Question about Soothing Aura
What you heard is only partially acturate. When you get travel suppressed, besides a movement reduction, you also get a -regen debuff on you.
The regen from soothing aura acts like it should. It buffs your regen. If you get a -regen debuff, then you get less regen...
I guess my question then is how big is the regen debuff?
Ingame numbers say -100%.

I have read that regeneration is surpressed whenever you are attacked in PVP. Does that mean that powers like Soothing Aura don't have much benefit or is it just that the regen is only partially surpressed so it still allows a lot of survivability?
