Aneko is correct, VIPs already have access as Going Rogue was rolled into the base subscription package when Freedom launched.
Premium players would possibly need to purchase Praetoria access through the market. However, that license is to create a Praetorian. It's possible that to visit Praetoria you wouldn't need the license. Including First Ward (that license purchase is just to allow you to get missions there, you should be able to access it without the license).
As soon as my meal is out of the over I'll test it on my Premium account and report back.
EDIT: Ok. Logged onto my Premium account and took a character to First Ward with no problems. Then went back through the Underground to get to Imperial City with no problems. I then went through Studio 55 to go back to Pocket D. The Premium account didn't purchase GR prior to Freedom and has purchased 0 licenses through the Market. -

If you are looking on the Game Accounts or Game Accounts Details page on the NCSoft site and see it listed as Free, that would still be correct.
The site doesn't differentiate between Free and Premium, both are labeled as Free.
The only other account type listed is VIP.
As Aggelakis said, you need to have at least two tokens to send tells, join supergroups etc.
To be able to join global channels you need at least three tokens.
You can see all of the correct Paragon Reward information at ParagonWiki.
You should open the Paragon Rewards window when you are in-game and check to see how many Reward Tokens it shows you have earned. If it isn't at least two, then you won't have access to SGs, tells, etc. -
OK. First ketch made a comment about some of the Shard TF's and Incarnate powers, then Dark Gob replied that two of those TF's are capped at 44 so no Incarnate powers, then ketch replied that it still left two and that two is some.
I'm not certain but I think that ketch was saying that even though two of the Shard TF's are capped at level 44 so you don't get to use Incarnate powers, there are still two more Shard TF's that you CAN use Incarnate powers on. Which is what they were saying would be fun in the first post.
But maybe I'm reading the context wrong.

It is likely to be your graphics drivers given their date. There may be other issues as well.
Please follow the steps in Hyperstrike's [Guide] Asking for technical help on the forums and post the output of CoH Helper (at a minimum) and HiJackThis into this thread. -

Found one of the posts, and it was for the same model.
Actually, it's two posts but one was quoting the other. One mentioned having to update the BIOS to be able to install the drivers. The other gave the steps that that person used to sucessfully fix their problem. Could be a combination of things with that model.

Rebooted in safe mode. Windows re-installed the driver. I uninstalled the driver again (and removed files) from the control panel just to be safe.
Ran the sweeper program.
Rebooted.
Windows re-installed the device. However, I ran the AMD install.
Rebooted the system as directed.
Checked the device and driver details. The driver date was 10/6/11. atioglxx.dll was located in the windows/sysWOW64 directory.
Started CoX with no error!
EDIT: Found the older post I remembered. Sure enough, same laptop model.

I am sure this is an issue with the version of the driver used. If I update to a more recent driver from ATI COH launches perfectly fine. Unfortunately this particular driver package is the latest from ASUS (I am running COH on a Asus G73HJ-A1 Laptop) and any more recent drivers from ATI make the laptop unstable in general which is a known issue which hopefully ASUS will fix at some point so I am unable to update my drivers without impacting everything else I do on my LT. So far COH is the only application which has issues with the ASUS drivers and I am wondering if there are any fixes for this.

I remember seeing reports one one of the Asus laptops that went haywire when installing any driver other than the latest driver on the Asus website.
Unfortunately, I don't remember what laptop model it was or what the driver revision on it was.
I know it was causing issues for people trying to play CoH. I think the driver was from 2009 and wasn't compatible with all of the I17 graphics updates.
Maybe that will trigger someone else's memory and they might remember which model it was or be able to find one of the posts. I'm at work in the middle of reimaging a computer so my SearchFu time is limited. -

Just a quick tip for any VIP's wondering whether a poster is a Free/Premium player or a VIP player when answering questions in one of the ALL ACCESS forum sections.
If you click on the posters name in the left column, you'll get a dropdown menu with several options. If there is an option to send a Private Message to that poster, they are a VIP. If they do not have that option, they are a Free/Premium poster.
Of course, Free/Premium posters can't use the same method since they cannot send or receive Private Messages on the forums. The option to send a Private Message isn't available if they use that dropdown menu. -

The OP has posted in the Gameplay/Technical Issues & Bugs section as Rajani Isa and Mr_Body suggested.
He is being assisted there, although there isn't much that can be done with that old of a laptop due to the Intel 945 Mobile graphics chipset (newest drivers are from February 2008) and 512 Mb of RAM (shared with the video card). -
This is a new laptop? Or just new to you? It is woefully underpowered for doing anything more than basic computing tasks. If you just bought this in order to play City of Heroes, my recommendation would be to return it and spend the money on buying a computer that will at least meet the Recommended Requirements for City of Heroes.
If you are going to try to stay with this laptop:
Your video card and it's drivers are the most likely culprit here. That is a very basic graphics chipset designed to run basic Windows graphics, not graphics intensive video games.
The video card drivers are almost 4 years old and were released two years prior to the graphics update that came in Issue 17 in early 2010.
Unfortunately, those are the newest drivers on the Intel website so there is nothing you can do to change that.
Several of the video options are showing as Unknown in the CoH Helper report. Go into the Options Menu to the Graphiics and Audio tab, change those settings one step higher, Apply the changes, then change them back to the lowest setting.
Your memory is at the very bare minimum to run the game, and many of the tech types here consider what is listed as the Minimum System Requirements to be much too low. More memory might help with the problem or it might not. It would help the game and computer run better over all, but it's not a guarantee to fix your problems.
Update Windows to Service Pack 3, and install any other Windows Updates available.
Are you trying to run the laptop wirelessly? If so, try to connect the laptop using ethernet to eliminate any wireless problems. -
Incarnate content was not a part of Going Rogue. The Alpha slot didn't come into the game until Issue 19, the issue AFTER Going Rogue.
Prior to Freedom, having a GR code applied to your account was a prerequisite to accessing the Incarnate content. With the launch of Freedom, Incarnate content is restricted to VIP's only, and GR was rolled into the base VIP subscription. -

Create a Support Account (it isn't the same as your Game account).
Use the Ask A Question tab to file a support ticket. This is effectively the same as filing an in-game petition and is available to VIP, Premium and Free players.
That being said, since this is a Incarnate (VIP only) mission and arc, you won't be able to progress on it since you are no longer VIP. The only way you would be able to progress in this mission/arc would be to subscribe and return to VIP status. -

Considering how much attention to detail and reporting of actual numbers that UberGuy has done previously, I'll trust his report more than many other people's reports.
You claiming it is a stealth nerf doesn't make it so, nor does it make another thread about whether or not Lore pets spawn at -1 to the player a different subject. -

It's that little pointy belt buckle. The woman can't bend at the waist or she'll end up popping a boob. It's not as noticeable on the wallpaper, but it's very noticeable in the cutscene for the BAF.

Sending a PM to members of the Dev team or OCR team is also a good method of bringing it to the attention of the Devs. Especially if it's one of the Devs that does bug tracking such as Arbiter Warrant.
Starting a new thread in General is great for getting your name out there for starting another thread, especially when a thread about it already exists. But you have plenty of experience with that over the years.
Actually, it's against the forum rules to start multiple threads about the same thing. So if you decide to start another thread and it gets removed by the moderators, you'll at least have been warned ahead of time. -

That doesn't mesh with the testing after my initial post. I'm able to send both normal tells and global tells being Tier 3.
How many Reward Tokens have you earned? You can see that from the Paragon Rewards screen in game. If you have at least 2 Reward Tokens showing as being earned and are still getting an error message, exit completely to the desktop and restart the launcher and the game then try to send the tell again.
It may be behaving similarly to some people that have had purchases from the Paragon Market not showing up correctly without zoning or reloading the game completely.
