Another Elec/SD Help Thread!
I like your first build quite a bit better...A few of my thoughts:
Drop the 2nd EndRedux on AAO, it only saves you .04 endu/sec, not worth the slot.
Drop the 6th RF from Deflection (You're over Ranged cap) and move it to Tough so you can 3slot Aegis (AoE Def).
Take your extra slot from AAO and add it to CJ for another LOTG Defense and you'll be over softcap to all 3 positions.

I'll post my hasten-less build when I get home, he's soft-capped to all 3 and picks up an extra melee power (Jacobs Ladder) which is actually a nice cone. I also recommend putting the FF Chance for +Rech in TS, mine fires off once every 2 hits or so, and it makes a nice difference with the rech on your two big booms.

I skipped Hasten...and I farm plenty fine without it. I had it on the first iteration of his build and always forgot to fire it off since I had ActiveDefense on Auto. Anywho, I love the toon and it's a blast.

I'm curious, though. I would imagine that having LR/SC at a ~40second recharge would severely gimp your farming performance. The same goes for the 20ish second recharge on Fire Ball.
I know that you can perform well with that build, but are you gimping yourself by not taking Hasten? If not, how are you farming to avoid the recharge times? I'm assuming that you go LR/SC -> Fire Ball, then just use Chain Induction and TS?

For me personally, I'm popping whatever I get (in the way of insps) and doing either LR or SC + FireBall + TS + CI....and dragging any barely not-dead stragglers to the next mob for a repeat....and so forth. Works great that way, and for my play-style. I preferred having extra melee attacks finishing harder single targets (bosses) rather than having Hasten, since I forgot about it so often in the first place.
My pre BOTZ-nerf build didn't have JL (and it had hasten), but I've actually been more pleased with the build since I dropped hasten and picked up another cone, that has good ST dmg too.
Edit: The 50ish% +Rech (plus FF's random proc) in the build is just fine when you alternate LR and SC. One or the other is up every 16-18s avg like that. It would be slow going if I wasted both of them on each mob, and had to wait for for both to come back.

I've looked over many builds, but they are just not in my budget (PvP IOs, Purples a'plenty, 4-5 LotG Uniques.) So I've tried to build my own.
