I may not be understanding your P.O.V. here but I'm just trying to clarify - are you saying there are deliberately "gimped" builds?
I've never encountered one of those - in my experience you can go left-field with a toon and maybe you will sacrifice one of it's main "characteristics" for a different effect, but it's very rare that a toon gets broken because of that.
Leave out one power or series of powers and you get other powers in substitution - it's not like you cannot take powers... you can end up with something weird I agree, but it can still contribute ably.
I've been on teams that just can't finish a TF, because the team make-up and/or strategy is wrong, but I don't think I've ever, in the four years I've been playing - had to say "We failed because the X never did Y."
The converse of that is some people get fixated on certain powers - I was once offed a million inf BI (before Inventions) to team with a stone tank on my Kin and keep him SBd. I declined, cuz that's not what a kin is all about to me but - and I've hated playing kins because everyone wants SB and FS andnothing else.
The real proof of the pudding is that if someone can make a build that will solo a TF, then a team of 6+ should be more than adequate, unless they are pratting about big style (which I readily admit can happen.)
Odd builds are not the issue here I suspect. The real issue is that there's no team play, and a lack of open-mindedness, which is sadly often prevalent in PUGs. -

What about RV? Spawning GW and Mako would be tough to solo...
similarly the STF... GW has been a big stumbling point for many teams so solo would take some doing.
That said I struggle to solo a Hellion minion on a fully IO'd 50 -

I'd support a list merge and maybe even a worthwhile restructuring of the servers. I'd even support a reduction in server numbers (which would be difficult to do politically I admit) provided we were given an opportunity to swap our toons, and SGs and stuff to a server of our choice intact. -

Maybe that's why they're not merging server lists - when the supervolcano under Yellowstone goes bang and the West Coast sinks into the Pacific we'll actually become the main customer base.

And if the Canary islands slide into the sea we'll become the only customer base. But there won't actually be a game left to play then. -
Let's try a different scenario:
The OP is trying to form an ITF team but is struggling to fill the slots.
FF Defender says "I'll join"
OP forms team, TF starts.
Build: Irrelevant -
If you can't cope with an ITF without needing bubbles then you've got a bigger problem than somebody playing a non-standard build.
If you specifically wanted a bubbler with bubbles you should have ensured that was specified before the very start of the mission. It is entirely the players choice as to what they play and the powers they take. If you accepted her onto your team then it's your problem if she didn't meet your expectations.

If it was the 1 one (Will you follow the path), well it says not spesifically anything about preordering GR. Was this what you see when you start your updater? (and before pushing "next")
Then I guess you play on the US server. Right?
That is what Scarlet (I believe) is trying to make a point out of. The US servers (well Launcher) is the one that gets updated. The EU only gets updated when A. The Eu community says something like "err... is it not time to change the updater info? Its soon 14+ days..." or
B. Someone in the company (before it has gone 14 days) thinks... "Whops we forgot to update the EU" or something.

The above sentiment is one of the reasons why I do feel neglected. Thus I hope the Developers and the company destroy (if it exists) any hurdle that prevents them from making the complete playerbase (aka the two communities) into ONE community. One updater to keep updated, one server list with all servers present, one community...
I'm talking about what has become my hope for the community: Server List Merge.
Yet another example of how important the EU player base is to NC -
Yeps, Character Transfers are extended until the end of Feb guys. Every time I log into the updater, I notice this. It's March the 11th now, so clearly we got nearly a year left.
Nothing about DXP, GR or any vaguely relevant marketing message going on here. The Updater is almost a fortnight behind the times and nobody even gives a damn.
How poor!!! Another example of Paragon Marketing fail! -

Are you asking this question about a DP/EM toon specifically or generally?
If it's anything /EM my experience has been that only very rarely do I need to resort to CABs. With Scarlet, I use Power Sink extensively, along with Thunderstrike and I find that if I get below 1/2 a bar of End (which is rare) I just hit PS and I top up nicely. I have no End Redux IOs/SOs etc but I do have a few Sets that boost my End regen or have a hefty End Redux component, and of course I use Fitness. I also have Hasten which gives me a recharge bonus so it's rare that I use up End before PS is ready again.
I've not found many primaries that burn end much more quickly than Elec so I am guessing DP isn't especially high (but that is a guess - I may be wrong though.)
I haven't answered your specific question I'm afraid but I hope it's helped in some way. -
the biggest problem with DP for me is this: You miss with your attacks but never ever fumble throwing your guns in the air and catching them. What we should see is a miss changes the animation to a fumble involving tripping over, spilling the guns all over the place, the impact of the dropping one pistol accidentally setting it off and shooting the wielder in the head.

For me, the biggest problem is not how much influence my characters have, but how much inf a new player perceives they need to be any good.
I'm an experienced player of the game - I know mostly what I need and can get an "okay" build for not very much game time. But to an inexperienced player who doesn't know how the market works who sees numbers like "100 million" bandied about, it must be off putting. If a piece of "common" salvage is costing double what they have on their new, low level character, I'd be quite surprised if they didn't feel at least a wee bit crest-fallen.
I don't necessarily have a problem with the inflationary pressures of the market per se, but I do worry how it affects new players and a sense of "unobtainium" (to misquote a mission.) That sense of "I'll never be able to earn that kind of dough" can be severely off-putting and like it or not many people believe (not always correctly I agree) that they need that stuff to compete with their peers.
If one person leaves because of that, they will never return and that's revenue gone from the game forever. -

You have to take a negative comments in context. I would rather
let the player and forum base speak for itself. It's not always as

I have to say that most participants in the game tend to be really friendly and very willing to help newbies out. That is as true today as it was four years ago when I joined in my experience. (I could just be lucky and have chosen the best server of course, but I suspect it's universal.)
Mostly, internet forums tend to degrade into toxic environments in fairly short order, if they last long enough of course, and it's a credit to the CCs and moderation policies, and to the participants, that once an argument's over in a thread it tends to [mostly] remain over.
You'll always get snipers and mealy-mouthed cowards in any anonymous environment, but for the most part this place works pretty ok.
One thing we do have here is a chance to express negative views about the game, it's direction or other factors not relating to without getting stomped on by the CCs - not every environment is so tollerant that that is a strength of here, IMO.
