I second the "Not letting people put characters into both groups thing", although not for the "spies" reason, but simply because people are going to naturally favor one character over the other, and 9 times out of 10 its going to be the hero character. So you have to be careful or else you'll end up with a fully functional SG with a dead VG hanging off of it.
Don't let the discourage you though, having a group full of heroes to face as a villain is one of the best things you can do in a VG, and it's one of the reason I've stuck in a villain group as long as I have. Facing a hero as a villain is more rewarding than any AE arc.
The idea sounds solid otherwise, and while it sounds like its going to require a lot of people to pull off, I hope you get every recruit and more. -

Many of the heavier RP-SGs tend to have some themes to them... and many of them also tend to be pretty dark.
I run an RPSG myself, and I may or may not chat you up, depending on your stance of theme, since our theme seems to be "For Fun!" and less "GrimdarkangstTHEWORLDISRUINED" that you're going to see fairly often.
But yes, do the following:
1) Establish the over-arcing theme of the RPSG you desire.
2) Figure out personal character goals, if any.
3) Decide if you're going to be Main Focused, or Heavy Altitis. -

My excitement for new powersets is that hopefully, they will fill in thematic gaps we currently have in powers. I can only squint at energy blast and say my characters shooting water for so long.

I'm not quite sure if auras go under here, or the fx thread, but I'd love an aura similar to the magnetic one, but with rocks instead of metal..stuff.
