Dunno.
Not only do I not know about the build stuff, I'm also not sure why there were no responses. I've had it happen a few times, but mostly when I post stuff no one is interested in. Like my Fire/Ice softcap thing [which I'm not going to do, I'd rather her have more gusto than defense.]
Also, people like me, we can't follow that link and get the build at work. But a datachunk works. Some people can't even have Mids at work [even though it runs off a portable drive, but you have to keep it from making the directory in your Documents folder.]

You could drop the two extra slots into Shocking Bolt and put Basilisk's Gaze in there for the 7.5% recharge.
You could get one purple set for Charged Bolts and do the following.

On and electric^2, which I have one I've stalled at 20 or so, I'd build on damage, acc and rech, in that order. He'll have no problem with end, so all the insp you pick up can be "combine 3 into"ed into greens. And with the new market changes, you can bid on a whole stack of isnp where you did have to take up tons of slots to get any. And remember, you can buy up cheap large insp and combine three, often for cheaper than that one green costs.
My playstyle, on all my toons, really doesn't need much heal insp. Though I keep the temp power Etherial Shift on several, or Hyperphase. If I ever have to run, the team's dead anyway.
and it's just stun resistance. You'll still get stunned, but it wears off quicker.

There was a bug where the amount of heal enhancing you had slotted would increase the the amount of regen the Numina proc granted. That has been fixed. I am not sure if it actually went through to live pre-I17. If it did perhaps the other procs are now fixed as well (regen tissue most likely).

@Talen - If you had a Regen Tissue and Numina unique in Health, and also had it slotted for ED-capped heal, this glitch meant you were effectively getting an extra ~65% regen boost. If you were someone like an Invuln tanker who wanted to build up some layered protection, that could be pretty meaningful, considering that even purple sets' regen boosts are only 16%.
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.

and with that, i have some slots I need re-arranging, yet i have no idea what to do with them (they were originally heal IO's in health, to boost the procs).
I was wondering if someone could help me out in finding out what I can salvage from the regen build? Ideally I'd just like some more rech or damage...(with as little purple use as possible...they arent worth the cost of what I plan for him)
