After mercy city what?

I completed all the villain quests in mercy city that were available to me. I went to port oaks and all the quests there require that I buy episodes. I don't have any money, so does that mean that I can't progress unless I pay?

In Port Oakes, you should visit your assigned broker (Drea or Mickey iirc). Find them under the broker tab on the contacts view of your Nav window. After you visit them, you will receive a newspaper contact in active tab. Click that to do newspaper missions. After you have done 3, return to your broker for a mayhem/bank mission. Complete that successfully and your broker will introduce a new story contact.

There should only be one contact in Port Oakes that requires purchase or VIP status - Alastor. Other than him, you should have a Broker (Either Mikey the Ear or Drea the Hook, it's random) who will give you a newspaper that can be used to do repeatable missions. Do enough of those and you'll get a Mayhem Mission to rob a bank. Complete that and you'll be introduced to a new contact.

Alternately, click the "Find Contact" button on your contacts list and find someone you haven't worked with yet. If you've done all the missions in Mercy, then you should be high enough level for SOMETHING to be available.

Eh? No they don't.

This. Brokers are the way redside used to work, before the update for Freedom. And I have to tell you: I hate the broker mechanic. It's cruddy game design left-over from the original City of Villains release and I wish they'd nuke it. But outside of Mercy all of the red zone require you to work with a broker first, before you get any "real" missions.

I think I'll start agitating for a "min zone revamp" to fix a few of these issues. Someone has to...

For what it's worth there's only a relatively small percentage of this game that you currently have to "pay to play" for. The game's been around for over 8 years and they only added those "for pay" story arcs you're talking about a few months ago.

Open your contact window and hit "find contact". If you're in range and she shows up, Veluta Lunata's arc is a lot of fun.

Also, if I remember right, you don't have to successfully complete the bank job/mayhem mission to unlock your first regular contact -- you can succeed, fail, or turn it down, and the broker will still introduce you to someone.

FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

Mayhem Missions are super fun, hit up your contact and run one!

then they'll give you somebody else to talk to.

This is true; they're probably the single best thing about playing a villain.

Succeed or fail, the Broker gives you a new contact. Refuse the Mayhem, and no contact for you!

Don't you need the Pirate badge to access her? Or whatever badge you get for ghost trapping 10 ghost pirates. (Or is that pirate ghosts?)

Yes, she's an unlockable contact and you do need to get the badge before you can do her arc. Bonus points for the reference, btw.

Getting the badge will unlock her automatically. However, several of the badge-gated contacts will show up under "Find Contacts", even if you don't have the badge requirement. Veluta is one of them.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

What you are referring to as a VIP only contact is probably the Signature Story Arc contact. VIP get the SSA for free but premiums have to purchase it to have access to this contact.

As for new contacts: I have a low level villain and when I went to Port Oakes there was 1 contact besides getting the newspaper from the Broker. The contact's name is Mr. Bocor. He is wearing a white suit and hat and has a black and white face that looks to be painted like a skull.

If you can't find any contacts to do more missions with, click 'Contacts' on your navigation bar and in the pop up window click 'Find Contacts'. You should see a contact in the new window that says "Does not know this contact'. You can click the button that says to bring you to the new contact and it will teleport you right to it.

I just have to say. Mercy is not a city.

Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
