You never get drops from grey conning foes... except for Tips (and XP if you want to count that as a drop, but only down to -3).
Drops are per foe... except for EoEs; and in I18 Beta, for a while, Shards; and Merits from GMs. -
Update those drivers.

'Some sort' of mitigation is not 'effective' mitigation. Entangling Arrow immobilizing one of three minions does not stop it from shooting at you and does not mitigate the damage from the other two minions. Give me a second attack, please, or a heal, or a shield. Give me a hold to actually stop the attacks of that minion. Even Gale is more helpful than that.
That's a severe case. There should be no severe cases. When you can say, "This character, on it's own can solo very easily, but this one very difficultly", then there needs to be some sort of redress. -

Gale isn't at attack. It doesn't exist in an attack set. The sub-optimal argument doesn't apply. It provides mitigation.
Tanker bruising was added to improve tank performance in much the same way that defenders received their scaling damage buff that maxes while they are solo.
Your request is nothing but a whim. Some widespread hatred toward a single power, an opinion I don't share with regards to gale as I use it regularly on my DP/Storm corruptor, is no more a case for unlocking the tier2 of a secondary at creation than some twit being mad that he can't make superman in game is a case for giving tanks the scrapper damage modifier. -

1. The question is: Was that original design decision a good one; and, was it implemented correctly? Answering the second question first, compare Hide and Gale... not implemented correctly.
The first question is resolved by answering the question: just how sub-optimal is sub-optimal? Most of the powers we take can be scaled up, enhanced, or still found to be useful at higher levels. But then there are some powers that many players remove from their trays as being not worth keeping. The Origin powers were meant to be only useful at very low powers and I don't think anyone's calling for them to be buffed or worked around. But a when a power from the secondary set is forced upon a player and it has little value past level 6... it's more than simply a lesser power, it become useless (yes, I know there's a situation to be imagined to make any power useful at that moment... I'm talking about actually using the power, not letting it languish for a once a month moment).
Tankers just got their Tier 1 attack that's forced on them buffed with Bruising. That was an attack many removed from their attack chain as soon as they could. Now they want it. But that goes against your principle that such a power should be sub-optimal. Their Bruising attacks are no longer sub-optimal. Hide is not sub-optimal. Gale and single target immobs are very sub-optimal.
I'm not saying the Tier 1 Secondary Power should outshine the primary powers, but it shouldn't be so underpowered that it goes unused. And yet, that's the situation so many secondary powersets find themselves.
If you won't allow the choice of taking something else, will you get on the band wagon of buffing all the Tier 1 Secondary Powers to be as useful as a Bruising Attack or as Hide?
2. A little bit of straw man since I didn't argue for free form power selection. Just an option at the first level of selection. That is a *huge* difference than what you think I'm arguing for.
3. Whim? The nearly universal revilement of Gale is a whim? You have been reading the boards for the past 6 years, right? This argument has come up a large number of times by a lot of sound individuals. Take your crazy paint and apply it to something that it will stick to. It's got no traction here. Call my argument 'a whim' and I'll call your argument 'inflexible.' Now where do we go from here in an honest discussion? -

And I heard back from Castle... it will be going back to 33%, it's in the pipeline.
And please, before anyone gets started on this... a fix is not a nerf. The 33% buff was always the intended buff. It was a buff. Buff. Not a nerf.
BTW, for Blasters, the buff is indeed already just 33% and not 50%. Kooky, eh? -

The Responses to Avoiding the First Tier Secondary:
1. NO. Because we've been doing it this way for 6 years.OK, that's just dumb. It's like saying leave Faultline the way it was because that's the way it was. Or go back to old Vigilance or Defiance because that's the way it was. Or don't implement inherent Fitness because that's the way it was for 6 years. People who make this argument are the ones to be ridiculed and told they're not allowed to participate in discussions anymore.
2. NO. People will skip HIDE!
You mean like how some MMs skip Pets? Or 'Healers' skip attacks? Or Blasters skip melee attacks? Or Tankers skip Taunt? Why not let people hold off taking Hide until they have their Assassination power? And where's the indignation for "No! Controllers will skip GALE!"? Have you all heard the news that not all first tier secondary powers are equal in utility? How about giving people whose first tier secondary powers is nearly useless a chance to skip it?

WRT the OPs alternative solution of auto-six slotting powers that are forced on you... I would say no because the easier and more elegant solution would simply be to allow a choice to the first tier secondary... either the second tier secondary, the third tier primary, or a first tier Power Pool.

Just because that tray says #4 doesn't mean it's tray number four. If it's the first one you opened, then it's tray1, even though you changed with the slider buttons the numbering of the tray.
Try using tray1 to tray9 to find out which one is correct. -
It's very rarely been twice a week. Most weeks it has been just once on Thursday.
When there is a non-Thursday maintenance event, it's not to do the usual server maintenance that is done on Thursdays, rather, it's to do something extra, like install a patch or end an event or fix a problem. So, this isn't a case of standard maintenance being done twice in one week.
And it used to be daily. Having maintenance once a week is a boon. And compared to other MMOs, CoH has very little downtime due to 'maintenance.' -
Oops.. jumped the gun. I got the Patch, but servers weren't up... I was looking at my Test client.

They are not on a timer and you can get one even if you already have 3 tips.

OK, I was about to smugly post the relevant note in the Patch Notes from I18 which say that Fly speed base was buffed to 33%... but the Patch Notes say 50%!
That's different from when I18 was in Beta and the notes said a 33% buff and Castle acknowledged that the 50% buff was a bug.
So, I just shot off a PM to Castle about this to see what's what. -
