I´m not the biggest pvp´er but i have not seen a electric blaster in a zone ever.

This is really annoying to me and I'm sure to many other people. Anyone that does THIS is instantly on my ignore list. So that might be your problem right there. I can't stand when people bug me to join my team if I don't know them, and I never do it to others myself. If I'm not on a team, I FORM a team. If I wanted you on my team, you'd either be ON my team already, or I'd be looking for someone with their flag up so I'd find you anyways. But bugging people already ON teams? Such a huge taboo, and I don't know why but it bothers me SO much when people do this.
I form teams if there are people available what do you do if all of them already are on a team?
Also I have played on the US servers and i asked people already on teams and they happily invited me.
The problem seems to be YOURS alone. -

Shriek, Scream, and Shout are pretty close to each other. 25.###, 25.###, and 26.### respectively (if memory serves, but still, they weren't very different)...and since they all do -20% resist, keep the damage going.
I personally don't know how much +RCH you'd have to get however, to chain Shriek and Scream. -

Achilles Heel "ignores" the purple patch because the Achilles Heel -Res debuff is *not* an effect that the player imposes on the target. The way the debuff works if you trigger the debuff your attack actually Grants a passive power to the target that applies the debuff.
Since the target is affecting itself with a power you gave it, the debuff always affects the target for full strength: never more, and never less. It is always an even-con effect by definition.
Edit: that's probably also why it uses the Melee_Ones table: if it didn't every target you hit with it would have a different strength effect because the effect would use the target's table, not yours -

30% chance for -5 regen on Zappys lightning bolts would make me consider it worth using.

Did Maria Jenkins on a team.
Leader was 48.
Setting was +2.
Bobcat spawned as a level 53 AV
Not managable considering she was 6+ to us being ssk´d
Leader set it +1 and reset and she spawned as a level 50 AV which was far more doable.
Silver Mantis and Ice Mistral are also behaving the same in bank missions so i guess that something weird is happening when the mission contains an av that can spawn at 54. -

Achilles Heel is not unresistable. I'm guessing that because the proc reads off the Melee_Ones table instead of the Ranged_Res_Dmg table it is exempt from the purple patch.

No, but I played for about three months on the lowest population US server and NEVER had a problem getting a team when I wanted one.
To people in various level ranges sometimes to over a hundred people without getting a single reply.
TF teams isnt really a problem, regular teams can be. -

With set ios id go 4 expedient maximise the recharge and damage in fifth and but a soulbound allegiance chance for build up since it triggers alot.

So was doing some praetorians tonight and team leader bumped difficulty to +2.
We ended up with a 5-6+ bobcat that was impossible to kill.
I managed to check some stuff(forgot to enable ui on screen) noticing that 3 kins spamming transfusion, pgt and lingering debuffed her to 96 something regen.
The weird part was thast my mortar was showing -20% resistance and the rads enervating field was -3.32%
I got an achilles heel in mortar so i was wondering if its set as unresistable(the proc)?
Forgot to check combat logs. -

Got a wp/stone tank from 4-12 .
Got my ice/kin corr 3 levels on an lgtf so now its sitting on 49 while i´m slotting my stupid softcap s/l/e/ranged build just to see what its like.
Got my traps/soinc to 47 maybe finishing it tomorrow.
Got my fort to 34 after sitting on 30 forever.
Got my thug/storm 21-27
My Stalker from 26-28
Thats all i can remeber for now but i got a level oor 2 on various toons as well.
Made some cool investments, talked to some friends that came back for reactivation and most importantly i had fun -
already got my storage sg filled up, in the process of filling up my vaults

If you go Psi as your epic you have a safe way to setup Fuclrum.

I got invited to a sg and a team and seeing they were in hollows i said sorry quit the team and hunted more skulls to get to 7 so i could enter the hollows -
I would worry more about an all peacebringer stf than blasters.
