How do buffs work with Ice Storm?

Especially set bonuses, or powers like build up.

If I have tons of accuracy set bonuses, will Ice Storm or summoned powers use those bonuses, or should they be slotted for accuracy too? How long do those buffs apply to such a power, if they ever do? How much accuracy do such powers have unenhanced?


A game is not supposed to be some kind of... place where people enjoy themselves!

I recommend slotting for Accuracy. Buffs do transfer, as far as I know, but they only last for whatever duration they last. If you hit Aim then Ice Storm, the Aim buff will only last about 8.5 seconds. I am unsure how long invention buffs last, but I do not believe its very long, so they are unlikely to affect most rain powers for long.

Its one of the things that makes Ice Blast on defenders so attractive in combination with Soul Drain and/or FS. The rain powers do the same damage as their blaster counterparts and those two damage buffs have long enough durations to affect the entire duration of the rains.

If it works like rain of arrows, it will inherit any buffs you have at the time of casting at the current status of the buff, including duration remaining. So for IO set bonuses, I think that is at the most few seconds. However, if you hit aim or build up before firing off ice storm you will get what, 8-9 seconds worth of acc and damage buff?

Ice Storm has a base accuracy of 150%. Thats twice as high as a basic power. Never ever slot it for +Accuracy. It'll never need it.

As for set bonuses, I'm not sure. But I do know that Ice Storm, Blizzard, Rain of Fire, etc are all effected by Aim and Build up for the duration of Aim and Build Up. For example, once Aim's duration is up but Ice Storm is still doing damage, it'll recalculate it's damage based off of your new damage after Aim goes away.

So Ice Storm will do 1.5 Damage per tick while Aim is up. But once Aim dies (and Ice Storm is still going) it'll go down to 1.0 per tick.

Rain powers are nerfed in a sense this way. But that's ok. Because they are awesome.

Ice storm doesn't actually have twice normal accuracy. The 2.0 acc reported in the detailed info screen (or the 150% mids says) is the accuracy on the power that *summons the pseudopet* that does the actual damage. Almost all powers which summon pseudopets have this 2.0 base acc, which I believe simply denotes that the power will never fail to create the pet (you can't 'miss' the summon). However, the damage is actually dealt by the pseudopet's powers, which do *not* have that 2.0 accuracy. In the case of ice storm, blizzard, and rain of arrows, the peuodopet's damage power has standard accuracy, which means that it *does* need accuracy slotting.

As for set bonuses, as far as I know they are handled as very short duration self buffs, which means that, even if they do transfer to the pet, they'll expire almost instantly, most likely before they can have any effect. I certainly wouldn't rely on accuracy bonuses to ensure hits with rain powers, at the very least.
