My understanding is that Electric Melee is more about burst damage and AoE than sustained DPS, though I haven't looked carefully at the set myself. Claws can put out good DPS, so seems the more logical choice to me.

Wait, now that I think of it, Sergei has no travel power, and takes the Swift+Quickness+Sprint approach. Sounds like I should get my ninja on. Curse you, devs!

The only way you could drop Health and keep Stamina would be to have both Swift and Hurdle. I'd much rather have Health. That's not really a direct answer to your question though. Just pointing it out in case you missed it.

I remember on my Kat/Fire with either 1 or 2 KB IOs I was getting knocked back occasionally, while with one more KB IOs (ending up with either 2 or 3, again I can't remember) it was fine 100% of the time.

I'm generally not a fan of corner pulling. Most groups are pretty well clustered when they start, and good lord do I not want to twiddle my thumbs while the Tank makes (maybe) an ever-so-slightly-better cluster. Jump in, get aggro, and let me cut loose. And if there's a minion on my Blaster, don't freak out and try to "fix" things. That minion will be dead a second from now.

Yeah, I remembered ValBlademaster, but I was pretty sure that four wasn't the highest. Six, huh? That's a lot of AVs.

The last thing I want on a Blaster is for a Shield Tank to either chase me to try to grant me some defense, or to insist that I huddle up close for the defense. My defense is MOVEMENT.
Helpful for some scrappers, though. And I suppose helpful when I'm being a blapper. Come to think of it, my Fire/Fire Blaster spent a lot of time next to the tank.

Dev-created AVs or player-created AVs?
I believe it's a handful of dev-created AVs, or maybe up to the aggro cap of player-created AVs. But I can't remember numbers.

Council Empire on my Katana/Dark Armor scrapper - not a farmer, but not a single-target specialist either. My hour includes travel from and to Unai for vendoring so that the hour is theoretically repeatable indefinitely. Only checked influence at beginning and end so don't have the breakdown of defeats vs. drops, so I'm not even meeting the minimum requirements of this, but I thought I'd toss my numbers out there anyway.

My guess is get wailed on pretty badly, but I haven't actually poked at Electric Armor to be able to say that confidently.

I actually did the same. The heal is enhanced 84.4%. That's probably enough for most AVs without resorting to minions, but I think it'll be stronger with minions. Figured I'd give myself options.

If you get hit 5 times out of 100 attacks adding 20% is only 6 out of 100. That's pretty negligable.
If you don't try to play to the limits of your and your build's ability, and don't care about where those limits are, then no, 44% vs. 45% will never make a difference to you.

I agree with Gambler's Cut in general over Sting of the Wasp, but I'll want to take a closer look at the attack string potential we have available.

Might not want to do that, since as stated, I'm only bidding 150 million for the 52s. Mind you, if I don't get them for that after a while (no takers yet), I'm getting my "buy it nao!" mood on.

My build is nearing completion, so my impatience... uh... my eagerness to get everything slotted is increasing.
I've put up 150 million influence bids for three level 52 Enzyme exposures, and will be taking down the 200 million influence bids for the level 53s as soon as I've posted this.

I would recommend Gambler's Cut over Sting of the Wasp for your end game attack chain. You'd benefit from a Theft of Essence proc in Dark Regeneration. You'd benefit from a Kismet unique. I'd slot Divine Avalanche as an attack, use it in your attack chain, and pick up the remaining defense from elsewhere - Cloak of Darkness, Weave, set bonuses. Defense would do you a lot more good than slotting Cloak of Fear for the to-hit debuffs, I'd say. Attacks seem generally underslotted. I occasionally five-slot an attack, but I try to avoid it. I wouldn't personally run both Cloak of Fear and Oppressive Gloom, but just one or the other. On the surface, endurance consumption looks pretty brutal, though I didn't check anything carefully.
Mind you, I'm not saying start over with another combination. Katana/Dark Armor has amazing potential. Let me point you to a thread where ClawsandEffect works out his soft-capped Broad Sword/Dark Armor build. Some of the fine details could be different for Katana, as it would have different required recharge in the attacks for the optimal attack chain, but the broad swathes are the same. This should give you an idea what the potential is, and this is on an inexpensive build. Make sure you scroll down to the second build. On the surface, it looks like about the same price range as you're considering. -
