Long after Going Rogue.
We already knew from last year, and confirmed earlier this year, that exposing additional power customization options, such as Pool Powers, Epic Powers, Patron Powers, Costume Overlay Powers (granite / kheldian), and Costume Overlay Summon powers (Mastermind Pets) would require additional engine work, additional user-interface work, as well as additional data-base work.
This has been documented multiple times on the forums, many times when players ask if Going Rogue will bring additional customization options.
