You will want to focus on Melee/Ranged/AoE defense. The goal many folks shoot for with defense is 45% (the softcap). With no IOs and no Power Pool picks a Shield tank will have around 28% defense to Melee, Ranged, and AoE. That is about 17% short of the softcap. If you take Combat Jumping and Weave and slot them, then you can get your defense up to around 39%. Then you are short of the softcap by about 6%.
So assuming my numbers are correct, you can get really close to the softcap on a tank without slotting any IOs. If you take the two 3% IOs then you are at the softcap.
Again I would recommend posting in the tanker forum (if you can), and be sure to include that data chunk.

After looking at your build I'll make a couple of suggestions. You don't need sets like Rectified Reticle, Mocking Beratement, and Kinetic Combat for defense bonuses. While they do offer some bonus to Melee, they are mainly for increasing Smashing and Lethal defense. You want sets that focus on increasing Melee defense (as well as Ranged and AoE). Although if you take CJ and Weave then you won't need a lot of set bonuses for defense. Again, 2 IOs will cover you.
Also knockback protection IOs are wasted. You get built in KB protection from Active Defense.
I like slotting level 30 IOs so that I can do some exemplaring without losing all my bonuses. Some folks don't care about that, they just focus on level 50 and beyond. Some folks shoot for level 35. Just something to think about.

This is probably the most important bit of advice. The game picks the highest defense you have. It does not add them. So if you have 40% Melee defense and you have 30% Smash/Lethal defense, the most you can have is 40%. An an attack with a Lethal-Melee power will just choose the 40% Melee number. Melee, Ranged and AoE are the numbers you want to boost for Shield. Except for Psi, you can ignore the others.
Here's my War Mace/Shield Defense build. It's not the best in the world. I haven't plugged the Psi hole properly. But it will give you ideas, and besides Psi it's sturdy as all heck.

Change out those generic endmods in Phys Perfection and Stamina for Perf Shifter EndMods. You'll get two freebie +movement set bonuses and the same enhancement numbers.

There are no incarnate powers on those builds, are you planning for that? Because even just the alpha slot can let you have a vastly different build and I think that slot is easy enough to get so would always build around it.
Something like T3 Agility will boost your defence by a few % allowing you to concentrate on more recharge etc (It will also boost your recharge but the defence is the biggest build changing boost).

The character is a Shield / Elec Tank.
I want him to be used for AE mishes, solo-ing big mobs.
The reasons I put enh in brawl and kick where to bring up his passive-defence. I'd rather have a high defence than lower defence and more recovery. Please leave me some tips or advice. I wasn't just randomly slotting all this, I feel like this is a decent build, but it's the first time I've EVER tried to REALLY get a good MIDS build down.
