SR doesnt need the medicine pool - or the fighting pool for that matter. (combining inspirations is your friend)
You can also skip a travel power with the small CoV zones (except nerva) till the 40s,
Ouro portal, quickness and hurdle + CJ should cover you (+ jetpacks) -
On my DB/SR I went for the Attack the Vitals combo, I have good recharge so I can spam it constantly - also have the Empower combo that you get pretty much by default.
I also have Thousand Cuts for AoE and thats all I need - it recharges pretty quick.
I took shark throwing for a ranged attack to use on runners and hibernoob to make me virtually impossible to kill -
If I were to redesign the forms I would do the following.
Forms dont have separate attacks, heals ect.
Turning on Nova form toggle gives hover, a damage boost - greys out melee attacks.
Turning on Dwarf gives extra HP, resistance and a damage penalty, attacks have weak gauntlet like a brute - greys out ranged attacks. -
All I really want is solar flare changed to knockdown, chasing after mobs all the time on a melee (human PB) is a pain. If lightform also worked as a breakfree would be a nice addition.
If light form was like 'strength of will' or 'one with the shield' that would be sweet. -
If you are using standard lvl 50 common IOs then some of the passives don't really need more than 2 slots.
Lvl 50 IOs give over 40% enhancement each, does an extra 10% for a third IO mean that much to you on a power with a base value of 5% ? (same deal for schedule B enhances like def and resist)
Think what 40% extra end redux or recharge ect could be adding to an attack, just by shifting a slot. -
For most of my characters I wouldn't bother with purples, hitting the def soft cap seems far more beneficial.

Well heavy burst does a little aoe def debuff, and you can slot an achilies heel -20% resist proc in it too

I would definatly reccomend getting tough and weave.
I don't think you need resist elements, just KO blow the guy with the flamethrower.
When you consider how invincibility works you will see that handclap is actually counter-productive to your survival.
Get tough hide as soon as it becomes avalible.
If you like handclap and hurl boulder try having them on a second 'solo' build. -
I find my SoA Huntsman is great for support/damage/debuffing on ITFs

Have you considered Thermal?
Resistance shields won't become redundant once the SD softcaps def with IOs. Also has healing and some nice debuffs.
Could have an elementalist theme Ice/Fire - with power customization you can make the two sets look good together. -
While being able to use existing enemy models as MM pets would be nice I can see a problem with it from a teaming point of view. Your team mates could get very confused (especially melee types) if say a council pet MM or 3 was on a mission vs. council.
I think I would quit that team at the first chance I got. -
I have an Elec/SR thats almost 50 so I know a bit about adjusting the difficulty to suit the aoe focus of Elec.
I'm just saying that as a solo set dark melee, claws or fire is probably more optimal than elec. -
I think I would have taken Pulverize instead of Jawbreaker for a more consistant fury building.
Energy absorbtion will get rid of all endurance issues when you get it. -

If you choose your sets right you can have capped ranged defence and be nigh invincible.

I have a shield/war mace tank thats pretty similar to what you are going for, I did take the manuvers because it stacks with grant cover so I figured the more def the merrier.
I don't think you will be dissapointed with the damage anyway (wipe out wall spawns in about 4 moves).
I did take taunt for some control at range and AVs, GMs ect. -
When fighting the Haloween GMs my Invl scrapper pulled aggro off a fire tank about 60% of the fight, I was pretty surprised and chuffed

You always try a Dark Miasma defender - Dark Miasma is awesome.
Or a Necromancy/Dark Miasma Mastermind -
I would be overjoyed with the ability to have ano sounds option for individual powers in PvE, I couldn't give a flying monkeys about PvP

Not all armour sets have a not effects option - I wish they did

Not all toggles fade out - I wish they did.

I find some of the sound effects on toggle armour powers to be highly annoying. Could we get a no sound option for powersets.
I deleted my Energy Arua brute because Energy Cloak makes a droning noise like a WW2 bomber engines when running - since I didn't want to bomb Dresden I was left with delete to make room for a non-annoying armour set.
The whiring blizzard sounds from ice can get old fast too. -
Energy aura is actually not that bad, I just couldn't live with the sound that Energy Cloak makes so I deleted mine at 32 though. It's also not much of a team brute, stealth instead of a taunt aura but since you want to solo I guess that doesnt matter.
I would say SR is probably a better option. Any primary/SR will be awesome though elec melee has pretty naff single target damage so you might want to avoid elec. -
If you are prepared to spend some inf you can soft-cap S/L/E/N defence from one enemy on Invl. I have a soft-capped invl tanking scrapper and its pretty firkking amazing with none of the stupid movement penalty of rooted or granite - I easily soloed the Manticore TF for example.
With IOs you can take some of the sting out of stones drawbacks or you can turn invl into a beast.
