Basically, Vigilantes are Heroes who are also flagged to be able to enter villain zones and join teams there. In PvP zones the game just looks at your faction flag that shows you as a Hero, not the flag that says your Hero can also enter villain zones. The reverse is true for Rogues who are just Villains with a flag allowing them to enter Hero zones.
As PunchinJudy states the obvious reason for not allowing a Vigilante or Rogue to choose a side when entering a PvP zone is to prevent exploits. Also, i suspect it would be very complicated to rewrite the code for the zones to allow Vigilantes and Rogues to fight as both factions.
Okay so mechanics wise they would still be flagged as a hero or vil... being in that zone doesn't actually flag them as say a vil if in cap or a hero if in atlas.
Does that sound correct?
If so, does anyone know/remember if there was any talk about PvP zones when (GR was in testing) and allowing ppl to be on either side based on which side they entered from vs the actual mechanic set alignment? (as in entering from hero side would flag you as a hero if you were a rogue, and entering from vil side as a vigi would flag you as a villain)
That way you would be flagged depending on what side you entered vs actual full/base alignment allowing ppl to use 1 toon to pvp from either side. -

Has there been any red names or Dev comments on whether or not incarnate ability unlocks will be account based or firmly limited to only toon based? (as in in the future, obviously it isnt currently)

So I have been thinking lately about sonic and thermal and how there are big psi holes in these buff sets. Unless I'm mistaken, Pain Dom's World of Pain and Mind Link are the only buffs that give psi res (lol dom's link minds doesnt really count.. since it give a unenhanceable whopping 1.7% res to psi)
So here is what I propose, and I have a few different variations that could make it more interesting. So to break it down a little easier Ill give Corr base numbers to look at for each option as well.
Remember these are corruptor numbers
1. Add Psi Res to Sonic Haven and Plasma Shield buffs of equal value to the other amount of Res applied.
Sonic Barrier - 15% Res to S/L/T
Sonic Haven - 15% Res to E/N/F/C/P
Fire Shield - 15% Res to S/L/F - 7.5% to C
Plasma Shield - 15% Res to E/N/F/P
2. Add Add Psi Res to Sonic res buffs and Thermal buffs, half and half (of total res value) to each of the res buffs, so as to get the full Psi Res value you would have to be getting both buffs.
Sonic Barrier - 15% Res to S/L/T - 7.5% to P
3. Add Add Psi Res to Sonic res buffs and Thermal buffs, do 45% (of total value) to each res buff and 10% (of total value) to the status protection buff (Clarity and Thaw), so as to get the full Psi Res value you would have to be getting both buffs and the status protection buff as well.
Sonic Haven - 15% Res to E/N/F/C - 7.5% to P
Fire Shield - 15% Res to S/L/F - 7.5% to C/P
Plasma Shield - 15% Res to E/N/F - 7.5% to P
Sonic Barrier - 15% Res to S/L/T - 6.75% to P
So that is about the jist of it. Constructive feedback is always nice.
Sonic Haven - 15% Res to E/N/F/C - 6.75% to P
Clarity - 1.5% to P
Fire Shield - 15% Res to S/L/F - 7.5% to C - 6.75% to P
Plasma Shield - 15% Res to E/N/F - 6.75% to P

Overall the build looks fine. I dont really play scrappers, but thats basicly how a regen should look...
Ok so a few things set/slots wise that you could adjust:
You have 6 10%regen bonus'. Move something around so you arnt wasting this. (stealth or invis) -- possible alternative: drop a slot off of invis (keep the lotg 7.5%, add it to shuriken , slot 2 apocs here for 16%)
Soaring Dragon - Double proc this, replace the heca dam/end for a glad strike proc
Golden Dragonfly - Same deal.. double proc. Personally dont think that -res proc in the pbaoe set is worthwhile, so at least flip it for a damage proc -- as an after thought if you dont wanna proc this out you do get nice set bonus'
Web nade - Take the extra slot from boxing and put it in web nade. Put 2 grav anchors here. I suggest the proc with a Acc/Rech, but otherwise do Acc/Rech and the triple.
Thats about all I can think of slots/sets wise.. maybe someone else who cares about lolregen will chime in. -

You can't run missions for hero contacts as a Rogue, and you can't run missions for villain contacts as a vigilante. A Rogue is really a villain who has the ability to go to Paragon City and team with heroes there, and a Vigilante is a hero with the ability to go to the Rogue Isles/Etoile Islands and team with villains there.
Think of it as being a citizen of one country with a visa allowing you to visit another. You can enter the country and associate with the citizens (team) and take under the table jobs (tip missions), but you have no official standing to work a regular job (normal contacts) or serve in the military (PvP).
It's a little like that.
and pvp =/= military >.>
So i guess really what I'm asking is this... Is RP the only reason why you cant pvp from both sides as a vigi or rogue? -
Is there a reason you are only limited to one side or the other in PvP as a rogue or vigi? Because you can do everything else as rogue and vigi on either side...

I have a great q for the devs to answer. What are their plans to allow getting incarnates through PvP?
I don't know about the other PvPers, but I have about 4-8 active PvP toons depending on whats going on. To be even competitive in the 8v8s the incarnates will be becoming a must with the AoE buff, extra pets, attack procs and 400 damage nukes. I DO NOT want to have to farm the same trails/TFs/raids to get a toon to be at the level it needs to be to even bother using. At this point getting accolades, IOs, and even now the Alpha slot is bad enough to PvE for.
Aside from removing TS, HD and Global Resists from PvP, a working and rewarding PvP IOs/loot/money/incarnate system should be very high priority. If it isn't, at this point, I really don't see me doing any of the I20 stuff (that includes, but isn't limited to the raids and getting the new incarnate abilities)for any real reason other then to say I did it once.
And to all you carebears who come in here and say 'oh but you don't need to have that stuff' and 'but PvE is so hard', obviously your in the wrong forum section. -
Also open your main menu (from your HP bar) and near the bottom it will be there (hotkey of z)

To sort of expand on what psy already stated... This could be, at most, an ok pvp dueling toon. Thats if you spent countless hours playing and testing different builds and strats... and spent a small fortune on it. If you were to flip the powers (as in dark blast and cold debuffs) then you got something.. but honestly this is would just be a time and money sink and still end up below average for a pvp toon.

Well I dont got much to say since personally I think playing a melee toon in pvp to start out is just a bad idea and will get you stuck in a fite kulb mindset... but anyway...
You need more KB protection. You currently have 29.xx. Unless you are not planning on jumping at all (cause elec armor doesnt give you KB protection unless your on the ground) youll want an extra 12 points of KB protection from somewhere.
You are breaking the 'rule of 5' with 5% recharge bonus. Change some things around and get different bonuses so your not wasting a 5th slot bonus at the least.
Power Surge should have some sets in it. HP or anything at least. Not really sure why your taking this power anyway... not ever worth thinking about perma-ing it
Your resist are almost underslotted.. may want to think about getting some more end redux enhancment.
6 slots for 1 7.5% recharge bonus in confront is pretty much a total waste. You could spend one of those slots on CJ and toss in a LoTG 7.5% instead.
Something to keep in mind about that 6% acc kismet IO, its a 120 buff so you need to remember to toggle CJ on fairly regularly.
Thats about it for now. My best advice for you if your really want a melee toon to PvP with would be to reroll regen. GLHF -

Im just going to start out with this and then give you some feedback...
Reroll. Anything. Even a Warshade is better in PvP then a stoner.
With that said, I dont think you understand how KB works in pvp compared to pve, but 4 points of KB protection is about 37 points to low. Why did you not take rooted? It at least give you KB resist (which is better then KB protection cause you dont need a stupidly high amount of KB protection when you have the resist).
Do me a favor. Go into a pvp zone or arena. Bring a tray of purples. Open up the combat attributes window and look at defense. Start popping purples, dont stop until you softcap your defense. Then do the math of how many you popped and then consider if its worth softcapping for s/l/psi.
Once you do that come back again and we'll talk. -
What you heard is only partially acturate. When you get travel suppressed, besides a movement reduction, you also get a -regen debuff on you.
The regen from soothing aura acts like it should. It buffs your regen. If you get a -regen debuff, then you get less regen... -
Thats a little better overall, but if you havnt already you should take a look at those builds in the other posts to get more of an idea what a semi typical build would look like.
Right now your attacks are very underslotted. Also if you split up that Apoc set 3 and 3 you can get the nice HP bonus 2 times.
As far as the IOs you slot, look more closely as to what ones of a set your slotting and what they actually enhance. On your attacks your low on Acc.
Not really sure what toggles you plan to run, but as it stands now you are VERY toggle/end heavy.
If all your planning on doing is zone and not arena (though even then it doesnt matter so much) you should be fine with 1 phase power (hiber OR phase). No need to get both since you can get/buy a temp phase for getting out of hiber if your getting camped in zones anyway.
Not sure if you were going for so much recharge intentionally, but keep in mind that overall things do get DRed and the higher things are out of the norm the harder they get DRed. So extreme amounts of recharge isnt going to get you much. Just something to keep in mind. 30-70ish is kinda the range that alot of ppl have depending on build/powersets. Much more then that and its just a waste. -
I agree with what Fiery, Macskull, LuxunS, Posma, Philly Girl, and Mr. Liberty said overall.
Since i13 there have been some QoL changes for arena, mostly dealing with the UI and improving it somewhat. These are good things. All those added options (though half of them go unused because they are not useful in their current state) are a nice thought. The idea of game type systems (I'm looking at you swiss draw) are good ideas as well if the devs knew what kinda games PvPers actually played in arena.... *cough* Kickball *cough*.
Rating System/ PvP Rep/ Bounty - The idea behind these things I like, but again in their current system they are pretty worthless. A lot of games base a toons PvP 'fame' on how well they do and then they in turn use that 'fame' as their currency to buy PvP related things.
Power Differences between PvE and PvP - This is one of the necessary evils that is a love/hate thing for me. I do not like it because any new person will have to relearn how to play because the rule book was changed on them. On the flip side, it is really the only way for the devs to have room for balance without changing the PvE side of things.
Diminishing returns - As previously stated by other people, I like the intention behind it for balance reasons, but everything based on AT and not powers/powersets is just bad and lazy.
PvP IOs - The idea to have PvP loot is great. The current system is bad. The implementation on how to get them is bad. The fact that you can get them without PvPing is bad. Anyway you get the idea. Whoever made the set bonus' for these PvP sets didn't ever PvP. Half of the set bonus' dont make sense to have in a PvP setting.
Mez - I personally did not play enough in PvP prior to i13 to get a true understanding how the old mez system played into PvP (started PvPing about i11). The non-offisive toggles no longer dropping and just suppressing is a very good improvement all around. The suggestion that Mr Lib made about it all I think is the direction it should go, but it would need more tweaks then just drop that idea on top of that.
Epic Shields and Tough - Giving Res to all damage types I think is a good improvement here, though the ammount per damage type may need to be looked at some time when/if powers ever start getting balanced. Right now there is no downsides to taking the epic that you want. So if you want power boost for your controller, great, grab power mastery. You dont even have to consider what epic shield your getting. Im not really saying thats a bad thing, but it also is just another factor that dumbs down things even more.
Global Resists - These are bad. From the intention they were coming from I can understand it but the current amount you get FOR FREE, its just bad.
So all in all PvPing in zones for any extended period of time makes me want to quit the game (again). The Travel Suppression and Heal Decay makes my emp cry. If you couldnt turn those 2 things off in arena, I would not PvP anymore. Arena is the only thing keeping me in PvP. -
I really have no idea what your building for there...
First off, you need knockback protection. If you dont want to be knocked on your *** all the time you need about 41 KB protection. I also highly suggest getting acro.
Having an 'escape' power in PvP with the retarded Travel Suppression is almost a must. I suggest picking up Phase Shift.
Your HP is actually around the range you want after you get accolades, but the build overall is not good so this will need reworking anyway. (HP cap is 1606, with accolades you currently would have 1534)
What was your reasoning behind taking Fire Breath? Its a really bad power for PvP. I suggest swaping it out for Blaze.
Nukes powers (Inferno) are useless in PvP. Only reason to take them would be for set bonus'. 9 times out of 10 that are better powers you can take for set bonus mules anyway.
Now I'm not really sure what your doing with the build (wether it be support or debuff/damage that happens to have a heal) but either way you at least want more slots in Warmth.
I highly suggest sloting the Chance for +End in Stamina. Just swap out one of those in the set for it.
The reason for giving you this feedback and not just giving you a link to this other thread with builds in it is hopefully youll understand a bit about what ppl generally build for as well as learn things that you can apply to future builds... so anyway, check out this thread for a few good builds that will get you going in the right direction as far as slotting and power selection goes:

I would say therms are on the same leg as a psi/em. You can spend a lot of money on them and it will make a pretty big difference, but you dont have to and they are still very enjoyable.

As far as brutes go, WP does work very similar. Biggest thing you would be missing is the oh sh** heal/+hp buff that invuln has. WP does get some +HP in other ways though which is still nice. My only thing really against suggesting that your friend do a melee is that for beginning PvPers they go get on a regen/brute/tank and they just end up stopping with that. They dont expand on toons they try and PvP with. They just end up falling into fite klubing and never getting past how hard their regen is to kill in a zone. I dont mean to bash fite klubing so bad. Let the Tru Warriors have their fun, but with someone who has some clue on how to play though, a taunt bot/range speced melee toon can be very effective and not just some nuisance that is running around and punching you in the face when 5 other ppl are travel suppressing you.
