Here's my beloved...
I skipped Hasten...and I farm plenty fine without it. I had it on the first iteration of his build and always forgot to fire it off since I had ActiveDefense on Auto. Anywho, I love the toon and it's a blast.

I like your first build quite a bit better...A few of my thoughts:
Drop the 2nd EndRedux on AAO, it only saves you .04 endu/sec, not worth the slot.
Drop the 6th RF from Deflection (You're over Ranged cap) and move it to Tough so you can 3slot Aegis (AoE Def).
Take your extra slot from AAO and add it to CJ for another LOTG Defense and you'll be over softcap to all 3 positions.

I'll post my hasten-less build when I get home, he's soft-capped to all 3 and picks up an extra melee power (Jacobs Ladder) which is actually a nice cone. I also recommend putting the FF Chance for +Rech in TS, mine fires off once every 2 hits or so, and it makes a nice difference with the rech on your two big booms. -
Electric Armor! You still get a nice self heal, although it's on a longish timer...but it boosts your regen for 30secs after you fire it off, and reduces the endurance cost of all your powers. You get Power Sink at lvl 35 which eliminates any endurance issues you'd ever have (plus it's auto hit, no acc needed). You still get a handy damage aura with LF, and a base +20% rech from an auto power...which is freaking amazing. You also have an integrated mag 12.5 kb protection power with Grounded. You can get over 40+ Psi Resist too, and full Teleport Protection from Static Shield (which is quite handy if you PvP). The set is amazing with SO's or Common IO's as you have all those goodies you build for integrated into your lineup off the bat.
Willpower is also a really nice set that can do some impressive things with SO/Common IO's, but you already know that.
I did a Kat/Elec and it was pretty easy leveling thanks to DA. Spines/Elec is my current favorite toon for good ole SO farmy goodness. -
Here's my planned build...endurance *should* be manageable. At the kill rate I wont mind eating a few blues as needed, or detoggling some Res powers that don't apply to the mobs I'm engaging.
I *hate* the slow animation on Impale, so I never use it and it's only there as a set mule...hence the slotting.

Follow-Up gives ToHit & Dmg bonus. 10% and 37.5% respectively, and it's easy to double-stack.

Umbral or ClawsandEffect - Would you mind posting your ideal 1 billion influ build? I would just like to see the best that can be done (rech, rech, def, rech) for that budget...and if it's best to aim for Melee (ToD, Oblits) or S&L (KinCombats) Defenses.
The melee defense sets are drasticaly cheaper at the moment (except for the Oblit quad) and I've been wanting to respec out of a cheaply IO'd build.

You can get over 40+ Psi Resist too, and full Teleport Protection from Static Shield (which is quite handy if you PvP). The set is amazing with SO's as you have all those goodies you build for integrated into your lineup off the bat.
I have a 50 Kat/Elec and 50 Spines/Elec which has recently become my favorite farming toon. -

Lots of nice builds and good ideas here...thanks for the replies! The KD (and 250+ AoE dmg) I get from TS is definitely worth it to me...I'd drop chain induction before JL or TS...and it looks like I'm going to have to do that to get softcap again.

Thankfully the title didn't turn you off (or if it did, thanks for reading this anyway). I know there are tons of Elec/SD's out there now...but they seem to have calmed down, which is part of the reason I'm playing with my own again.
I haven't played with the toon much after the BoTZ nerf made me lose softcap to Ranged and AoE, but I'm looking for some ideas to get him back over cap and make endurance a little more friendly. I don't want Manuev. or any uber pricey PvP +Def IO's.
The toon is tons of fun AoE madness, and I'd really like to keep Fireball in there (and FireBlast for those stragglers). I also purchased the Ninja Pack, so travel powers aren't an absolute necessity anymore.

Can it be done? When teaming with a Fire/Kin, it ignites pretty easily. However, my blazing arrow and taser (tech origin) will not do it, although I've read that both attacks should ignite the slick. I've been teaming with a Fire/SD/Blaze tonight and he couldn't ignite the thing either after multiple attempts.
Anyone else had the same problems? -
Just reiterating what others have said...it goes off all the time for me in Footstomp during AE arcs.

My vote is for Rad/Fire or Fire/MM....depends on how you like to give the hurt. Arch/Fire would also be a solid choice.

Don't think you should be building for too much recovery with PowerSink at your disposal, but +Regen...sure!

Not a perfect build by any means, but the stun protection and click heals do more (for my playstyle) than hoping passive regen is enough. -

As of this morning all of the CotS recipies (the entire set of 5 I need) can be purchased for under 2m total. The each require 1 rare salvage each, so...(5x3m<rare salvage>) + 2m for recipes = under 20m for the entire set, crafted with common salvage.
vs.
Around 6-7m each for FH recipes, 3 rare salvage per recipe at 3m each...all times 5. That's 75m crafted (recipe costs + salvage) vs 20m. Big difference on a smaller budget.
I still may drop them on the guy down the road if I get lucky and get some unexpected funds.

Alright guys...here's what I did:
Dropped the Dark Epic
Added Hasten
Picked up the Power Mastery BuildUp & +Res
Dropped EM Pulse
Slotted LR so it's up (almost) permanently
Added Maneuvers to compensate for some more +Def
Added EF
Thanks for the suggestions! I'm going to keep Mutation on this guy b/c I feel it just goes with him...I am a defender after all. (Plus when my SG mate farms AE Ticks it'll be nice to have Fallout + Mutation to keep it going smoothly since he's a blapper)...I did keep the Tier9 AoE from the Secondary and the cone Sleep b/c I see those being useful in certain situations. Hopefully this build will be able to do a little bit if everything well. The only other change I'm thinking about is picking up Hasten earlier and doing Combat Jumping + SS instead of Hover + Flight. (Unless you guys find any other big oops in the build)
