I think Regen and probably Willpower might be the go-to secondaries for PvP. Don't quote me on that, though.
As for accuracy, blue-side has access to a bunch of to-hit buffs, so hitting villains shouldn't be a massive concern if you build right. Elude and Kuji-In Retsu might still allow them to run away in time, but that's how a stalker plays.
Quills won't do much against Stalkers since they have overkill AoE defense in Hide.
My suggestion for a secondary would be WP, it gives you +perc (that you can stack with FA and Tactics) and RttC being an autohit debuff aura actually makes them visible when they get in melee range
if you want to hunt them in Sirens WP might be your better bet, but I haven't PvP'ed there since i13. For RV I'd go regen.
In RV, tactics + focused acc + perception IO will be the way to go. It will also give you some nice to hit values. Shoot for some global recharge I usually go 50-70% (because of DR) and another 50-90% global acc. That should have you hitting stalkers pretty well. Also, grab webnade. (Targeting drone instead of FA) -Jump + Suppression can make for some easy kills.
Personally I'm not a huge fan of spines anymore, even with the range. I slot my travel powers on my fire/Regen and seem to melt them much quicker than trying to pick off a runner, the DoT's on incinerate and other attacks keeping them out of hide.
Quills I wouldn't mess with, they already have very high AoE defenses

I have a purpled out Fire/Regen that I PvP with in RV and he destroys Stalkers. I'd say definitely go Regen. Bait a Stalker by letting it hit you, and then hit Reconstruction as soon as they AS you and you'll be back to near full-health. Fire/ puts out so much damage that it takes a matter of 7-15 seconds before any given Stalker is dead. Of course, Broadsword deals massive damage as well (BU + Headsplitter + Crit makes a tear run down my cheek).
It's not too hard to get to the perception cap. Get Targeting Drone or Focused Accuracy, Tactics, and the +Perception IO and you're there. The thing is, even at the Perception cap, you'll only see Stalkers from 10 feet away.
Or you could just make a Bane and wait until Going Rogue comes out. At the VEAT perception cap, they can see Stalkers from 100+ feet away.

This is what I'm gonna do. Sure I might not kill any stalkers, but I will foil their stalking any chance I get.
but then that would be only one mid-lvl range PvP zone that would apply in, being both Villains... at'least untill Going Rogue

I did this once, my GF was getting missiles and I decided to "hunt" her... then I saw another Stalker closing in on my prey!!!
They regretted that! I had a higher perception then they had stealth... The whole fight took about 5 minutes, funny as hell when we both hit placate... gave me AS a second before she could attack again which killed "her".

I was in RV once with my dark/wp scrapper. This stalker thought I didn't see him and was about to AS me. Its funny how a soul drain slotted for nothing but acc and rech could hit threw such a high aoe def. This was pre i13. I then started to teach them it wasn't nice to sneek up on people.

Dark/Shield Build Thread
I need help tryin to pick a class for stalker hunting. I already know i want spines as a primary because it has a good range attacks and self aoe good for if the stalker gets to close and i dont see him/her. For the secondary i was thinking super reflexes or dark. SR seems nice but can i trust it defence wise. For dark i get a tiny cloak which helps me see the stalkers but it seems so endurance heavy and i dont no if i want to risk crashing in the middle of a fight.
Another problem is accuracy. IMO stalkers have alot of defences and i want to be able to rip right through elude and ninjustu powers
