I'm heading back Sunday evening on a late flight, but if you do decide to stay extra time, you may want to contact Red_Gren about dining recommendations.
He's organized the Justice dinner's for the HeroCon's, the last Bay Area M&G (in San Francisco) and the Player Summit. He's been a bit limited in the selections at times by me, but he's organized some great meals and had excellent recommendations. Even the Korean BBQ meal that I didn't attend was well received by everyone that I talked to afterward.
Being local, he knows the area fairly well and has connections for finding some really good dining locations.
EDIT: If you do decide to make the run up to San Francisco, I'd recommend stopping at Pier 39 for some sight-seeing. There is a little shop there that sells the most fabulous mini-donuts coated with either sugar or with cinnamon and sugar. I think the place is called Trish's Mini Donuts. Get a Bucket O'Donuts. You won't be disappointed, especially if you catch them like Red_Gren and I did getting them freshly made (waited for them to finish as we watched). -

Same as every uStream I try to watch. Lag, lag, lag, finally get semi-smooth video and a commercial comes up.

The first thing I'd recommend would be to free up some space on your hard drives.
Windows gets cranky and strange things happen when the percentage of free space gets below 20%. Since all of your drives are below 10%, I'm surprised you aren't having other issues.
Second, post a HiJackThis log. The DXDiag output tells us nothing that the CoH Helper report didn't tell us.
Once you free up some space you may want to run a defrag on the drives as well.

In Ouroboros, Max's arc is not an arc, but four separate one-off missions. So, no reward table there.

I voted when I went to the site from work (after Hit Streak's initial post).
When I looked at it from home, it doesn't let me have the option to vote.

Polls appear to be closed.
CoH finished in third place with 675 votes (20.8%).
The top three vote getters were the only ones to post double-digit percentages of the vote.
The top four vote getters were the only ones to post triple-digit or larger numbers of votes.
CoH was the top vote-getter in the SuperHero genre.
EDIT: Well, according to others they are still able to get in to vote, so I don't know what's going on and why it won't let me vote from home. -

So what you're saying is that I'm being forced to play the personal missions. TERR-IF-FIC. Thank you, Texas, I'll try them tonight and see if it helps.
What I'm saying is that it is possible that it is being treated as an open arc, which to my way of thinking would be a bug.
Since you are given the reward table before you are offered the Personal Story mission, the arc should be complete at that point. If it is not counting it as complete, I'd /bug it.
Since I didn't run any of the arcs during Beta without running the Personal Story of that contact, I'm not sure if it is counting as open or not.
I'm merely suggesting a way of testing to see if that is indeed what is happening.
If it resolves the issue and lets you access Praetor Duncan, file a /bug report.
If running the Personal Story for Max or one of the earlier DA contacts doesn't let you access Praetor Duncan's missions, file a /bug report and note that you tried running the Personal Story missions to make sure it wasn't being counted as an open arc.
Either way, report back here so we can know if it fixed it or not and whether you found a different solution that resolved it.
I's always better to know what happened so we can advise others in the future. -

I've played three of the games listed.
One I played for the free month that came with the game when someone gave it to me as a gift. Haven't even considered looking at it after it went to it's new F2P/Hybrid/Whatever model.
One I played for a couple of weeks shortly after it went to it's current model (F2P, Hybrid, not sure how they classify themselves).
One I've played for 8 years now (including Beta).
All are in the same genre.
I don't need to say which one got my vote. -
The game also will not allow you to start a new arc if you have too many arcs open, even if you don't have an active mission in them or if you have outleveled them.
Did you do Max's personal mission? If not, it may be considering that a still open arc and may be putting you over the limit of open arcs.
Something to try at least. -
I would if CoH were a Free to Play MMO.
There is a difference between Free to Play and a Hybrid system such as we have here. -

Movement speed in the Personal Stories was increased during Beta due to player feedback about how slowly we moved through them.

The only reason I'm stating the opinion now is that I was mentioned (with a ? after my name) and happened across this post. Just clearing up matters.
And at the time it was initially brought up I was still teaming on a fairly regular basis.
Now that I'm strictly solo, I think it would be even more a waste of developer resources than I did then. -

Last night I ran all 6 DA arcs at x8 diff. In that time I received one catalyst and two purples.

Right-click the game entry in the Launcher window and select Properties. In the window that comes up put a checkmark in the box labeled Launch in Safe Mode and click OK. Launch the game.

Have you filed a /bug report in game when this happens? Do it each time and give as much information as possible about what you were doing, what zones you were in, what powers were toggled on, were you zoning into a mission, etc. This is the best option for VIP's as it gives them information about where you are in the game when it happens as well as what time it happened.
Alternatively, you could file a support ticket at https://support.cityofheroes.com and give the same information as above. Of use the support@coh.com email address to report it.
If you don't tell them there is a problem (through the channels they use for gathering bug information), they don't know something is wrong.

Interpretation of those colors however can be skewed by perspective.
For example, if you are comparing the approximate number of people represented by 2 dots with the current server capacity to the approximate number of people represented by 2 dots with the 2009 (random year) server capacity, then you are making an incorrect interpretation.
Server load capacity has been increased quite a bit and thus the current server colors don't represent the same number of people that the server colors from before any of the upgrades represented.
And we'd need more than just the first day of release to make any valid comparisons anyway. It's much too small a sample size, not to mention other releases that came out on the same day (games and videos). And that doesn't take into account how many people didn't log on last night due to it still downloading.
Let's see how things look after a couple of weeks and try making a rational guess as to whether anyone has been lured back to the game.
And I'd assert that the server colors still may not give an accurate representation of the numbers since we don't know specifically what the colors and numbers of dots represent.
