Try again. Sometimes you can't regrab it instantly. If that doesn't work, odds are, for whatever reason, the name was added to the unavailable list in the interim. That wouldn't affect characters who currently had the name, but would prevent it from being used my newer characters.

Have you joined any of Protector's global channels? Jello Shooters, Protector Vigilance, Protector Watch, Protector TFs are all good places to start.
I just finished an 8 man Manticore (started about 11 am Pacific time) and moving on to a Citadel tf which looks like it'll also fill. And that's at a pretty slow time. -

You want to be careful getting there, though. There'll be a lot of DE Monsters about, and if you fly, you have to watch out for the Devouring Swarms, which will negate your flying and teleport ability for a long time. -

I don't believe that those are standardized. Croatoa arcs, for example, give huge xp and infl bonuses upon completion. Original arcs, not nearly so much.

Surveillance shows them having normal perception for their rank and I've read that stalkers can't sneak up on them (I don't have a stalker to test with myself). But Aggelakis claims they don't ignore stealth, just have extra perception.
For my own testing, I started up Indigo's arc which has KoA in the first mission. I then capped my blaster's pve stealth (200') with empowerment buff, Cloaking device, and multiple zonings with stealth IO. They had no problem seeing me once I hit the 45' mark and not before that point. -
