I suggest not doing it personally. Even though I doubt that the ToS would stand up in court against a copyright on a character thats older than the one made ingame.
It would be messy but I doubt anyone would care. Considering all of the Marvel/DC/lolImage knockoffs that have been frowned upon but gotten away with their identities, I doubt that NCsoft cares if your friend uses his own character in game.
Suggestion: make the character look like the one in the book but don't name it after the character. -

Lol people complain about 20 characters.. thats amazing. Seriously people, most MMos don't allow over 12 and thats without spaces. We are fortunate to have 20. -
Ice Storm has a base accuracy of 150%. Thats twice as high as a basic power. Never ever slot it for +Accuracy. It'll never need it.
As for set bonuses, I'm not sure. But I do know that Ice Storm, Blizzard, Rain of Fire, etc are all effected by Aim and Build up for the duration of Aim and Build Up. For example, once Aim's duration is up but Ice Storm is still doing damage, it'll recalculate it's damage based off of your new damage after Aim goes away.
So Ice Storm will do 1.5 Damage per tick while Aim is up. But once Aim dies (and Ice Storm is still going) it'll go down to 1.0 per tick.
Rain powers are nerfed in a sense this way. But that's ok. Because they are awesome. -

It really isn't worth the trouble in Fault. 5 seconds of 100% may seem nice but it really doesn't change much. You'll barely feel it.
On the other hand the proc will check every knockback that happens. I've tested this with my Hurricane ability and the proc only happened after a knockback, not every 10 seconds like a toggle usually would (which is often). So theres a high chance that the proc will go off when you use Fault. Expecially with 3+ mobs surrounding you.
From what Mids' is telling me, the effect is knockBACK. If it's KnockUP/Down then stop reading here. Since it's knockback then your enemies are going to get thrown out of your taunt aura. That would be bad. So I wouldn't take Fault at all.
Also, some enemies are too tough to be knocked back. Such as bosses and AVs. These guys will not be knockedback thus will not have a chance of proccing the +recharge.
I would test it. The way the proc works in Fault might be different from Hurricane but I doubt it. -
Electric really does look best as it's original color. But Orange looks good as well as Light blue for both powersets.

Depends on your team.
If you don't have many buffs on the team then the Therm.
If your team needs more Damage then go Crab.
Brute wouldn't be a bad choice if you absolutely need a person to get punched in the face. -

People have a problem with mercs because they are extremely vanilla compared to every other pet set.
-Robots are robots with sheilds, rockets and frickin' lasers.
-Thugs have a unique 18 power, enforcer buffs and a free brute /w fury.
-Zombies. I honestly dont have to say much else. They puke, bad-*** dead swordsmen and all kinds of fun control wit hthe Lich.
-Demons have cold and fire damage, huge cool looking pets. Interesting 18 power.
-Ninjas are probably in need of a look at too but they have critical boost, Fire-minion and stealthiness.
Mercs have a subpar 18 power, which could be looked over (Robots..) if the Mercs themselves had anything unique about them. The Spec-ops control abilities are so damn rare to see that they might as well not exist, the commando has a few interesting powers but is still fairly generic and the Medic is false advertising. Just some jerk that took the medicine pool and never slotted it (thats not a medic!).
Mercs aren't brokenly weak. But they sure as hell are bland enough to warrant a re-evaluation. -

Give this a shot. It's not perfect but it gives a combination of +Recharge and +Melee Defense and +Range Defense to give you a combination of tankiness and spam-foot stomp..ness.
Only 1 purple set was used and that was in Knockout Blow. It can be replaced with a 'Touch of Death' or a 'Mako's Bite' if you either don't want to build around purples or just want more range or melee defense.
I'm sure others will give you more dedicated builds around recharge or melee defense but this is for a little of both. -
Velocity's top 10 stuff to do both red and blue side:
10. Villain Respec Trail: Tough as nails at the lower levels. Really fun though.
9. Hamidon Raid: Succeed or not, this will show you the difficulty of the real Hamidon.
8. Imperious Taskforce: Easily one of the most fun TFs to do. Romulus is a badass and a fun fight.
7. Sewers run. Show off your 2-3 powers at level 4 as you and a team of newbies beat the crap out of whatever is down there. (all the while leveling like 6-7 times)
6. Statesman's Taskforce. Essentially the last TF. Once you beat it, you feel like a real hero. Or atleast the credits should roll after you win.
5. Renault's Strikeforce. Fight a giant eyeball of a giant monster you dont even get to see. Not much else to say. One day I hope we actually get to fight the entire Leviathan.
4. Lady Grey's Taskforce. Ever want to see Nemesis punch out an Alien? Heres your chance. Last mission is a very fun fight.
3. Zombie Apocalypse! Always fun to kill zombies with friends. Hold them off as long as you can and get 4 badges in the process.
2. Badge hunting. While not as fun as the ones below. Collecting badges is like collecting pokemon. Strangely addicting even though it shouldn't be.
1. Create over 9,000 alts. what 9,000!? Yeah, just creating characters alone is fun. The most flexible character creator in any MMO is simply too much fun not to ignore. Not to mention the powersets and all that jazz. -
For Scrappers I'd say Scirocco can really hurt as well as any Psi-based AV.
Positron could be a challenge if your pure defense based. 1 Hit from him and your suffering from cascading failure. -
I'd go with Thugs/Dark.
Thugs already have high damage, combined with all the lovely enforcer buffs make them very sturdy.
Then Dark provides Tar Patch, extra mitigation in Darkest Night and the yummy fear and AoE Heal.
Oh and Fluffy. -
If female toons and customization colors would make the game explode if given to mm pets, then why not give us different model options. For as much as I like the Robot's look, I'd like a more complete looking robot that doesnt have all the pistons and what-not showing. Or mabye a more rustic, steampunk look liek the clockwork.
Mabye zombies with ragged cloths and stuff as an option. -
I'd like to see something to make these powers worth taking but I doubt it'll happen. They like to hide behind the 'cottage rule' which is just a cop out so they don't have to go back and redo things that are dated.

I'm sure Martial Arts and the whole 'Rage' power has something to do with it.
Somethings shouldn't be proliferated. Like Ice Armor for Brutes and Illusion Control for Dominators.
If they do get proliferated, big deal. But I'd hope the devs would have enough common sense to reevaluate the way the powersets work and how they would affect the archetype as a whole by being useable by said archetype.

If IO sets also had Resistances worth getting, I would be doing a combination of Defense and Resistance based on what kind of toon I was playing.
For example as an Ice Tanker, I may want some S/L Resistance just so spikes don't hurt as much. But sadly, IO Sets are rediculously one sided towards Defense, which is buffed massively per IO set.
Votes for nerfing IO Defense buffs. -
