Make sure you have the directory names exactly correct. If it's off by even one capital/small letter, it won't "recognize" the directory and will assume it's a different one.
Try starting the download, then stopping it after the Program Files\City Of Heroes directory appears. Clean out that directory, and put all the files from the flash drive in there. That eliminates any possible mistakes of typing.
Further: on new systems, there's a "Program Files(x86)" directory too. CoH goes in there. The "download and stop" trick I mention above will fix that too, because there won't be a "City Of Heroes" directory at all if you are in the wrong system folder. -
I put the Guassian proc in Tactics, and I wasn't too happy with the result. It goes off, occasionally, but usually when you don't need it. It' pretty much really a huge long shot that it happens when you are actually firing off an attack.
I kinda wish the new PPM system would take this into account: higher proc rates on click powers, lower proc rates for toggles or passive. Then with a higher proc rate it might be "worth it" to put the proc in a click. -

Easiest is to ask for advice. There are general common themes that work. Defense and Recharge are big, for example. Resists are not; there just isn't enough resist in the IO sets to make it worth pursuing.
Once you have the general idea down, it's much easier to understand how folks are building, and how to tweak your own build. Mids is a big help too.
Again I'd encourage you to at least try. If you have access to the tip system, it's even easier because top level IOs are with-in reach. -

This. Brokers are the way redside used to work, before the update for Freedom. And I have to tell you: I hate the broker mechanic. It's cruddy game design left-over from the original City of Villains release and I wish they'd nuke it. But outside of Mercy all of the red zone require you to work with a broker first, before you get any "real" missions.
I think I'll start agitating for a "min zone revamp" to fix a few of these issues. Someone has to... -

You will want to focus on Melee/Ranged/AoE defense. The goal many folks shoot for with defense is 45% (the softcap).
This is probably the most important bit of advice. The game picks the highest defense you have. It does not add them. So if you have 40% Melee defense and you have 30% Smash/Lethal defense, the most you can have is 40%. An an attack with a Lethal-Melee power will just choose the 40% Melee number. Melee, Ranged and AoE are the numbers you want to boost for Shield. Except for Psi, you can ignore the others.
Here's my War Mace/Shield Defense build. It's not the best in the world. I haven't plugged the Psi hole properly. But it will give you ideas, and besides Psi it's sturdy as all heck.

I'm super happy with my Staff/Ninjitsu stalker. I don't know if it's better or worse but it's fun to play and feels plenty sturdy at level 41.

Hmm, just thinking out loud, but are you sure it's not shutting down due to high CPU temperature? Some motherboards (maybe all of them nowadays) have this feature. -
Nope. That's how it works.
The only caveat I think would be to make certain to check the radius of effect. I think someone used one nearby during a Task Force, and I wasn't included in the TT. I had run a *short* distance away to clear my mastermind pets from the mission exit door.
So make sure to give your team a heads up via chat, and double check that they are all standing nearby first, 'cause you only get one chance per 30 minutes. -

With the recent IO that changes KB to KD, I wonder if they could do the same thing to -KB. Add an IO "proc" that changes -KB to none 100% of the time in powers with -KB. Then folks could choose to slot it, and those who want no -KB can have it. -
I honestly don't know. But I'd guess that Dark, Radiation, and Ice/Cold are the most popular, and that Devices and Archery/Trick Arrow are probably the least common. Force Fields are probably in the middle, but still somewhat more popular, I see a fair number of them.
I don't play defenders, but I do like Dark and Radiation. Those tend to be very strong sets. -

Both are new with Issue 22, I think, so they've been out for a few months now. -
New Atlas Park, new Tutorial. New starting missions both in Atlas and Mercy. New power sets (dark control, beast mastery). New zones: First Ward and Night Ward. Dark Astoria revamp. New missions in Steel and prob a few other zones, check the wiki.
Trainers now act as costume changers. Galaxy City went splat.
Prob a lot more, again the wiki is your friend.

There's an implied point here: zone revamps are great but it takes so long to do, I wonder if some "minor zone revamps" just to freshen things up a bit in a large number of zones at once.
Some higher res buildings and newer "generic" stuff that could be incorporated into several zones.
* I really like the "Up Up and Away Burger" idea. Style it a bit like In-and-Out Burger.
* Public library. This would be a great feature for lower level (< 30) type crimes.
* Some of the "brownstone" buildings form Atlas Park.
* Moar phasing. Is this hard to do? Could some generic programming be created so that designers can more easily add phased "instances?" I have no idea what the effort involved is but thought I'd bring this up. Any of the above new places could use some hooks for phasing to add new interest to a zone.

On my Fort I went Musculature. As you said, damage was a bit low, but I was fine on Endurance. So with Cardiac not needed, I just went damage. My Fort also already had Perma-Hasten and Perma-Mind Link, so no additional recharge was needed.
On a Night Widow, I'd consider Cardiac first. But if you are good on End, I'd go Musculature as well. -

The Midnight Club is actually operating in secret though. Mender Silos expresses surprise, even exasperation, in one of the incarnate arcs when he learns that people are traveling through time via means not known to him or his Menders. So I guess it kinda makes sense that Cimerora would be the one time travel mission you don't get an Ouroboros portal for.

Good catch, that never occurred to me. Yeah DfB and DiB are definitely side-specific, although I expect a Rogue could join the hero one and a Vigilante could join the villain one.
Task Forces/Strike Forces work the same way. -
It's possible to see a "complete" message for Ouroboros, but not actually be done. I've done that a couple of times. If you're still "on a TF" you're not done. Talk to the final contact. Ouroboros should end automatically and disband your TF. If it doesn't you still have a phone call to make.
