If you are sending a regular tell to a player name, you should be able to access those at Tier 2.
Sending a global tell to the players globabl name may require a higher reward tier.

EDIT: I have a Premium Account that has Tier 3 filled.
I was able to send both global tells and regular tells from the Premium Account.
That meshes with what is listed on the ParagonWiki link above.
Are you sure you are on Tier 2? How many Reward Tokens do you have? You can check it in game by opening the Paragon Rewards window. It will tell you how many Reward Tokens you've earned and how many you've slotted.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Just trying normal tells and replies. Not global @tells. Still says need to be tier four
That doesn't mesh with the testing after my initial post. I'm able to send both normal tells and global tells being Tier 3.
How many Reward Tokens have you earned? You can see that from the Paragon Rewards screen in game. If you have at least 2 Reward Tokens showing as being earned and are still getting an error message, exit completely to the desktop and restart the launcher and the game then try to send the tell again.
It may be behaving similarly to some people that have had purchases from the Paragon Market not showing up correctly without zoning or reloading the game completely.

I brought a cheapie 30day access when freedom first released and am on tier 2 I think. Looking at snowglobes guide I should be able to send tells. I can access global channels.
When I send a tell I get an error message stating need to be tier 4.
Which is a lot money to spend to be functional making and finding teams easily.
I couldn't find when tells should be unlocked on the main site guide to freedom.
Has it changed to needing tier 4? Or should I bug it.
