My understanding is that Electric Melee is more about burst damage and AoE than sustained DPS, though I haven't looked carefully at the set myself. Claws can put out good DPS, so seems the more logical choice to me.

Claws.
I'm keeping this as a one word answer to show how big the gap is, between these two primaries, for AV soloing. 
Claws, no question, especially paired with /SR.
Ele can only do decently in ST damage with AAO from /Shields and a very expensive build. You'll be able to solo a lot more AVs with a Claws/SR with a much cheaper build.
Yeah definitely claws....only advantage elec has over claws is that it's less resisted
