Need help with the Updater

I just got a new desktop. Installed COH Going Rogue Complete collection. When I click on the COH Icon it doesn't start up the updater.

it's on Windows 7 which is completely new to me so maybe hoping it's something simple i missed

City of Heroes updater has to run as administrator.
