Sorry to hear about your lag issues Rodney. 
But a question like this will get a more enthusiastic response if you post in the Tech Issues & Bugs forum (<-linky).
I suggest starting in the ++Common Solutions & Posting Guidelines++ thread.
This forum's more for in-game questions like "at what level can I get a cape", while more of the real hard-core tech heads lurk in the other forum.
They'll ask you to run a couple of harmless diagnostic programs and post the results, then they'll dig in and offer some advice.

What Roberto said. Specifically paying attention to the "how to post" section ('CoH Helper' and 'HijackThis') if the common solutions don't work.
Although if it's network lag you are having; the issue may be incredibly difficult to pin down. Especially if the issue is between your house and the servers.

I am so close to leaving this game altogether unless I get my lag issues fixed. Any suggestions would be greatly appreciated. The lag really started up with I16. I go for a minute and its fine then lag for a minute or so then back to being ok. It can be during a mob; outside a mission; standing around; running. I don't see a rhyme or reason to it.
Anyone else have this problem?
Here's my basics:
Vista Home basic
Cable modem
Processor AMD Athlon 64 x @ Dual Core Processor 5600+ 2.8 Ghz
3.0 GB of RAM
2 Video cards both NVIDIA GeForce 8600GT, I think there is RAM on each but I can't find out how much, perhaps 1.0 GB. Drivers are updated to the 8.17.11.9745.
In game I have to play:
Refresh Rate 60
FSAA off
Advance Graphic Settings off
Graphic quality minimum
What other info should I post to describe my system better?
