For survivability, I'd definitely have to give the edge to Kat/WP because of Divine Avalanche. [Self +DEF (Melee, Lethal) +15% for 10s and it's stackable]

Why not a villain for a change?

Stalkers are great fun, Dominators are awesome and Masterminds, well thats as much fun you can have with a bunch of goons and some time on yer hands!
OFC not to mention 'trollers and Brute also being very good AT's.

Both Katana/WP and Spines/WP are good choices to start with offering performance with limited investment, as well as lots of room to expand when (if?) you start to IO them out.
Katana is a good all round set, offering a nice boost to survivability through divine avalanche, as well as good, though not outstanding, damage against both single targets and groups.
Spines on the other hand, is more of a one-trick-pony, being very very good at AoE damage, but poor (by scrapper standards) at killing single targets.
For general soloing, I'd lean towards Katana, but there's really no such thing as a bad scrapper (particularly with the new difficulty settings letting you tailor you opponents to your strengths), so if you like the look of spines more, go for it.
Subjective opinion:
I really dig my katana/wp and can solo with her, though that takes a long time when you're loaded on acc and def rather than damage.

I'm also a wp junkie. My few tanks are wp/ and my few scrappers are /wp. I want wp blasters.

Not to say Spines isn't a great set, but I believe you'll enjoy Kat/WP alot more. Katana is a well rounded primary with a good mix of single target and AoE/Cone damage with a great tool in Divine Avalanche which will greatly improve your survivability, especially in those early levels. About the only thing bad that can be said of Katana is that you can't match it with shields. And Willpower is great in that it is strong early, is fire and forget, and can only get stronger the more you put into it. It's a great starter set, you'll have a blast.
I second the katana. More potential to it than spines. Although it's still up to you if you prefer crazy mad aoe or a very balanced set.

The best survivability for highest difficulty is defense soft cap at the moment (45%) and the cheapest to achieve it are /SR, /Shield, /Invul for 8-man.
All the others lack the survivability for +4/8-man without high investment in IO bonuses to get defense soft cap but Kat and BS help a lot their survivability.

I've have down to a Kat/WP or Spines/WP, they both seem great but which one is better solo 1-50? Which pumps out the best dps and has the best survivability?
