Not necessarily. SuperOz is in Australia so is using a date format on the computer that is not in the MM/DD/YYYY format.
If it had been only the graphic drivers reporting the funky date, you'd be correct. When the sound driver date is also in that format, it's usually due to using a different date format.
Knowing SuperOz's location (both from name, post history, and the Location field under the forum name) tells me that's what's going on here, not a problem with the drivers.
From looking at the driver version, I know it isn't the 11.9 drivers since that lists as Version 8.892.0.0 so I would recommend updating to the 11.9 drivers. -

That's what the "remember me" means: "remember me between visits." And it will - according to Zwillinger, for a maximum of eight hours. -
Even with adding memory, updating to Service Pack 3 and clearing off some drive space, the game may run on the absolute lowest settings, but it's still going to be a horrible gaming experience with that video card.
The best recommendation I can offer is to start saving up for a new computer or the parts to build one if you know how.
Actually, that PC reached the end of its useful gaming life several years ago. -

They have said that items such as these would involve a lot of work and/or a lot of man-hours. They've said that those things were unlikely to happen with the current development stages (at that time) or staffing (also at that time). That means they weren't feasible or a practical use of resources.
They've also told us that different skeletons were possible but not likely for much the same reason.
Please stop spreading the same false rumors that have plagued this game for so long. -

Been several years since I've driven a Three on the tree. I think the last one was an old work truck a friend of mine drove, probably a Chevy.

It's slower downloading for me as it is with Snow Globe. That's my only problem with it. Of course, some of that could be my ISP.
If something happens and the game crashes or I close it and immediately need to get back in, it takes me about the same amount of time to reopen the launcher and get the game going as it did with the old Updater.
It's nice to be able to see if I need to update Beta or Test when I launch the Live game as well.
I keep 4 different Launcher shortcuts on the desktop. One of just the Launcher, one set to launch Live, one set to launch Test and one set to launch Beta. Works out well. -
I'd suggest going to the Beta server instead.

You cannot change it yourself. Send a PM to one of the OCR team (Community) such as Avatea, Beastyle, Freitag, or 7deCouer and ask them to change it. Give them a choice of names in order of preference.

If I were making a recommendation to someone I personally know, I wouldn't recommend any of these.
That being said ...
The graphics chipsets on all 3 aren't really built for gaming, they are a lower end chipset for the ATI 6xxx series.
Both Compaq's have only 2 Gb of RAM, which is going to cause more issues. I didn't look at drive speeds or much else.
The Sony has 4 Gb of RAM so that would work much better. The hard drive is a 5400 RPM drive which will affect your load times as well as the general startup time for Windows and the game, as well as any other applications you may run. A 7200 RPM or 10000 RPM drive would be much better. These were the only things I really looked at.
You may need to lower some of the graphics settings, but it should run the game somewhat.
I would not recommend running the laptop over wireless for gaming, especially if you want to reduce lag and load times. An ethernet connection is much more stable as well as offering better bandwidth. -
The first thing I'd recommend is making sure that your OS is fully updated. Assuming it is Windows, this could take several repeats through the Windows Update process to get all of the updates until none are left.
I would then recommend following the instructions in the support article How to Resolve Issues with the NCSoft Launcher. That article also links to the article Installing .Net framework and MSXML Libraries.
If you continue to have trouble with the installation, I'd recommend filing a support ticket at https://support.cityofheroes.com and letting one of the Support techs assist you with getting it installed. -

Install the NCSoft Launcher, then use the Launcher to install the game.
