Fire/Rad or Fire/Dark. Both Rad and Dark are good, solid secondaries for teaming and soloing, and both are good from very early on.
Fire is the best all-round primary. Good single target damage, good AoE, fantastic Scourging
Of the two, I'd say go Fire/Dark first. It's safer than Fire/Rad, loses the self/team buff but gains a lot of control so you can focus on laying waste to your enemies -
Guild Wars had a pretty awesome system for PvP/PvE. Upon character creation, you could select the character to either be a PvP or PvE character.
You select PvE, you start in noobzone as a level one and you progress through the game as usual. You unlock skills with gold and from quest rewards.
You select PvP, you start at the max level and can enter a variety of PvP zones. 4v4s and 8v8s where you just hit ready and you're automatically put in a team of other random people. 4v4s and 8v8s where you go in with your team already, big 16v16 zone battles, all kinds of good stuff.
You unlock skills by the rep you get from kills, either made by you or your team, and a bonus for winning. You couldn't bring a PvP-made character into PvE zones since they started at the max level and had maxed out gear from creation, but if you just wanted to pvp it didn't matter.
So it was possible to get all the skills and armours and stuff you could possibly want just from PvPing. PvErs had absolutely no numerical advantage over PvPers.
If you wanted to have a rare skin for your weapon you'd have to PvE, but for anything that mattered, PvErs and PvPers were equal.
But that was a game that was built from the ground up with PvE and PvP in mind. Shame, really. I bet people would be much more interested if they could say, hey, I want to play a Stalker or whatever in RV and could have one at 50 and slotted out in less than half an hour. -
This? This is a great idea. It also helps the redside issue of there being almost no non-50 recipes/IOs on the market.
You want to be fully IOd at 32? Awesome, but you've gotta pay.

Somewhat more on topic: maybe Maelstrom's HoB will be like Statesman's AoE Lightning thing :3 with similar recharge and damage. Oh, I can hear the wails of Dual Pistols chars already. Delightful. -

Yes, I'm clearly resentful because I can't have one, the fact that I can afford several notwithstanding.
It couldn't possibly be that I just think it's not a very good IO. It couldn't be that I think paying 2b for what amounts to something worse than a P.Shifter proc (which you can get for what, 20m?) is silly.
If pvp drops get fixed and the price of one of these drops to less than 30m, I might consider buying some.
In the meanwhile, I'll keep thinking that while it may be worth 2b to some people because they're willing to pay that much for one, it's certainly not worth that much to me. -
Right, the heal aspect is crap so its like the P.Shifter proc but worse? Is that worth 65m to you? :3

Frankenslotting isn't really necessary, since ^ what he said, what's important is the stun and recharge. -
You toggle on Shuriken Aura. Shurikens sporadically fly out of your pores, injuring foes nearby. Foes hit by the Shurikens suffer minor lethal Damage over Time, as well as having a chance to be stunned because, holy crap, he sweats Shurikens!
PBAoE minor Lethal DoT, chance for Mag2 Stun. -

You don't need a build as pricey as mine is, my build is way over the top because I wanted permadom without Hasten and softcap s/l defense. You only need 70~% recharge with Hasten decently slotted to get Permadom.
Granted, Fire/Fire can be tricky to Permadom since the slotting options are more limited compared to some other sets, but its still very doable on a budget. Stuff like Posis, Oblits, Decimations will be the most expensive stuff and you've got those in your original build.
Try drawing up a skeleton build that has about 75-80% recharge, 3 slot Hasten and boom, there's your Permadom. The more recharge you have, the more leeway you have to hit Hasten/Domination in time, but 75~ is enough if you're on the ball.
Posi Blasts in Breath, Decimations in Flares and Blast, Stupefys in Flashfire, Expedient Reinforcements in Imps is 31.25% rech. Basi Gazes in Char and Cinders, Kinetic Crash in Bonfire is another 22.5%. Put Crushing Impacts in Incinerate, Efficacy Adaptors in Consume and Obliterations in Combustion is another 15%.
You can then easily run a bunch of TFs to save up enough merits for a LotG 7.5, bringing you to 76.25%. That's just off the top of my head, I'm sure if you played around with it in Mids you could come up with better ideas -

Just eyeballing it though:
Drop the range/slow in Hot Feet for a Dam/end from one of the PBAoE sets, Tempered Readiness gives crap end rdx and damage values, which are key in Hot Feet.
Either skip Bonfire completely, or use it as a set mule if you must (Kinetic Crash for 7.5% rech). I'd really not recommend it though, you've got much more important powers to slot. So uh, give Bonfire a miss. Slow animation, undesirable effects.
Swap the Oblit Dam in Combustion for the proc. It'll give it a little more upfront damage and the rest of the Oblit set gives plenty of damage enhancement.
Basilisk's gaze is a great set for bonuses, but doesn't give good enhancement values. This is alright in Cinders, but not in Char. If you're going with 4 BG's in Char, swap the 2 damage IOs for triple IOs from some of the other hold sets to bring the acc/rech/hold stats up. -

Also, the best Dark Miasmists are Corrs :3 Defenders are boo, Corrs are yay. This has been proven by science and/or mathematics. -

Only when the proc goes off. Shouldn't be too big a deal though, since if you're hitting something with Surveillance you're about to hit it with something a lot harder.

Don't forget the PPP attacks are pretty great too. Lightning Blast is pretty good, Gloom is phenomenal.
