GameStop Pre-Order DOs - How do I get them?

Your receipt (if you picked it up in-store) should have another code that unlocks this "perk" via PlayNC.com. Unfortunately, you'll have to re-roll your character once you apply it, since these Enhancements are only given at character creation.
If you purchased online, you should have received an email with the perk code, perhaps on your electronic receipt. I can only speak from my experience at a brick & mortar store.
The code is separate from the code in the box. GameStop's site said it would be emailed. I had to email them to remind them. They do not seem to be handling the 'extra' items very well.

My GameStop experience in California went swimmingly, but the manager is my good friends and fellow CoH player (he's also turned a few stores around financially).
He did not, however, point out the extra code on the receipt, so I had to re-roll my character once I discovered my missed steps 
Fortunately he was only lvl 2 fresh out of the tutorial.

And yes, they just pop on your character. When I make a new character, now, I get Vet badges and enhancements.

Something I've been wondering since these were announced: Does the proc effect come back if you're over 20, and exemplar to 20 or lower?

I picked it up at a store. Where would this Perk Code be? I haven't thrown out the reciept but it looked pretty normal to me. Was it in the box somewhere? No email either

Mine was on my physical receipt. My clerk fortunately pointed it out to me, but I'd had planned to ask about before leaving the store.

Are the dual IOs worth it? What lvl are they and what do they do?

They provide lvl 20 Dual aspect (dam/rech) IO bonuses, can be slotted as early as lvl 1, and each enhancement has a proc on it. the proc stops working after lvl 20.
As for are they 'worth' it? *shrug* It's something to slot in brawl, and the other 4 can help a bit in the pre-SO levels

Codes for online pre-orders were supposed to be emailed. I've basically been harassing GameStop over email for the past couple days trying to get everything sorted, and this is my most recent response from them:

They emailed me mine yesterday. Except they didn't notice I ordered two copies and they only sent me one code. I emailed them back for the second one and am waiting.

Okay, got my GameStop Pre-Order with the nifty pad. The ad said you get some Dual IOs (damage/recharge) with a proc when you start a new character.
Update account with GR code - Check
Make new character - Check
New IOs????? where do I find them? I looked under Powers, Badges and can't find anything. Nothing in my Enhancement tray. I must be missing something.
