Depends, if you're looking to PvP (which most /Regen scrappers can do successfully), then go with more +HP. If you're gonna PvE, go for Recharge, Defense, Regen, and HP bonuses in that order.
You can get to 18% or 20% defense to all positions, 50+ hp/sec, 50 (ish) global recharge, and around 1500 base HP with the accolades and a relatively cheap build. -

Willpower seems superior to Regeneration in every way. Why pick Regeneration over it for numbers sake?
1) Willpower RTTC and Regeneration Integration assuming facing one target are the same. However, RTTC pulls ahead when faced with multiple targets.
2) Willpower gets a permanent 30% HP from High Pain Tolerance and it gets a +Res All. Regeneration gets Dull Pain which needs a lot of slotting to get perma and you might hit the cap.
3) Willpower gets Smashing/Lethal/Psionic Resistance and Defense. Regeneration gets Instant Healing while good is a 90 sec duration with a 10 min 50 s recharge... so WP gets all those goodies everytime and Regeneration gets it approximately 35% of the time with slotting. In fact, it could be argued WP might be more survivable even when Regen has IH.
4) Regeneration has Reconstruction but even with that the mitigation is only approximately once every 30 seconds vs WP's constant mitigation.

I think I'd bet that a thread containing this very subject comes up more than once a week. Maybe on average, once a week. It's getting ridiculous.
I have an IO'd to the gills Fire/Regen which is quite powerful, and I've often outperformed /WP toons that thought they were so great. I'll tell you the biggest difference. Walk into a PvP zone with a /WP and then with a /Regen and tell me which one you think is going to help you live longer. Although, at the highest level of PvE (with IO's), a /WP is likely going to outperform a /Regen because of the multiple layers of mitigation. I personally like having 3 "Oh ####" powers instead of one "this could get rough" power.
Also, with Katana, Broadsword, or even Dark Melee, you get a lot of damage mitigation in your attacks. Katana and Broadsword both provide knockdown/knockup, as well as having Parry, which can get you upwards of 30% melee defense with double stacking (not hard to do). Dark Melee hits opponents with a severe -ToHit debuff, which is, in essence, giving you a higher defense to that enemy. Go roll a Katana or Broadsword with /Regen, IO him out, and tell me that it's not one of the stronger characters you have.
On a related note, maybe we should just compile opinions on the /WP vs /Regen debate and then make it a sticky at the top of this thread. Or just pro's and con's of each set. -
The ability to slot the Placate Proc into Will Dom (the set's heaviest hitter) is huge. Like really huge. It means just by using your normal attack chain, your opponent can't attack for quite awhile.
It also helps that if there are any /Invuln or /Stone Armor Brutes running around (or if a /Regen Stalker pops MoG), Psy will cut through them like butter.
But really, it doesn't matter that much. If you're Psy, Sonic, Fire, or even Archery, you're going to get kills in PvP. Plenty. -
Psy also has 4 Single-Target attacks that each do considerable damage. And all of then have an 80 ft range. Whereas, Sonic has 3 good ST attacks and Shout has only a 40 ft range.
Not to mention Sonic's root times are almost way too long. You're really risking getting chewed up by Stalkers. In addition, it takes a few hits for Sonic to start really hurting enemies, whereas Psy has better burst damage. -
Is TK Blast usually slotted for damage or knockback?
What's really nice about Psy is it has 4 ST attacks, all of them doing significant damage from high range. That makes having a ST attack chain easy. It's an added bonus that Psy is slightly less resisted overall.
I personally can't stand Sonic. I hate the horribly long animation times (although it deals more damage because of that, I still can't take it). Fire/ still does pretty good damage. Haven't finished speccing my Archery/EM but I hear Archery is pretty good for PvP. -
How about making other AT's more viable (ya know, the Brites, Tanks, MM's)?
I don't think I can handle more nerf hammer beatdowns. -

The double Maneuvers don't need to be constantly refreshed plus both T2 pets get double stacks.
Gang War > Repair because Gang War can take the two recharge pet uniques giving your pets +10 Resistance and +5% defense. No other primary can do that.
I'm working on getting a IOed Thugs/Traps to try and see how it compares with my IOed Bots/Trap.

You know Necro can do that as well, right? Soul Extraction lets you put the Recharge Intensive Pet Aura Uniques in it. So no, Thugs isn't the only set that can do it.
Also, if you're /Dark, it can be done with any primary. -
A teamed troller is most certainly powerful. But they still aren't on the level of Corruptors and especially Doms.
Scrappers, even Regen Scrappers, can lose easily to the many FoTM Mind/Fire and Mind/Nrg Doms running around. When all a scrap can do is hit with Laser Beam Eyes, he won't win. Especially since /Regen is so clicky, just a mez and a KU can do the trick.
Sure, my Fire/Regen can do insane damage when I BU + GFS and crit. But how often does THAT happen? Not very often at all. Especially when you factor in how hard it is to get near a Dom before you need to hit a heal or MoG. And even with MoG, Mind/ completely ignores it. And really, I should be able to put some serious pain on a "squishie" when I Build Up and attack with my most powerful attack and it crits. -
Blasters are truly the only AT hero side that poses a real threat in PvP. Trollers can be good, if they're /Thermal (and soon to be /Cold) but they're not anything special. And sure, Regen Scrappers can be tuff. But a decent Dom spike/gank will easily wipe one out. Meanwhile, villains get Stalkers, Corruptors, and Doms all of which are more than viable.
Doms are, right now, not far behind blasters at all. -

I know, it really does help quite a bit. More than anyone would think. Never realized how big of a -Regen debuff it was until I was in RV on my /Regen Scrapper and one hit me with the single cannon and then the dual cannon and my regen was floored.
Also, Necro/Dark has some of the best damage mitigation outside of /FF. -
Yep, it's still the case! One end reduction IO should completely solve all of it's endurance problems.
Protector bots are so tricky to slot. Almost as tricky as the Lich. -
I have a purpled out Fire/Regen that I PvP with in RV and he destroys Stalkers. I'd say definitely go Regen. Bait a Stalker by letting it hit you, and then hit Reconstruction as soon as they AS you and you'll be back to near full-health. Fire/ puts out so much damage that it takes a matter of 7-15 seconds before any given Stalker is dead. Of course, Broadsword deals massive damage as well (BU + Headsplitter + Crit makes a tear run down my cheek).
It's not too hard to get to the perception cap. Get Targeting Drone or Focused Accuracy, Tactics, and the +Perception IO and you're there. The thing is, even at the Perception cap, you'll only see Stalkers from 10 feet away.
Or you could just make a Bane and wait until Going Rogue comes out. At the VEAT perception cap, they can see Stalkers from 100+ feet away. -
I disagree with whoever said Necro is the worst primary. Once you get to 32, entire mobs of enemies will be cowering in fear as your horde sucks the life out of them and while your Grave Knights easily tear down anything in their path.
Different primaries offer different things. And I have both a 50 thugs and a 50 bots and I'll say that my bots consistently and reliably deal more AoE damage than my thugs. Full-auto laser (x3) + photon grenade (x2) + incendiary missiles + swarm missiles = nothing lower than a boss lives. Ever. -
Yes, and not just because of the Necro/ part (although I love the primary, and it is pretty good for ST damage). Most of the primaries will work for duels if you pair it with /Poison. Ninjas, while being squishy, have great ST damage. Mercs are probably the worst primary, but even then /Poison's debuffs are so powerful that it could still probably work.

I was also thinking the 1.15 base accuracy means that you can focus more on slotting for damage, range, etc. because even with the accuracy being enhanced by 66%, you still get around 1.9 accuracy. And most primaries have to devote 90% slotting for accuracy in their attacks to get 1.9 accuracy.
I have a 50 Arch/EM blaster just laying around that I haven't played for a few issues now. Guess I could spec him out for PvP? -
What makes Archery so good? I mean, I know it's not as good as Sonic or Psy, but the general consensus seems to be that it's a pretty good PvP set. Is it the relatively long cast times and the good range on every power?

Well Bots damage isn't as resisted as Lethal. Some guy had calculations that had about 46% of the PvE content resisting lethal, and somewhere around 18% resisting energy. Also, Bots have better base resists.
And if you're rolling a /FF for tanking, that defense that the Enforcer provides becomes negligible if you slot well. -
You could just buy generic IO's, which really aren't expensive. 2 level 50 Accuracy IO's will get you to 84% accuracy.

I don't mean to be a pessimist, but you're going to be sorely dissapointed by this toon's performance in PvP. You'll be able to handle some SO'd toons or maybe some Dom's with poor accuracy, but that's about it. Defense is not a reliable survivability tool. In fact, my Scrapper can hit SR Brutes and Stalkers at the soft cap (well, they're at the soft cap in PvE, not PvP) almost 80% of the time when they're not in Elude.
Personally, I'd just stick to PvE if I were you. Or you can walk into RV and get thrown around and Held by a Mind/ Dom while a Stalker breathes down your neck and finishes you off. Please, do what you want and try to make it work. But when it doesn't work out in PvP and you see a Regen Scrapper surviving a lot, don't ask for a Regen nerf (it couldn't survive another nerf) or a SD buff. They each have their own place in City of Heroes, and Regen's is PvP while SD's is in PvE.
But I'll be super impressed if you make it work, and that's more power to ya! Also, the level of competition depends on the server. Which server do you play in? -

This. Know that if you plan on trying PvP with this toon, you will absolutely need an alternate build for PvP. Don't try combining your PvE and PvP builds. /Regen has the benefit of not needing to gimp itself badly for PvE in order to PvP. -
I'm a pretty consistent PvP'er on my Scrapper, and I'll tell you that you need to look at a different secondary if you want to be one of the better PvP-viable Scrappers. Shield really isn't the worst PvP set (I've actually seen some very very tough SD Tankers in RV, but Shield/ offers more for a Tanker in PvP than a Scrapper). I'd put it at a solid 3rd behind Regen and Invulnerability, although the gap between Regen and the rest is huge.
My main hero and PvP Scrapper is Amadaeis, a Fire/Regen Scrapper. I'd suggest looking at Broadsword or Fire Melee if you really want to PvP. Of course, to be a respectable Scrapper in RV you need to be Regen. And any good player who has played Regen will tell you that you can get remarkable survivability out of it, especially in PvP.
Keep in mind that you will never be elite in PvP unless you roll a Blaster, Dom, or Stalker. Scrappers are middle of the road for PvP, although probably the best melée toon for PvP (outside of Stalkers).
You -can- make Shields work for PvP. It's hard, but possible. However, you'll gimp yourself for PvE in your PvP build.
Now, as for Shields in PvE? In my mind, I don't make a Scrapper unless I plan to IO him out (not true for all AT's, but I feel obligated to with a Scrapper because I can't waste the awesome potential of one of the best overall AT's in the game). With that being said, Shield Defense has made Super Reflexes a non-existant set for me. I had a 50 Broadsword/Super Reflexes Scrap that I loved. Shield Defense came out, and I realized how much more potential it had. You can softcap both, which means that after defense, whichever one has more tricks and other layers of mitigation is better for me. Shield Charge, AAO, and the +Max HP of true grit seal the deal as making Shield Defense possible the best Scrapper Secondary out there. Keep in mind, this comparison of SR and SD is all simplistic and a personal preference.
To softcap Shield Defense, you'll need the Steadfast Res/Def IO and Weave. That gets you an extra 7% to all positions (if you slot Weave a little bit for Defense). Really, it's not necessary to softcap melée because you have Parry for that. If you can (it's certainly possible), more power to you (and another power choice instead of Parry). -

Have you PvP'd recently? Because the only -real- advantage it has is Range. With global resists, Toxic Damage does as much as any other type. Immobilizes will last for 2 seconds. And slows don't even exist in PvP anymore (practically). But yes, Spines does have rang which is a big deal. Other than that, though, Elec Melee will be noice in PvP. End Drains are still viable. Although you'll probably only get to drain another melée toon or maybe a Mastermind. -
So I'm assuming it'll be blue electricity (just like everything shared by CoH and CoV is blue and red, respectively). That is, until I make it WHITE LIGHTING!
I'm very very excited for Electric Melee. It's the one set I wanted for Scrappers for awhile (besides Superstrength, why wouldn't I want that!?). I was going to make an Elec/Invul Brute to switch over, but now I don't have to and I can have my secondary that I truly wanted! I can't wait to bring my Elec/Regen Scrapper into PvP. Might even strip my purped out the wazoo Fire/Regen to put him there. -
