.... yeah, that's about all I got. that's about all anyone's got. Other than the "they would ruin the market", but that's only if they are strictly craft only, no drop/buy/combine.
Give them a 1 minute duration, and a +12.5, 25 and 50% recharge depending on size.
If you managed to fill your inventory with larges, and had 35% passive recharge (+70% hasten, +95% hasten only) recharge otherwise, you could then keep hasten perma'd for 10 minutes, as long as you worked it.
You would have no blues to combat the massive endurance drain you would most likely have, giving you a bit of a weakness.
Or, hey, imagine this idea.. they make them not stackable! That would render the "it's broken" comment pretty null.
Consider that the game currently allows you to achieve perma hasten. It takes some work to be sure, but you CAN through IOs achieve +135% global recharge. If they really considered +recharge to be that broken, would a global boost to recharge really be so readily available through so many IO sets. Including the purples, which offer a +10% global. What about Luck of the Gambler? +7.5% for a single enhancer.
I cannot honestly see a short term boost to recharge being ANY more of an issue than lesser permanent global boosts.
(Also, the reason I said not to include Empaths in the +recharge list is simple, they don't give +recharge often to anyone but blasters it seems (everyone who swears emapths use it is a blaster >.>) it's not a power like AM or SB that tends to be kept on the whole party.
Ergo it doesn't fall in to the category of "If you want +recharge, team with X" -

You obviously don't know WTF DPS means.
Damage Per Second
If you deal more damage than a straight 'DPS' char.. that makes you.. a straight DPS char
Tha aside.. naw, I'm fine with DOT as a secondary effect. -

Empaths have one high tier power that has +recharge, that few actually even take, and it takes too long to recharge so they can't put it on the whole team.
Since the release of combat numbers, I have never noticed myself getting +recharge from an empath.
that aside, +recharge is no more game breaking than +recovery or +regen
+recharge means your attacks cycle faster.
+recovery means your endurance regenerates faster, leading to no toggle drops.
+regeneration means your health regenerates faster, leading to a decreased likeyhood of dying.
Then of course theres's +res, +def, +dam, +acc...
What leads to "broken" is multiple factors, and even then it's not really broken, just an extremely powerful combination. Speed Boost + Accelerate Metabolism + a bubbler, the entire team is going to be a powerhouse..
But, no more so than a team of VEATs/Masterminds stacking leadership buffs. Ever seen a team where everyone had a +100% damage and a 95% chance to hit +5s?
Yes, you could carry around nothing but +recharge inspirations, and pop them at the right timing to keep yourself perma hastened. But you'd only be able to do that a few times in a mission, even once you have 20 inspiration slots*.
Easily balanced through recharge amount and duration
Doesn't seem that much worse to me than being able to carry nothing but damage inspirations, and burning them to reach the damage cap.
*Small inspirations are usually what? 12%? However, for this example I'll say they are +20%, We have to presume the use of small, due tot he fact that you can't readily buy the larger ones that I know of. For the sake of this arguments I'm also going to go with a SoA with a few IO sets on them. (something most any player could achieve.)
My global recharge is a base of +50% (+20% Mental Training, +30% IO sets), I have Hasten, which is 3 slotted for recharge to give it a +95% recharge speed.
Therefor when I activate hasten my global recharge is +120%, and hasten is at +215%.
I would have to pop 5 +20% inspirations to get hasten perma'd. Presuming, of course, that the inspirations last as long, or longer than Hasten.
That means 4 times a mission, or a total of 8 minutes worth of permahaste, at the cost of ALL your inspirations. -
2 years ago the April Fools joke was that they were going to remove all sound effects from the game, and replace them with classic comic book "sound effect"
Basically big brightly colored letters that would pop up over the target and go BIFF, ZAPPO, KAPOW or the like..

Might give some of my characters a reason to pay attention to insps again...
But I am a +recharge junkie.
Even on my Ill/Kin 'troller, who has Hasten and currently about a 35% global recharge passively.. all other slots could be kins, as well.. and I would STILL want MOAR RECHARGE! -

And again we who LIKE the damned weapon sets say "Screw that, we don't WANT our weapons to be labeled as something beyond what they are."
Telling us to use our RPness to take away the spin.. uh... I'd rather use my RPness to give a spin, and not HAVE a spin on it.
Even the 'specific' power sets don't have a "spin" to them. Energy Melee, Dark Melee, etc. The only spin is "you manipulate X to use it as a weapon." there is no how/why defined.
It's should be the exact same way with weapon sets. A weapon set should be "You use X weapon" anything "special" about it is entirely up to the player.
Also:
Spear: yes.
Naginata: Maybe.
Halberd: Possibly.
Quarterstaff: No. Never. Absolutely not.
The quarterstaff is a fluid weapon of extremely high speed -bludgeoning- impacts, coming from both ends of the staff, as well as a high degree of defensive capability. Certain styles do focus on using it as a reach weapon, however even those are not all that close to spear combat.
If they put quarterstaves in to the game, they are doing it right. They are not tying them to the same set as spears. -
OK. I have a great idea..
Let's increase the amount of XP you get for teaming.
Allow people to take on higher level foes than they normally would.
Increase the spawn size.
Increase their kill-speed.
Make special mission arcs that can only be played by teams.
Make badges that can only be obtained through teaming
I think those would make excellent incentives for teaming, don't you?

First, I am going to say that yes, a self heal might be a nice thing to make available for doms..
However you just struck on minor nerve with me in your post:
Dominators are not the "blaster" of villain side.
Just like Brutes are not the "tank", and corruptors aren't the "Defender"
There are not direct side comparisons.
Dominators are Dominators, they hover somewhere between a blaster, controller and scrapper.
Every class has a role which they play in the game. There is some bleed over between these classes, both on opposite sides, and the same. But you really can't clear cut say "X is the Y of *side*"
Blaster = raw ranged damage
Brute = melee damage and agro control (w/ soak on a few builds)
controller = mez and party support
corruptor = ranged damage and party support
Defeder = party support and light ranged damage
Dominator = mez and damage
Mastermind = Pets* and support. (*Depending on how they play: damage, agro control, or raw soak)
Scrapper = raw melee damage (w/ agro control on certain builds)
Stalker = Obscene melee damage against one foe.
Tank = Agro control, soak and damage

I can say that this would be one that I wouldn't buy, unless it had some truly awesome costume pieces, or a useful temp power. -

My point is badges shouldn't force us to farm to get them. (Neither should IOs. There should be a reasonable chance to get them through "normal" game play. It means farmers get more, sure. But it also means that us non-farmers get some on occasion too, and that the market price goes down.)
Your attitude of "work is part of the game", that's fine and dandy for you, but see I have a job, I spend the better portion of my waking hours at work. I come home and usually have 2-4 hours before my internet starts being a dick (at least this time of year).
I don't want to waste that time by .. working, in a game which I pay for monthly.
I don't think the badges should come on a silver platter. I think badges should be able to come from normal gameplay (Or at least close to, it's honestly FAR more rewarding to be in the middle of a mission and get "Badge earned" and find it was The Slayer, than it is to be running around Striga at level 40, offing Vampyri.). If I wanted them to come on a silver platter, I'd ask for them to ALL be lowered to .. 10 defeats.
there's several badges I haven't mentioned even though they annoy me, because I know the requirements aren't that bad, I just managed to miss many chances to get them through the level of their content. (Which reminds me.. this game levels too fast)
(Tracer, the Sky Raiders skiff one, the Croatoa ones, etc.)
But outside of farming greys, how likely are you to run in to 200 BP spirit masks in the course of normal game play? -

There's a very key difference between easy to get, and easy to get by farming.
Tank Buster? Easy to get!
Kill skuls? Easy to get by farming. (but as it's kind of a joke badge, I have no qualms about this one requiring you to go out of your way)
There is a large number of players who find farming to be mind numbing and don't see a point in it, especially when said farming is just for one stupid badge. There's a lot of players who get bored out of their mind running around and killing think that are in the mid-20s, when they're a 50.
so, it's not that we're lazy. it's that we want to have FUN in our game. We don't want to spend hours pointlessly killing things that are to weak to put up a fight, just too get a badge.
The solution COULD be "Well don't badge hunt" .. sure, except of course for the fact that some of these badges are required for accolades. Which kinda turns accolades in to grind-fest "gear". -
then explain why I have actually only ever even SEEN her once (.. well maybe twice, seem to remember it a long time ago on some random char), and my scrapper got the badge the first time she ever went to Croatoa?

I can guarantee you're a speed killer build, which gives you no room to comment on the ease of kill badges >.>.
Banisher took me over an hour on an 8 man team farming a mission. (And the posed change puts it in line with all other 'boss' badges.)
Gangbuster/Warden.. you're posing killing 200 and 500 in a very small amount of time. Fine and dandy if you're a spines/fire scrapper, or any other massive AoE destruction build. That time becomes mindnumbingly long and BORING if you're a single target damage build, and heaven help you if you're moderate damage/support.
And last I checked, Bug Fixer was not global.
The goal on badge changes was not to make them easier. Nor were they about making badges that were "unduly hard, better". No, the exact reasons specified for most of the changes was to help eliminate aberrant player behavior (farming, specifically AFK farming in a lot of instances).
IMHO all badges should be attainable, or at least close to attainable, without farming. The numbers required should be directly proportional to the amount of time a player "should" spend in the level range for said group, and how frequent said group comes up in the game.
Defeat 200 of a boss type that you seldom SEE. Okay yes you can go to certain places to farm them, but.. seriously, if you don't go out of your way to find the masks, and play the game through standard content, how many BP masks will you run in to over the course of your career?
even when I select missions that pit me against the BP, I seldom see the spirit masks, and if I do, it's like .. 2 maybe 3 a mission (even on a large spawn size), and BP is at least very rare in radio/paper missions.
Freak Tanks? I could see being 200 (or more, they're that damn common), but instead it's only 100
BP masks? Nowhere NEAR as common as freak tanks, but twice as many must be defeated for it. What sense does that make? -

(I'm a writer and roleplayer though.. I can justify anything >.>)

It had BETTER change it at least a little bit. past about level 30, if you have a half way decent team, pretty much NOTHING is a challenge.

a +5 Hero
8-man invincible mayhem mission
And for general record, while I have some IO sets, mostly I'm just generic IOs, and no purples.
With a team, this game is just too easy. They need to make it harder.

To the OP:
I'm all for more slots to put global bonuses in.
But I don't want them to effect how I look, nor do I want yet another thing that I feel I have to farm or pay billions of inf to get.
