That would be another stupid move for them. Seriously. nVidia manufactures the chips and then sells the chipset to the board manufacturer, doesn't it?
So why narrow the slice of the pie? -
Windows Security Essentials is a renamed version of Windows Defender. They renamed it and updated it for Windows 7 and Vista.

This is one of those facts I can't pinpoint. I know I've run across it several times in various psychology and criminology classes, having to do with risk/reward, expectation, and addictive behaviors. I know there's a cite out there that is available, but I don't have it handy. My search-fu is not so good.
I would also like to point out the difference between nature and nurture and how one can override the other. When I say 'hardwired to expect a 70% success rate or better' this is a much softer thing than if I were to say 'this loudspeaker is hardwired to produce sound at 70db.'
An individual can have very different expectations and tolerate very different results, but the overall, gestalt result over a good sample size will have people exhibiting the least discomfort when a repetitive task presents success rates of 70% or better. -

Once success falls below that threshold, repeating the task becomes progressively more uncomfortable, psychologically speaking. Different people tolerate low success rates differently; some will quit trying, some will keep on and attempt to find 'other ways' to bring the success rate up to 70%, etc. -
Occlusion + Full Screen Anti-Aliasing together causes problems. They're both GPU intensive operations, and even if you have an ATI card and are running Catalyst 10.8, you still suffer a pretty big performance drop even if you don't crash.
I'd never put the two on together, just for that reason. Occlusion doesn't add that much to the game, and on nVidia cards, it tends to disable FSAA. At least it did on my GTX 260 and GTX 465. -
There are two kinds of "match compensator".
One is the exhaust/muzzle brake type. This type works by redirecting the gases driving the bullet, after the bullet leaves the barrel, thus counteracting the natural tendency of the firearm to flip upwards due to the barrel of the firearm being offset from the support of the hand.
The other type is simply a weight under the barrel, at the muzzle of the firearm. Again, more weight and a changed center of balance counteracts the tendency of the muzzle to rise.
Sometimes they're combined as a particularly weighty version of the muzzle brake, like in the picture. -

I will continue to use the non-animated tails for a number of reasons, not the least of which is this:
There is a GAP between the base of the animated tail and the character's body.
Yes, a gap. A very visible gap. The placement of the tail's 'root' on the model is very poor relative to the character's model, body scaling, etc.
The MOST visible gap happens on my Imp characters. Body scales are all at 0 (the left most option) except for waist, and the gap between the animated tail and the character's body is horribly obvious when viewed from the side.
This is *not* the case with the static tails, which have the proper seamless placement. -

After reading your clarifications, where the old textures are updated with higher resolutions without any other changes, I'd have to vote for option 1.
Caveat: Leave the lower resolution versions in the files for the graphics engine to reference when someone's computer is running lower resolutions or running under safe rendering mode, etc.
Caveat 2: Many costume pieces now look seamless when worn together. This *must* remain the case. -
Go for an EVGA nVidia GTX 460, in my opinion; note that the 480 runs hot, even for a video card, and you may be able to get just as good performance from the 460.
While the 460 has a lower number than the 480, the 460 is also a newer card with a newer, cooler running design, that puts out numbers that are pretty darn good compared to the 480. -
1980x1148 is definitely windowed mode.

One thing I see immediately that has occasionally caused trouble is the Steam service. The overlay sometimes interferes.
Looking at your other services, there are an awful lot of "missing file" errors. And some that just plain don't need to be running all the time, but I don't see, offhand, any major issues.
I'd try checking out the latest version of the video drivers direct from nVidia.com rather than going through the Windows 7 updater or Alienware/Dell. Sound drivers seem a touch out of date, but sound shouldn't be causing graphics stalling.
I don't recognize ESET NOD offhand, but I have the feeling it's an anti-virus/anti malware program.
I also notice you're running nVidia's stereoscopic vision service. I've never seen that one before, so I don't know how it reacts with the game.
You have anti-aliasing at max; try turning it down a notch or two, you should see some instant performance improvements, and your video card, which is notorious for running hot, will probably cool some too. -
I'm not getting this behavior on my Intel/nVidia system either. It runs smoothly and doesn't force the fan on high.
So as je_saist said, this is a problem with your specific configuration, and it might well be the video card driver, or a program running in the background, etc. -
Hm. Odd.. about the only other "faction check" in Praetoria are the faction restricted buildings, like Marchand's hangout and the Underground entrances.
Maybe that's what caused it. -
Do not use Ouroboros or Pocket D to travel to the mission, and you'll have no more troubles like this.

Did you try playing it without any compatibility modes at all?
As in, in straight Windows 7? I'm seeing a lot of reports of people playing in compatibility mode having trouble, but I play in Windows 7 natively without an issue. -
I'm fairly sure that it's erroneously telling people the epic ATs are unlocked, for characters that have started in Praetoria.
At least, until they get the epic archetype unlock system revamped and fixed. Right now it, like other "side dependent" things such as supergroup membership etc, is broken and not working, due to the indeterminacy of not knowing which 'side' the character is really on when it hits level 20. -

Windows 7 and City of Heroes get along just fine without needing to put City in XP compatibility mode. I know; I'm running Windows 7 64 bit professional and in City of Heroes right now.

I vote for eVga. They build durable, highly capable cards, and have a very good reputation. They're also easy to deal with.

I've never heard of HT Omega. It sounds like very much an off-brand.

I wish ALL flight speeds were at the "bugged but still easily within the server's capabilities to keep track of" level for player characters.

The mail system relies on the same server that runs Global Chat and Wentworths.
Think about how many times Global Chat channels disconnect almost every night, and about how many times Wentworths lags and seems to be down.
Now really really think to yourself, "Would I trust this overworked, overstressed, glitchy global server with anything that I really really care about?"

An unnamed random Malta Gunslinger at level 45. Even con at full health, who gets hit by one shot from my human form Peacebringer's Gleaming Bolt. He fires a shot of his god-powered cryo-freeze ammo and then... he's running like he's training for the Olympics.
While my character is standing there helpless, no shields, no way to fight back, no breakfrees in the inspiration window.
I'm sorry, Castle, you *really really really* need to have someone take another close look at this code and fine tune it. Mobs with Teleport or Flight powers are particularly bad; Tsoo Sorcerers and Ancestral Spirits, CoT Demons, Sky Raider 'Porters and Wing Raiders, Malta Gunslingers and Sappers. -

The Grief flag gets set to true when the enemy's morale breaks. Morale can break because a team mate died too quickly, or because they cannot attack their enemy effectively. So, if a group of softcapped players AoE nuke half a spawn down, the rest are pretty likely to run away -- a bunch of their team just died AND their odds of being able to retaliate are at minimal levels.
I'm not saying there isn't a problem; I am giving you, the players, more information regarding how it works internally. You should also know that runners are a part of the game and eliminating that aspect of the game isn't really likely to happen.
