They provide lvl 20 Dual aspect (dam/rech) IO bonuses, can be slotted as early as lvl 1, and each enhancement has a proc on it. the proc stops working after lvl 20.
As for are they 'worth' it? *shrug* It's something to slot in brawl, and the other 4 can help a bit in the pre-SO levels -
whelp - supposedly the boxes are coming in tomorrow... If not, I'm debating the possibility of digital purchase, and then when the box does come in, taking my pre-order bonus code receipt, and returning the box for a refund.

Might be they moved it around in the menus a bit or made a small change... So the one you have saved is either an old version, or is pointing to an incorrect value in the drop-down.

as far as I can tell, it's a 3X3-ish tray that - I geuss - are mapped to buttons on the razer device...
*shrug* any powers that don't go into the first three trays are generally ones that I don't need/want quick keys for anyway... P-D teleport, self destruct, etc... -

Ncsoft/ParagonStudios just needs to stop doing exclusive deals in general, not just with gamestop... Anyone else recall the whole GvE Walmart debacle? Only available at walmart... in the US. Those last three words? Never mentioned.

Oi, tell me about it... been here for 75-ish months, and I haven't tried them all. As for powers unlocking - after you get some experience under your belt and have a better idea of what you're doing, the first 15-20 levels wiz by on further new characters.

Sadly, as far as Canadian branches of GameStop/EBGames go, this is not entirely unexpected. Unless it's a big ticket game (Starcraft 2, for example) the company cannot be bothered to try to get the game across Canada for release. I honestly have no idea why I continue to do business with them.

Luckily we have no "Go defeat wild boars until you have 20 wild boar heads" missions requiring a specific item to drop from the defeated enemy. It would still be a little more difficult for them, but it might not be brickwall-difficult. -

Barring a direct dev comment, I'd seriously doubt that new players using the GR retail box to create a new account are going to be limited to starting in Praetoria only. GR accounts are full accounts just like all the rest - they'd almost have to be as Praetoria only goes to level 20.
Now, if you're an existing player and you DON'T buy GR then you will be locked out of Praetoria, Side-Switching, and the coming Incarnate stuff; but that's the only limitation factor I'm aware of. -

I'm assuming you're talking about the "Soul Taker" badge that is required for the accolade? You can obtain it at any time after outleveling the contact by visiting Ouroboros and accessing the "Offer Soul of Akarist" badge arc in the Wiseguy (30-34) mission list.

Well, we need more information to solve the crashing thing (Go to the tech boards and look into the "common solutions & posting guide" sticky).
Missing characters should be easily solvable though; you likely chose the wrong server, as characters are not shared between servers. For reference servers are listed in the following order;
- Last server accessed
- Lowest server load
- [...]
- Highest server load

You're asking a few different things, so I'm going to break up your post and try to answer things individually.

As of right now... Hero side is generally the most populated across all servers. Although That's not saying that you couldn't get a villain team going if you wanted to. But the status-quo might get shaken up a bit with the introduction of Going Rogue, and side-switching, later this month. No idea where the line will be after that hits.

Scrappers/Brutes can still take a decent beating while tearing through enemies. Blasters are glass cannons that can annihilate anything as long as they aren't face down on the ground. Corrupters' damage lies somewhere between the low defenders and the high blasters, but includes that 'team support' thing you mentioned.
Ultimately, like servers, the choice is yours. Try a little of everything to see what you like.

helpful tips; Holding right-mouse button and moving the mouse swings the camera left/right/up/down, and turns your character so that forward remains relative to the camera
Holding middle-mouse enables free-look, so that you can swing the camera around to look at your character's front. To reset the camera, zoom all the way in using the scroll wheel (or simply hit B) then zoom out again (B once more). I'm reasonably certain there is a key that resets the camera in one keystroke, but I find the scroll wheel or B are easier to remember.
Personally, I keep one hand on the mouse to facilitate turning and the occasional targeting, and activating powers in the 7-8-9-0 slots. The other hand is on WASD for movement, within reach of tray powers 1-2-3-4-5-6, and the shift+/ctrl+ of those numbers to quickly fire off powers in those two trays. Your preferences may differ from mine.
And after typing all this, I strongly suspect most of it has been posted as I was typing... :P
EDIT: more or less, yep. And since I don't see it linked yet, I highly recommend bookmarking Paragon Wiki if you plan on sticking around for any length of time. (And if you ever google it, remember not to go to the old Wikia site. It is no longer actively updated.) -

What Roberto said. Specifically paying attention to the "how to post" section ('CoH Helper' and 'HijackThis') if the common solutions don't work.
Although if it's network lag you are having; the issue may be incredibly difficult to pin down. Especially if the issue is between your house and the servers. -

Employees at my local gamestop were convinced CoH died years ago... I practically had to shove money under their noses before they went to their computers to confirm that, yes, they are offering pre-orders for Going Rogue.
