Then post the results of these two programs:
- CoH Helper - it will show us basic computer settings and your CoH configuration.
- HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.
Hmmm... if you can't run CoHHelper, that's not good... though it may mean you need the latest installation of .NET.
Please post the HijackThis log and we'll start from there.

You've allowed too many programs to become self-starting and stay-resident by the way they've insinuated themselves into your start-up registry... it's a mess!
You can teach yourself on how to hack away at that stuff and get rid of most of it (besides my Anti-virus programs, I only have 3 other lines in my HijackThis log). A well behaved program only starts when you click on it, then leaves when you close it. If they wind up in the start-up registry, it's because they asked your permission. Otherwise, they're malware. Some doing great harm, others a nuisance eating up your CPU cycles and trying to get you to buy stuff.
Or, instead of hacking away at that. You can resintall your system. Make sure you have a system restore disk, back up programs and files. Then wipe the hard drive clean and reinstall everything and keep running HijackThis to keep track of who's sneaking into your startup registry.
A clean reinstall can do wonders for a computer's efficiency.

Did you try downloading and installing .NET 2 in order to run CohHelper?
See the post above about too many things running in the background. Without know the specs of your computer, it may not be able to handle all this stuff.
If you want to check to see if it's any those other programs interfering, you can try the steps mentioned here to disable most of them.

I've also just uninstalled and then reinstalled the entire game. Nothing is working so far.
For the last few days I have been unable to get past the blue loading bar every time I try to run COH. I've tried to run the City of Heroes Helper, but it times out every time I try.
