worthless.
Quote:This is unfortunately the single most honest post I have read on the forums in a long time. The defense meta-game has done terrible things to this game. Until they put in some heavy resistance buffs in IOs the pure resistance sets are going to be "gimped" by comparison even though they should be performing just as good. -
Yeah, this. I always take merits rather than the Hami-O (I take the Hami-O on the RSF, but that's because the merit reward is piddly for the time spent), but when I can take those 53 merits, convert them into an alignment merit, and send the 5 random rolls I get to whatever character(s) I want, there's little incentive to do redside raids.
It's unfortunate, really, because while redside raids take a bit more pre-planning and advance notice, and more coordination and effort, the tradeoff is that a standard redside raid can be finished faster than a standard blueside raid simply because there's lots more damage flying around. I like redside raids because individual effort and competency goes a lot farther than it does on blueside raids, but at the same time I realize the reason most people go to Hami raids is for merits, and now that those are essentially cross-faction... -
Well, for one, Stalkers drop the really really really crappy high-mag KB cone in favor of an actual useful power (Assassin's Strike), so that's a win right there. Then you can crit with the tier 9 to recharge Build Up (Scrappers can crit with it to recharge Power Siphon as well, but Scrappers can't control when they crit), so you could potentially do Build Up -> Concentrated Strike -> Placate -> Build Up -> Assassin's Strike for stupid amounts of damage.

Quote:Purchasing purples with alignment merits is something lazy and/or stupid people will do, because they'll see they won't have to deal with the market or pay lots of inf, completely ignoring the fact that it will take them far longer (and if they convert their merits instead of doing morality missions for them it'll actually be more expensive, sometimes by a lot).I could probably buy that ONE purple from just the INF spent. This doesnt seem right. AM I MISSING SOMETHING or doing something wrong?
For those who know how to weigh their options, and don't assume the market is some sort of witchcraft which is forbidden to practice by their religion, alignment merits are a really poor way of obtaining anything other than non-purple/PvP recipes. The only time I could see it being useful is purchasing the +3% def PvP IO, simply because they're so rare to begin with, and most are sold off-market (even if you save up the 2 billion inf to bid on one, you're going to be competing with hundreds of other players for the one or two that come onto the market every day).
It's because they don't want the market getting flooded with the really good stuff - if you could convert as many times as you wanted in one sitting I could rack up potentially dozens of alignment merits at once. They're basically time-gating how fast you can obtain items, the same way that they time-gate how fast you can obtain alignment merits by doing morality missions. -
As I originally suggested, the solution is to add a separate room where power suppression is enabled (and add an SG base market interface). During the meantime, of course, those who find it annoying can simply choose to avoid the grand total of two busy market locations, as it's a lot simpler and more reasonable for you to change your habits than it is to expect everyone else to change theirs to suit you.

I've had worse-than-average luck with my alignment merit rolls so far (I don't have GR so I basically run my usual TFs/SFs for the day and then go buy a merit, rinse and repeat), but I've still managed to come out ahead just with one or two of the rolls being good sellers (sold a couple Impervium Armor resist IOs for 70 mil a pop, meaning my next 7 random rolls are paid for already). The only discouraging thing about getting bad rolls with alignment merits is you're gated on how fast you can actually roll, so if you get some crappy rolls you're like "oh, can't roll for another day..."

^^ This, but Fire/SS/Pyre (or Fire/SS/Mu if you switch sides to grab a patron).
