Shockwave and Eviscerate are two reasons my Claws brute hasn't hit level 50 yet (that and I just love scrapping soo much more). I paired claws with Willpower so by level eight and Spin I was already bumping up the difficulty slider and by 20 with RTTC, recovery and fast healing matched up with Spin and Focus I was a monster. I had never had any toon that felt so strong and could kill large groups so fast at such an early level.
Then , power choices seemed to not be as rewarding past 20, and I grew bored. Eviscerate's tiny cone and fugly activation, and then Shockwave's massive knockfarfarback were major let downs, especially as a WP toon herding up multiple full groups together to fuel RTTC and fury and keeping everything tight for the quisinart of Spin. And there's not much more to willpower after level 20 either. -
I'd go with the Kat/WP as stated by those above me.
In regards to dual blades; DB is fun, fast and pretty with lots of options when it comes to customizing your look with different blades. It does lack Divine Avalanche which is the cornerstone of the Katana set which works nicely when paired with Willpower in toughening you up. You can't go wrong with either choice though, you'll have fun all the way to 50 and paired with /WP, both sets will be a strong choice. -

With SR:
With /SR you can run around with equal, or slightly better survivability... you get extra help in the recharge area to get your attacks up sooner... but not having shield charge means you have 1 nuke instead of 2. You'll not be able to kill a spawn every 15 seconds.. instead you'll kill 1 in 20 seconds (less then with shield because you don't have AAO fueling the ligihtning rod or your other attacks).. then take 30-45 seconds killing another spawn waiting for lightnign rod to recharge... lightning rod will recharge in 30 seconds, but you'll want to save it for a fresh spawn. So you'll only use your nuke every 50-60 seconds or so on every 2nd spawn. So you end up taking 80-100% more time sweeping a mission clean.
I wish it wasn't this way... I personally feal shields is unbalanced. It shouldn't have both solid defense AND the best damage boost, but it does. These days, I play my /SR toon or level up an alt. My /shields toon was robbed of IOs and left on a server I don't play anymore.
You forgot fireball, all us cool kids in the ElM/SD club go pyre mastery.We walk in, soak up some AAO then SC, Thunder Strike and Fireball. Then move to the next spawn and drop a Lightning Rod, Thunder Strike and Fireball. Who needs single target attacks?

Not to say Spines isn't a great set, but I believe you'll enjoy Kat/WP alot more. Katana is a well rounded primary with a good mix of single target and AoE/Cone damage with a great tool in Divine Avalanche which will greatly improve your survivability, especially in those early levels. About the only thing bad that can be said of Katana is that you can't match it with shields. And Willpower is great in that it is strong early, is fire and forget, and can only get stronger the more you put into it. It's a great starter set, you'll have a blast. -
Howdy Lewis, always great to see someone run a combo like I have and I hope your enjoying the set as much as I have. FF was spot on in regards to you slotting all those kinetic combats, they're not doing you much good and for the price of the 4-piece set, you could do much better for yourself. Here's the build I used, it's a bit costly, but no purples in it so it's not as expensive as some of the builds I've seen out there. It hits all the same marks you were going for, except mine has tons more +recharge, +regen, +recovery, +accuracy...bah, +everything.

I love my Archery/Nrg hover blaster as well. On outdoor maps I hover above the bad guys and rain arrows down on them with boost range+build up+aim, then I've got my ranged defense capped so if they fire back at me they usually miss. Doing this while running with good teams usually isn't near as fun because everything dies too fast and I can hardly get off multiple RoA's.
As fun and safe as hoverblasting is though for me, I also enjoy inside missions and getting in the thick of things. I can sling arows into the crowd like crazy, and then Bone Smasher and Total Focus anyone foolish enough to get close to me. If they still stand after that I Power Thrust them into the middle of next week so they're back in RoA range. -

Doh, forgot to change the Aegis Psionic/Status Resistance to an Aegis R/E/R in Deflection. Doesn't do that much either way though.

Well, here's a fairly strong build I've used, not cheap, but no purples and uses most of the sets you showed having. I believe it accomplieshes what you were looking for, while mine will give you quite a bit more recovery and regeneration. Defense debuff is still a bit of a problem, so instead of traveling with blues, you'll need some purps to pop when those Cimorans hit you.

Personally, I found the first two combos to be rather lackluster and in the early levels spent to much time missing and having a crappy attack chain by paying too much attention to the combo system instead of just dishing out the hurt.
At the later levels when I could slot everything out good, I actually liked both the BF+AV combo for the majority of the heavy lifting, but I also like to mix in the sweep combo as well. The mitigation from putting EVERYONE around you on their butts for a few seconds I thought worked out nicely with a couple different secondaries I had run DB with. It's nice to rush into a huge spawn and fire off the Sweep combo first, that gave me a second or two to handle all the incomming damage spikes then go to town with the AV combo. -
FF was spot on, additionally I think your slotting of True Grit is a bit much. It requires no recharge or endurance so those enhancements are worthless, and the bonuses you gain past the first three in the set really aren't doing much for you. I'd keep your big three slotted there, then move your Steadfast unique there. Then you can throw a three slot of Aegis into Deflection instead of the Steadfasts.
Also, you could get by with just three slotting Battle Agility with the LoTG's and save you a slot. With that slot, and the ones you gained from reslotting True Grit you could throw some extra slots into your epic pool. Four slotting Char with Basilisks Gaze can get you some good bonuses. Melt armor is worthless IMHO, respec out of it and grab Fire Blast instead. As a ElM scrapper, I'm thinking you could fit it into your single target attack chain and it would work just as good if not better than most of your primaries. Plus, it's a great ranged attack that you can fire off on the runners who escape you LR+SC+FB hell you are unleashing. -
I like to rush in and drop a Chain Induction first, it's fun watching it jump from one guy to the next. That usually gives you that second you need to build up AAO and fury, then drop the hammer on them with the big guns.

2 mil inf is pretty crazy as far as a budget goes, I doubt you can get standard IO's or even SO's for a complete build for under 2 million. But as stated above, theres no reason why you couldn't start low but then respec and chose better powers with different slottings as you level up. Theres also no reason why you shouldn't have at least 50-100 million as you level up just by selling off salvage and recipes you don't need.
That being said, here is my poor man's shield build. It hits the defense softcap by the early 40's and has room at the end for travel powers or epic pools or whatever else you might like. And by upgrading and spending a few inf on some of the nicer IO sets, you can refine your build even more. I'd say this build is definitely under 100mil, and if you play the market right, maybe even well under 50mil.

It's entirely possible to have a couple hundred million influence by level 50 just by playing and selling your drops. Don't have to farm, don't have to play the market, just play.
*The first and easiest is large insp's, you get two for completing the tutorial. Buy one more and combine the three into whatever is cuurently selling for the highest amount at Wentworths. At the end of each night buy up the cheap large insps, and combine them all into the expensive ones and resell them.
*Once you're capable of running some AE missions, and there are quite a few of them that are easy and fun starting as low as level 5, farm you some tickets. With your tickets do the random 10-14 bronze recipe bag and get as many of those as you can. There are a number of recipes that drop in that range that you can either use, or craft and sell for 10-100mil a pop. -
Here's mine, it's softcapped to S/L and E/N, I couldn't manage F/C. I'm seriously considering respeccing though and dropping down to the mid 30's defense (within range of softcap with a single purple insp) in favor of better slotting of my powers and power choices and getting away from the three KC set mules. YMMV.

Welcome back! You definitely picked the right time to come back with all the announcements made a day or so ago about the upcoming issue 17 and the GR expansion, oh, and free re-activation and double xp weekend to boot!
If you love blueside, like most of us do, and have played tanks but want a bit more damage and a faster pace but still be durable, then you've come to the right spot. You want a scrapper, and you might never play any other AT after this.
As suggested above, Broadsword and Katana are prime picks as they give you the ability to parry your way to more defense. And Willpower is a very easy and fast defense that offers the best of regen and recovery with some enhanceable defense that makes a very well rounded scrapper. As much as I shy away from flavors of the month though, if you want fun and powerful, it'll be hard to not pick a FM , ElM or DM / shield defense scrapper. Shields are great, shield charge is just THAT fun, and despite many who will tell you it's an expensive build to softcap defense, I say there are ways to do it cheap. There's no reason you couldn't level one up with SO's and cheaper sets, be softcapped by level 40, then respec and put in some of the more expensive sets later when you have the inf (which isn't that hard to make) and have a truely magical scrapper when your done.
At the end of the day though, you can't really go wrong with any choice, */* scrapper should be fun and you'll have a blast all the way to 50. -
Thats a pretty solid build with some mighty expensive IO's, the Gladiators 3% alone...
About the only thing I can see to do would be set-mule boxing with another kinetic combat set. Since it would just be a mule, you could get off with getting the cheaper lower level pieces and the knockdown one. Looks like you could likely pull a slot from RttC and hasten easily, a third slot might be a bit tougher to scavenge but it would get you closer to the S/L cap that you want to be at. Personally I shoot for mid 30's S/L defense on my /WP scrappers, then it only takes one purple insp to easily hit the softcap while shredding things up.
And I didn't go hasten either, the sets pretty fast as it is. You could drop hasten and SS and just go CJ+SJ and then pick up manuevers and get you even closer to the defensive softcap. With QR and Stamina endurance should never be an issue so adding some of those end hogs out of the leadership pool is very doable. Tactics is also an option as another power to set mule for more S/L defense. -

I'm not sure on the recharge needed for the attack chain, but this is the build I'm running and it seems to run smoothly. No travel power as I'm a natural ninja type guy, and ninja run + sprint + quickness is pretty damn fast. I also grab all the powers for the sweep combo, I like to throw it into the mix when I need a second or two for breathing room, as I also don't have aid-self and rely on greens for when I get hit. YMMV, most leave out the sweep combo, but I like it.

I have a couple /WP scrappers and a claws/WP brute. Endurance is never an issue (except when a Malta Sapper sees me before I see him) and I generally underslot endurance in my attacks and run as many toggles as I can grab (including the end hog leadership pool powers).

On my fire melee scrapper I love fire blast because I hate chasing runners. I'll cycle through fire sword circle and fireball as fast as I can and then shoot down the runners. I took the weapon mastery set on my ninja themed scrapper, but ended up hating caltrops with a passion and was left unimpressed with all the stars. So I respecced and took the body mastery, that pool is pretty uber. -
Indeed, defense is the way to go, I generally shoot for the 30's in S/L on my willpower scrappers. Then with liberal use of a purple here and there in the tougher battles and you'll be sitting at the soft-cap. Add that with your already ungodly regen and recovery and you'll be nigh on unstoppable.
With dual blades combined with /WP I found it usefull to have both of the big combos. Most forego the sweep combo and just run an attack chain of BF + the AV combo for max DPS. But I like to rush in a large spawn and open up with the sweep combo so I can buy myself a few seconds of breathing/regen time to recoup after the alpha strikes. And when running both combos recharge isn't really an issue as there is always something up.
