To me, that just misses the point, because there really SHOULD be some factions in this game that are truly good and truly great.
But they have just never been handled or represented very well.
As for Freakshow, I think they used to be presented well. They were humerous, but also a serious and credible threat. And there was that one boss with a 1337 name, which was a pretty fun idea. ...yeah. It went downhill from there. -
It took her five hours to pick an origin? Four days to get through the character creator? Man, and people call me slow.

My favourite "super hero" system has to be Aberrant. But the system is very setting specific, so I wouldn't try to run that for anything non-Aberrant. Especially not City of Heroes.
For that, I think I'd go for Mutants and Masterminds 2e. It's not too mechanically heavy, and it can cover just about anything. -
I actually recall seeing a full page spread of City of Villains (you know the one, where Lord Recluse is leaning over an unconscious Statesman) in a local newspaper, weirdly long after CoV was released. As in, within the last few years.

It was actually the original meta plot of the game. The world's premiere hero had gone missing, and it was only in the 40s you found out what happened to him.
It was still the meta plot while he was handing out TFs. Which... yeah... we try not to think about it. -
I thought this new Banner did a great job. Also, despite my misgivings about the whole Thor/Loke angle, I thought the guy playing Loke did a superb job.

As for Green Lantern, I never saw it. From the trailer I got the impression it was a silly slap-stick comedy, which is not really something I care for. Especially not in a superhero movie. -

So, the fallout of post-Cole Preatoria will PROBABLY be mostly having to deal with a whole bunch of refugees showing up at once... most of which are still recovering from a lifetime of brainwashing drugs, are criminals who are VERY good at hiding their presence from authorities, or are resistance members with nothing left to resist against (most of whom will probably end up becoming violent criminals as a result). -
I was wondering this as well, but honestly. Has GRRM killed anyone in a cliffhanger? When people die, it's usually very explicit. When people appear to almost die at the end of a chapter (and there's an almost infinite number of examples of this), they are always around later (even if it's just to die explicitly).
